HomeMy WebLinkAbout1976-04-19; Parks & Recreation Commission; MinutesMINUTES OF:CITY OF CARLSBAD PARKS AND RECREATION COMMISSION MEETING COMMISSIONERS OF MEETING : .ME OF MEETING : PLACE OF MEETING: April 19, 1976 7:30 p.m. City Council Chambers The Parks and Recreation Commission meeting was called to order in the City Council Chambers at 7:30 p.m. by Chairwoman Betty Wollrich. ROLL CALL; Betty Wollrich Juanita Rhodes Don Egermayer James Kinghorn Raul Tarango APPROVAL OF MINUTES; The minutes of the March 15, 1976, meeting were approved as mailed. OPEN DISCUSSION; Mr. Johnson stated the newspapers had publicized the Mayor's Youth Committee would be on the agenda; however a meeting was being scheduled with the City Manager, Mayor Frazee and the Committee. Therefore, the Commit- tee would not be discussed. Chuck Grafft addressed himself to the minutes of the •last meeting stating he left the meeting early. Mr. Grafft explained he attended a class in Escondido and it was impossible for him to stay for the entire meeting. He did not leave because he was only inter- ested in items concerning youth. Mr. Johnson asked Mr. Grafft's comments be included in the minutes. NEW BUSINESS; A. Programming of Activities and Use of Facilities at Community Center (P&R Commission and Senior Citizens) Mrs. Wollrich indicated the need for space and activi- ties for senior citizens was known by the Commission and the City. The purpose of this discussion is to get input from the senior citizen organizations re- garding the use of the community center. Mr. Johnson referenced a memorandum regarding staff • _recommendations for the renovation of St. Patrick's ".hurch. The information indicates plans to have the renovation completed during the 1977 calendar year. The City Council requested the Parks and Recreation Commission and the Senior Citizens Association and Advisory Committee meet to discuss the activities they would like to see organized in the center.» Mr. Johnson stated staff recommended renovation be done in phases. Phase One would include: Renovating the recreation Hall, controlling the ter- mite problem in that area, folding walls so the hall could be used by several groups at the same time; renovate and repair the rectory; construct patio -area between rectory and recreation hall, shuffle oard and bowling green and shaded recreation area on west side of Harding Street; eight parking spaces on east boundary behind rectory, sixteen parking spaces on west side of Harding; revamp sidewalk areas, MINUTES OF:CITY OF CARLSBAD PARKS AND RECREATION COMMISSION MEETING COMMISSIONERS OF MEETING : .ME OF MEETING : PLACE OF MEETING: Also included in Phase One : moving old library to Magee property and budgeting $15,681 for staff, materials, equipment, and utility expense in the 1976-77 budget. Recommendations for Phase Two include: Revamping garages into game room. Recommendations for Phase Three include: Installation of landscaping arid irrigation system, and installation of recreation facilities. Phase Four recommends design study prepared to deter- mine estimated cost of renovation for possible use of the church as a little theater, large community meetin area, etc. Staff also recommends a Parks and Recreation control center in the rectory. Mrs. Wollrich asked for a response from the senior citizens present. Manuel Castorena indicated recommendations had been submitted to the City Council; however, were returned and refered to the Parks and Recreation Commission. The recommendations indicated the seniors wanted the rectory, but not the entire building. Agrees with Mr. Johnson that a Parks and Recreation control 'center should be in the rectory. Someone from the audience indicated spaces would be needed for crafts, and a lounge where they could come to read or play cards. Mrs. Wollrich stated space would be needed for a blood pr.essure center, legal counceling services and some other non-recreational types of activities. Mr. Castorena' stated he had given Mr. Johnson tentativ plans which earmarked rooms for different activities. The Father stated this Shrine will be moved. Mr. Castorena suggested the area be used for handicapped parking. The Fellowship Luncheon Program will remain at Pine School which is only about a block and half from St. Patrick's. Mr. Egermayer asked if the senior citizens comtemplate using the entire area? Mr. Castorena stated they were asking for the rectory except whatever space was needed for the control room. Mr. Egermayer asked if the center was to be confined solely to one group. Mrs. Wollrich stated the seniors were asking for rooms in the rectory. That leaves the recreation hall and the sanctury open. -The rooms that the seniors are requesting can be used jointly with an recreation aspect. Mrs. Wollrich stated she did not see any reason why they couldn't be given the space they wanted. With a parks and recreation control to schedule the rooms, it should work. Mr. Johnson asked if the Senior Citizen Co-ordinator would be there. Mr. Castorena said yes. Mrs. Wollrich stated with both the co-ordinator and the P&R personnel there any problems should be easily solved. Mr. Casterona stated the seniors would use the center 6 to 8 hours a day. Mrs. Wollrich stated there was a need for lockers. The seniors agreed they did not want their items beaten up. Mr. Johnson assured the seniors security would be the responsibility of the City. Mr. Johnson asked Chuck Grafft for a reaction to the discussion. Mr. Grafft stated the youth would be using the center a great deal. Mr. Kinghorn moved that the senior citizen's recom- mendations be supported by the Commission, Juanita Rhodes seconded the motion. Mrs. Wollrich suggested the senior citizens start thinking about what type of classes, crafts and equipment they will want. Aye s OLD BUSINESS; A~[Holiday Park Bandstand (Preliminary Design and Site Selection) Mr. Johnson showed the Commission a preliminary, design of the bandstand. Mr. Hatch indicated the location of the bandstand at the north end of the park in an open area near large Monterey Pine. Mrs. Rhodes if the bandstand was near the electrical system. Mr. Hatch stated provisions were made to run system to the bandstand. Mr. Lewis stated there had been some discussion by the Council regarding a portable bandstand. The chrome would be additional $8,000. It is more economical to have the $5,000 bandstand. B. Batiquitos Lagoon Regional Park Representatives of the San Diego County Park Develop- ment Department presented their plan for Batiquitos Lagoon Regional Park to the City Council on April 12, 1976. C. Lake Calavera Regional Park The Lake Calavera Regional Park plan was presented to the County Board of Supervisors last month. The con- cept of the park was accepted; however, voted 2-1 to have the City of Carlsbad donate to the county propert totalling 252 acres. .The State has granted the county $126,000 for the development of the regional park. Mr. Harry Craig, resident of Carlsbad, referred to an article that appeared in the Carlsbad Journal on March 6, 1976. He expressed his dissatisfaction on some of the proposed facilites and it is his opinion that none of the activities will provide income. It is 'his opinion that a municipal golf course would be more advantageous to the city than a regional park. Mrs. Wollrich stated the initial plans prepared by the Parks and Recreation Commission included a golf course however, the soil was found unsuitable for a golf course. The general opinion of the Commission was that there is a need for more golf courses in North County. They requested a feasibility study. D. Laguna Riviera Park E. Car Country Park 'Development of these parks has been approved and are out to bid. F. Magee House Mr. Johnson gave the Commission a tentative schedule for completion of the Magee project. G. Swimming Pool The Architect Selection Committee will be interviewing four firms on April 29, 1976 and should have a recom- mendation for the City Council shortly thereafter. DIRECTOR REPORTS; At present, all state and federal grant programs are being contacted for information on what they offer.
