City Council Chambers COMMISSIONERS The Parks and Recreation Commission meeting was called to order in the City Council Chambers at 7:30 p.m. by Chairman Ron Schwab. Betty Wollrich Juanita Rhodes James Kinghorn ROLL CALL; Ron Schwab Don Egermayer * Joe DeDiminicantanio APPROVAL OF MINUTES; Mr. Schwab corrected typographical error. Mr. Egermayer said he didn't understand paragraph twenty on page three of the minutes for the August 16, 1976, meeting. Mrs. Rhodes said she didn't say what was recorded. Mrs. Wollrich said she thought Mrs. Rhodes meant funding would have to come from other areas but would not affect the budget. For .clarification, Mr. Johnson 'stated with the bed tax going into the general fund and with more parks and recreation project, there will be the necessity of more money and the budget will increase. The minutes of the August 16, 1976, meeting were approved as amended. • NEW BUSINESS; A. Eugene B. Klyce Bequest of $600 to City of Carlsbad Mr. Schwab said he had heard that three other cities had received a bequest of $600 from Mr. Klyce. Mr. Johnson said the city had received the bequest of $600 for the purpose of installing parallel and horizontal bars in public parks or beaches. On September 7, 1976, the City Council did accept the bequest. Four other cities received identical bequests. Mr. ^Johnson showed the Commissioners pictures of Mr. Klyce and a letter he received from Mrs. Klyce. Mr. DeDiminicantanio asked if it would be incorporated in the par course at Holiday Park. Mr. Johnson suggested the Commission think about the equipment being installed in Cannon Park because Holi'day and Laguna Riviera Parks are getting new equipment. Mr. Kinghorn stated Holiday Park is getting overwhelmed and suggested it go to another park. Mr. Kinghorn made a motion that the bequest be accepted and Mr. Johnson check on best location for equipment and prepare cost estimate. Mr. DeDiminicantanio seconded the motion. Ayes, Mr. Johnson said a letter of appreciation is being prepared and pictures will be sent to Mrs. Klyce after equipment is installed. W. D. Cannon Gift of Property to City of Carlsbad Mr. Johnson said Mr. Cannon has offered 6.7 acres to the city located on Cannon Road west . of the railroad. About 40% of the property is holding water. The northern end has been damned and there is a continuous flow of water from the south. The C9mmission was asked to give some thought to the usage of the property should the Council decide to give it to Parks and Recreation. Mrs. Wollrich asked if Parks and Recreation had to pay for the curb and gutter street improvements. Mr. Johnson said he didn't know. Mr. DeDiminicantanio asked what the remainder of the property was like Mr. Johnson said "it is flat. Mr. Schwab said there's an area in Los Angeles that has a grass area, trees and a fishing pond for kids. He suggested the same type of park for this area. Mr. Johnson introduced -Mr. John Gray, a repre- sentative of Terramar Association, who is inter- ested in what the city does with the property. Mr. Gray introduced Mr. Dave Beckett who is also on the Board of Directors of the Terramar Associa^ tion. Mr. Gray said there are fish in the pond and some ducks. The kids who live in the area are fishing in the pond now. Mr. Schwab asked if there had been any problem with the children going to the pond. Mr. Gray said some people had opened the fence and sail boats on it. Mr. Schwab asked Mr. Gray to estimate the size of the pond. Mr. Gray said approximately 4 1/2 acres. Level is about 10 feet. Mr. Johnson said all of the water is not on Cannon property. This would make a nice picnic area and fishing pond. Mr. Gray explained his reason for suggesting this type of park is because it would not attract outsiders and the young kids in Carlsbad could enjoy the area. Mr. Beckett asked if this was a gift to the city. Mr. Schwab said he understood it to be a gift, however, there were some outstanding bonds to be paid by the city. Mr. Beckett asked if the measurements around the body of water were known. Mr. Schwab said a map of the property should be seen to determine size of area. Mr. Beckett expressed concern regarding the suitability of the area for a park-. Mr. Johnson stated there is adequate land for a park. However, Council has not recommended the land go to Parks and Recreation. Mr. Gray stated it had also been suggested the pond be filled, but he did not agree with that suggestion. Mr. Johnson said the property is within the Coastal Commission jurisdiction and they would have some input as to what could be done to the property. Mr. Beckett said he did not agree with filling the pond. A fishing pond for kids is a better idea. Mr. Schwab suggested the Commission go to the site and get a better idea of what could be done with the property. Mrs .--Wollrich made a motion that as the Commissio is favorably impressed with the area as a neighbor park, Parks and Recreation make a study of the area and make recommendations. Mr. Kinghorn seconded the motion. Ayes Mr. Johnson mention he had received a letter from Mr. Gray indicating the residents of Terramar were impressed with the excellent maintenance of Cannon Park. He expressed appreciation for the letter. C. Approval of Recreation Programs Mr. Johnson asRed the Commissioners to visit some of the activities. Mrs. Wollrich moved that the fall recreation programs be approved. Mr. DeDiminicantanio seconded the motion. Aye s D. Termination of Carolyn Mallalieu - Recreation Leader III Mr. Schwab indicated a conflict in title. Mr. Johnson said she was a Recreation Leader III. Mr. Schwab asked that the term termination be changed to resignation. Mr. Jphnson said Ms. Mallalieu is getting married and going to South America for one year with her husband to prepare a film for the Oceanside Unified School District. He expressed appreciation to Ms. Mallalieu for a very fine job. Mr. Egermayer asked if she would be replaced. Mr. Johnson said yes. OLD BUSINESS: A. Preparation for Dedication of Park Property Mr. Johnson said there are three dedications to take place, Laguna Riviera, Car Country and the Magee House. Construction has started at all three. Car Country is approximately 70% completed, Laguna Riviera is 60% completed, and the Magee House has teeen started. Tenta- tive dates were set. at a previous meeting ^ for -dedication. Mr. Lewis asked if there would be refreshments. Mr. Johnson said Mr. Egglestbn would coordinate the activities and at present it was not known if refreshments were included. Mr. DeDiminicantanio suggested Car Country be asked to participate in a joint effort with the dedication since it is their property. Laguna Riviera - December 4 or 5 Magee House - December 18 or 19% All dedications will be held in the afternoon. Mr. Lewis asked if the Commission wanted the Council to indicate which date they would be available. Mr. Schwab said yes. . Mr. DeDiminicantanio asked where the plumbing was for the comfort station. Mr. Hatch said all plumbing is in the walls. B. League of California Cities Conference and State Parks and Recreation Conference Mr. Johnson expressed his desire for the Commissioners attending the conferences. The League of California Cities Conference is October 17 through 22 in San Diego. The State Conference will be in Anaheim from February 26 through March-1. Mr. Johnson asked who would be interested in attending the League of California Cities Conference. All Commissioners indicated they were interested in attending. . Mr. Johnson said information on the workshops will be provided. Mrs. Wollrich moved the regular Parks and Rec- reation Commission meeting be held on October 18, if there were no workshops on that evening of interest to the Commission. The motion wasn't seconded. DIRECTOR REPORTS; Mr. Johnson will be attending the CPRS meeting on October 12, regarding SB 174. He asked if any Commissioners were interested in'attending. Mr. Schwab indicated he would be interested. Mr. Johnson told Mr. Lewis Council members were welcomed to attend any of these meetings. Mr. DeDiminicantanio asked if the swimming pool architect had been hired. Mr. Johnson said yes. He had looked at the site and is working on the site. Mr. Johnson also indicated a petition had been started to stop construction of the pool on the school site.
