J{ MEETING COMMISSMNERS July 19, 1976 7:30 p.m. City Council Chambers The Parks and Recreation Commission meeting was called to order in the City Council Chambers at 7:30 p.m. by Chairwoman Betty Wollrich Raul Tarango Don Egermayer Joe DeDiminicantanio ROLL CALL; Betty Wollrich Juanita Rhodes Ron Schwab APPROVAL OF MINUTES: Mr. Johnson stated Mr. Lewis had not definitely stated the site at Chestnut and Monroe was unavailable. The minutes of the June 21, 1976, meeting were approvei as mailed, with above change. NEW BUSINESS; Mrs. Wollrich requested Mr. Bussey be allowed to address the Commission before continuing with agenda items. Mr. Bussey stated the Council had discussed SB90 and its effect on various tax ra,tes. As a result of that discussion, the Council requested examples of various ways the tax rate could be handled. Several alternatives were provided. One of the alternatives showed all ad valorem taxes being put in a single general fund tax rate. The reason that was one of the alternatives provided is that since SB90 and during the last 2 years there has been clean up legislation. There is no longer a state legal requirement of separating tax rates. Prior to SB 90 there was a dollar limitation on the general fund tax rate. That dollar tax rate was established at a time when cities were primarily involved in functions such as police, fire, roads and utility maintenance. But as cities grew, they became involved in a number of other items. The legislature realized that the dollar limitation prevented cities from doing things they wished to do. Rather than take the dollar limitation off, various laws were passed providing over-rides that the Council could pass to that dollar limitation. Those over-ride involved parks and boulevards, any costs for retire- ment, community promotions, libraries and numerous others. In 1972, SB90 was passed and froze all city tax rates at the level they were at that time. In freezing the tax rate, they lifted the limitation on the dollar.- That meant the city had $1.81 tax rate and there were no longer legal separation of funds. The legislature went back with SB90 clean-up legisla- tion and began to take out all of the •^epe'rrs^."^- code section on over-rides that were previously allowed. Mrs. Wollrich thank Mr. Bussey for attending the meeting and providing the information. Election of Parks and Recreation Commission Chairman: Mrs.Rhodes suggested it be someone with experience. Mr. Schwab agreed with Mrs. Rhodes Mrs. Wollrich nominated Ron Schwab. Mr. DeDiminicantanio seconded the nomination. Mr. DeDiminicantanio moved that nominations be closed. Mrs. Rhodes seconded the motion. Ayes Mr. Johnson expressed deep appreciation for Mrs. Wollrich's excellent assistance during her term as chairwoman. Mr. Schwab took control of the meeting. Tentative Dates For Dedication^of Facilities Mr. Johnsonrequested the Commission provide names to be included on plaques for each dedication and that the City Council be invited. Mr. Tarango stated he had spoken with Mr. Ron Dixon. The Car Country sign is being installed on the Dixon property. They want to know if they can attach the electrical part to the park meter. Mr. Johnson stated he had received the request and had suggested a meeting with them. However, no one had contacted him again. Mrs. Wollrich asked if Car Country would pay the electrical bill for the park. Mr. Tarango answered in the affirmative. Mr. Schwab suggested a legal document be prepared if an agreement was made. Mrs. Wollrich suggested the second Sunday in December for dedication of the Magee House. Mr. DeDiminicantanio suggested the third and fourth Sunday in October for dedication of Laguna Riviera and Car Country Parks. Mrs. Wollrich moved that the three dates be accepted as tentative dedication dates. Mr. DeDiminicantanio seconded the motion. DISCUSSION: Mr. Johnson asked for a volunteer to help him make the necessary arrangements. Mrs. Rhodes volunteered. X X X X MINUTES OF: DATE OF MEETING : TIME OF MEETING ; PLACE OF MEETING: CITY OF CARLSBAD P " KS AND RECREATION COFMISS Sf MEETING COMMISSIONERS July 19, 1976 7:30 p.m. City Council Chambers VOTE : Ayes League of California Cities Conference: Mr. Johnson explained he is not attending the National Parks and Recreation Conference in Boston. He would rather have the Commissioners attend related meetings throughout the state. He asked that 2 Commissioners . attend the League of California Cities Conference. Mr. Bussey interjected the meeting was being held in San Diego this year. It is his opinion that more Commissioners could attend because travel expenses should be low. He will inform the Council of the Commission's interest in attending this meeting. Mr. Johnson stated the meeting will be October 17-20. He will gather additional information on the State meeting. OLD BUSINESS: Laguna Riviera and Car Country Parks Pre-conferences have been held with the contractors. The ballfields and soccer field at Laguna Riviera are near completion. Mrs. Rhodes asked if the play area would be completed between July 14 and last of October. Mr. Johnson said yes. Mr. Schwab commented on the excellent job done on the Bandstand at Holiday Park. Magee House Additional money has been allocated by the City CounciJ for renovation of the Magee House. DIRECTOR REPORTS: Mr. Johnson discussed the committee assignments. The Superintendents of Parks and Recreation have been assigned to work with the Commissioners. Mr. Johnson suggested a special meeting held after the first of the year to update the Parks and Rec- reation Element. Mr. DeDiminicantanio moved that committee assignments be accepted. Mrs. Wollrich seconded the motion. Ayes ..... Mrs. Wollrich asked the status on the pool. Mr. Johnson stated locations were being identified as possible sites for the pool. During the month of August, Mr. Lynch will be meeting with the City Attorney regarding the contract. .Mr. DeDiminicantanio asked if any of the sites were on school- property. Mr. Johnson stated, yes. MEETING July 19, 1976 7:30 p.m. City Council Chambers COMMISSIONERS \50 Mrs. Wollrich asked if the City would have to comply with state and county school regulations if pool was built on school property. Mr. Johnson said yes. It is a problem and causes many delays according to architects. Mrs. Wollrich agreed. Mrs. Rhodes asked what final approval was need for lighting the tennis courts. Mr.' Johnson said it was final approval of the budget. Mr. DeDiminicantanio said he had research the school district's cost of resurfacing the courts the last time it was done. Total cost was $5,000 which included nets, wind screens, resurfacing and lining. Mrs. Wollrich pointed out the schools had used the 10 cents community tax. Mr. Bussey indicated this year's, budget would only allow for lighting a portion of the courts. Mr. Johnson complimented Park Superintendent, Jon Hatch, for his fine work. Mrs. Wollrich asked if there had been any further communication with the property owner of the last parcel at Holiday. Mr. Johnson said Mr. Kruger is interested in selling his property, but has not indicated when it will go pn the market. Mr. Egermayer asked if Alta Mira ever paid any park- in-lieu fees. Mr. Johnson said they had contributed land that goes to Batiquitbs • Lagoon which is a tentative location for one of the branch centers. They have also con- tributed money for trees in the area. Mr. Bussey added they had also paid some fees. Mr. Egermayer asked why there were no signs on Paseo Del Norte near Alta Mira indicating the road narrowed and why the road isn't paved. Mr. Bussey stated it was the responsibility of the developer to pave only his section of the road in the development. When there is additional development the rest of the road will be paved. However, it is the City's responsibility to put up proper reflectors. Mr. DeDiminicantanio asked why the developer of Wood- bine had not been required to install lush landscap- ing on the bank on El Camino Real as he was required to do in Encinitas. Mr. Bussey said he was not required to do it here because the existing council policy only requires certain types of landscaping. Mr. Tarango stated that Edgemon Tree Company would like to donate some trees for the triangle. Mr. Johnson requested a meeting with Mr. Tarango , during the week to make the arrangements.
