The Parks and Recreation Commission meeting was called
to order in the City Council Chambers at 7:30 p.m. by
lhairman Don Egermayer.
ROLL CALL:

APPROVAL OF MINUTES:
The minutes of the February 28, 1977, meeting were
approved as mailed.
NEW BUSINESS:
A. Canyon Park
"~ Mr. Johnson explained this item appeared on the
agenda as requested by the Commission. He suggested
the park not be renamed because of the geographical
identity. However, if the Commission desires to
change the name he suggested a public hearing.
Mr. Egermayer asked what is the official name.
Mr. Johnson said it is identified as Canyon Park
in the General Plan.
After further discussion, Mrs. Wollrich moved it
" be recommended to the Council to rename the park
San Marcos Canyon Park to avoid confusion with
Cannon Park.
Mr. DeDiminicantanio seconded the motion.

Mr. Johnson pointed out to the Commissioners that
at the other end of the canyon there is San Marcos
Creek Park. There will be conflict with both parks
being similarly name.
Mrs. Wollrich moved that the area be c'alled San
Marcos Creek Park.
The motion died for lack of a second.
Mr. Kinghorn moved the area be called La Costa
Canyon Park.
Mrs. Rhodes seconded the motion.

Personnel
Mrs. Lynn Chase from the City of Azusa has been
name as Recreation Superintendent. She has 13
years experience, is highly qualified and should
be an assest to the City.
The Recreation Leader III position has bee'n
announced. It is a full time position and should
be filled within 30 days.

Part-time recreational personnel for summer positions
will be interviewed in the immediate future. Job
announcements are to be posted March 29. There are
10 playground leader positions, 3 intersession in-
structors, 3 water safety instructors and 12 rec-
reation facilities attendents available.
Outside Recreational Cost.'
Mr. Johnson gave the Commissioners a copy of a survey
of San Diego County cities' contributions to 'outside
recreational activities.
Mr..DeDiminicantanio said the data provided indicated
Carlsbad contributed far less than most other cities.
Mr. DeDiminicantanio moved it be recommended to the
Council that the City pay all official fees for
youth recreation program.
Mr. Kinghorn seconded the motion.

La Vante Park
This site is in the Encinitas School District.
Discussions are being held regarding developing a
public park. La Costa Land Company would bear all
expenses for development. The City of Carlsbad
would provide maintenance and recreational staff.
An agreement is. being prepared stating the City
will discontinue maintenance of the park after the
school is built.
Water Conservation
Jon Hatch gave a brief summary of procedures being
taken by -the Parks and Recreation Department to
conserve water. Water consumption has been reduced
by 18 percent. ,
OLD BUSINESS:
A. Update La Costa Canyon Park
Mr. Johnson said there are some problems with the
type of park being proposed for development because
of the zone change in the area.
Swimming Pool
The E.I.R. will be presented to the City Council
March 22, 1977. The school agreement is being
worked on by the City Attorney.
C. Status of Grant Funds
Joe Eggleston gave a brief summary of grant monies
received or to be received by the City of Carlsbad
and the projects it is to be used for.
COMMITTEE REPORTS:
Three members of the Commission met with Mr. Johnson
to discuss the Capital Improvement Program. He asked
- recommendations on the packet.
Mrs. Wollrich moved that the C.I.P. be approved in
concept as presented.
Mr. Kinghorn seconded the motion.

DIRECTOR REPORTS:
COMMISSIONERS
The softball league has ended. The basketball league is
still in process. The beach accesses at Grand and Elm
are currently under landscape construction. Renovation
of the Greenwood Property has not started because of
unavailability of staff.
ADJOURNMENT:
The meeting was adjourned at 9:00 p.m. by Chairman
Egermayer.
