City Council Chambers
The Parks and Recreation Commission meeting was
called to order in the City Council Chambers at
7:30 p.m. by acting Chairwoman Betty Wollrich.

The minutes of the September 20, 1976, meeting were
approved as mailed.
NEW BUSINESS;
A. Park Staff Promotions
Jon Hatch introduced Bob Holdsworth, Turf Leadman
Wayne Minor, Landscape Maintenance Leadman; and
Jerry Rodriguez, Park Foreman to the Commissioner!
Mr. Hatch indicated the three men had scored very
high on the oral board.
Mrs. Wollrich asked what does a leadman do.
Mr. Hatch responsed a leadman is responsible
for a crew of two or more Park Caretakers, does
scheduling on a small scale and gives guidance
on sprayings, mowing and prunning... Leadmen are
responsible to the Park Foreman. The Foreman
has twelve men under him.
Mr. Johnson congratulated the young men on their
promotions.
The Commissioners concurred.
B. Use of Alcoholic Beverages at Harding Street
Community Center
Mr. Johnson indicated the City Council has
requested a recommendation from the Commission
on the use of alcoholic beverages at the Communit
Center. Enclosed in the packets is some back-
ground information.
Mrs.-Wollrich asked Mr. Johnson what his ex-
periences had been with the use of alcohol on
public property.
Mr.-Johnson said as long as there was some
control, he had not had any problems.
Mrs. Wollrich said she did not approve of selling
on the permises. Beer and wine should be suffi-
cient, anything else could cause a problem.
Mr. DeDiminicantanio disagreed,
could be used .with control.
Hard liquor
Mr. Egermayer asked if a license would be needed
for a private party who was not selling it.
Mr. Johnson said no.
Mr. Egermayer stated the same effect could be,
derived from beer and wine as from hard liquor.

It is a question of judgement in use and control.
After further discussion, Mr. Kinghorn moved that
alcoholic beverages be allowed in controlled
situations for use without sale.
Mr. Egermayer seconded the motion.

C. Proposition 2, SB 1321, Nesedly-Hart Bill
Mr* Johnson reported that under Proposition 2
the County of San Diego would receive over $6
million for parks and recreation. Distribution
will probably be based on per capita of each city
He estimated $70,000 to $90,000 for the City if
Proposition 2 is. approved.
Mrs. Wollrich asked what happened to the money
for Hosp Grove that was to be given to the City
from another state bond issue.
Mr. Johnson said the money is coming in the next
fiscal year.
Mr. Johnson said a problem with another bill, SB
174, is that it is geared toward cities with a
population of 30,000 or more. However, there is
still a chance of- getting some of the money.
D. Landscaping of Fire Station #3
Mr. Johnson commended park staff for an excellent
job on landscaping the new fire station.
Mrs. Wollrich requested a letter be sent to the
Council commending park, staff.
Mr. Kinghorn added that a letter be sent to the
men who were recently promoted for attending the •
meeting and congratulating them on their promotioi
The letter is to be signed by Mr. Johnson and
Mr. Schwab.
E. Sale of Greenwood Property
Mr. Johnson stated the City Council has requested
a recommendation from staff regarding the sale
of G-]?eenwood property .
Mr. Egermayer expressed the desire for the pro-
perty to be retained until new facilities could
be found for the Parks and Recreation Department.
Then a nice, landscaped park be developed so the
view of City Hall will not be blocked.
Mrs. Wollrich pointed out the city has aquired
park land at no cost to the city or city taxes
and to maintain and keep in the city's posses-
s'ion the Greenwood property more than offsets
the money that would have been spent if park
acreage had been purchased.
Mrs. Wollrich also added the Torrey Pines on the
property have historical value and should not be
destroyed.
Mr. Egermayer said he thought there was a state
law prohibiting the destruction of Torrey Pines.

Mr. Johnson said if the property were sold, all
efforts would be made to save the Torrey Pines.
He indicated he wanted the Commission to be aware
that if the property is sold, Parks and Recreation
will have to relocate.
Mrs. Wollrich s^id there is no relationship
between relocating the Parks and Recreation Depart
ment and the property being retained as a green
belt entrance into the City. It is part of the
Civic Center that must be preserved in a way that
will be an asset to the city.
Mr. Kinghorn said it is evident how the Commission
feels about retaining the property and feels the
citizens of Carlsbad feel the same.
Mr. Egermayer moved the City Council .retain the
Greenwood Property in perpetuity.
Mrs. Rhodes seconded the motion.
Mr. Kinghorn added the citizens be polled regard-
ing the sale of the property.

F. Commercial Use of Public Parks
Mr. Johnson said a request f"or commercial use
of a public park has been received* This requires
Council action. The Council approved use of the
park; however, the requestor was required to ob-
tain a non-fee business license. Mr. Johnson
asked for the Commissioner's views on commercial
use of parks.
Mrs. Rhodes, said she disapproved commercial use
of the parks if this is how the individual makes
their living.
After some discussion Mr. Kinghorn moved that non-
profit organizations be allowed to use the park
for commercial purposes after obtaining a non-fee
business license; however, private parties and
profit organizations be required to obtain a fee
business license.

OLD BUSINESS:
A. League of California Cities 78th Annual
Conference
Mr. Johnson indicated there was one meeting being
held the following day that might be .of interest
to the Commissioners. He cannot attend this
meeting.
"~ The State Parks and Recreation Conference will
be held in Anaheim from February 26, to March 1,
1977. He will want some Commissioners to attend.
Mr. Johnson suggested a joint meeting of Parks
and Recreation Commissions in San Diego Country
within the next three months.

Mr. Johnson asked what cities should be involved.
Mr. Tarango recommended the City of Escondido.
Mr. Kinghorn suggested north county cities.
Mrs. Wollrich suggested meeting at Rancho Carlsbad
with Mr. Schwab*1 s approval.
November 20, 1976, was the date agreed upon for
the workshop.
Mr. Johnson reminded the Commissioner's the de-
dication of Car Country Park is November 7, 1976,
at 2:00 p.m.
B. Harding^ Street Community Center
Mr.Johnson said the keys to the property have
been.given to him. The City is currently working
on plans to bring the buildings to code.
DIRECTOR REPORTS
Kammayer Lynch and Partners is working on plans
for the pool at the site on hig'h school property.
Mrs. Wollrich asked if the plans would go to Council
or Parks and Recreation Commission.
Mr. Johnson said they would probably go to Council
or a joint meeting.
Mr. Kinghorn said on November 21, there.will be a cit
wide swap meet in the downtown area. He suggested
Parks and Recreation purchase a lot for some public
relations.
Mr. Tarango asked who is responsible for cleaning
around Buena Vista Lagoon.
Mr. Johnson said the city is responsible.
Mr. Kinghorn said his son, Scott, had contacted Jon
Hatch seeking a scout project. The end result was
the "C" at Maxton-Brown Extension.
Mrs. Wollrich asked that a letter of appreciation
be sent to Scott Kinghorn and a copy enclosed in
the Council packets.
Mr. Chuck Hale, a Carlsbad resident, expressed
disapproval of the Council's position regarding the
Public Works Act. He feels that'since it is tax-
payers money, the city should get a fair share.
Mrs. Wollrich thank Mr. Hale for his comments.
Mr. Johnson said the City Council is seeking funds
from the Public Works- Act.

The meeting was adjourned by acting Chairwoman Betty
Wollrich at 9:15 p.m.
