Kinghorn Joe DeDiminicantanio Betty Wollrich APPROVAL OF MINUTES: The minutes of the August 15, and 25, 1977 meetings we.re approved as mailed. NEW BUSINESS: "~ A. Architect Lawrence Black - Magee Park Design Lawrence Black showed the Commissioners prelimi- nary landscape plans for Magee Park which includ- ed accesses to buildings, relocation of old city hall and outhouse, parking facilities, comfort station, shuffleboard courts, children's play area, picnic tables, benches, meandering- side- walks and area for lawn bowling if desired. Commissioner Wollrich asked that entrance on Carlsbad Boulevard be more accessible to residents of Carlsbad-By-The Sea since they will be using the facility frequently. She also asked if the barn would be used for arts and crafts classes and requested area to be used for historical gardens to be expanded if interest warrants it. Commissioner Egermayer asked if there \vould be horseshoe pits. Commissioner DeDiminicantanio asked that the size of Magee Park and the cost of development be compared to other parks of larger size which cost less to develop. iHe expressed support. for Magee Park but requested the cost not exceed the allocated funds. * Commissioner Egermayer said the estimated useage of Magee Park justifies the cost of develo'pment . Mr. Johnson said the street improvements are a large portion of the allocated funds. Mr. Black said a cost analysis comparing the renovation and replacement of the barn would be done and horseshoe pits would be considered. A preliminary cost analysis has been submitted with additional information requested. Commissioner Wollrich moved it be "recommended to Council acceptance of preliminary plan in con- cept and if barn is torn down detail drawings be made and anyuseable materials be retained. • Commissioner DeDiminicantanio seconded the motion. Field Trip to City Properties Mr. Johnson suggested1a field trip of all city • owned property to show Commissioners newly acquir- ed lands. Commissioner Kinghorn moved the Commission take a field trip of city property annually inviting the City Council and any interested parties. Commissioner Wollrich seconded the motion. Ayes Commissioner Kinghorn suggested advertising the trip and having a large tour. Commission Committees Commissioner Wollrich requested to be assigned to Swimming Pool Committee. Commissioner Nelson, by telephone, requested to be assigned to Swimming Pool and Recreation Pro- gram Committees. Commissioner Kinghorn moved Commissioners be placed on committees as desired. Commissioner Wollrich seconded the motion. Ayes Street Tree Ordinance Study Staff is preparing a study of the street tree ordinance. One recommendation expected is to allow city trees to be placed outside the city right-of-way. Commissioners expressed a desire to get out ot street tree maintenance. Mr. Hatch pointed out a change in the ordinance would not eliminate maintenance because of the thousands of trees currently planted in the city right-of-way which would still be maintained. Commissioner Kinghorn moved it be recommended to Council that staff continue street tree" ordinance study. Commissioner Wollrich seconded the motion. X Ayes X Study on Park-in-Lieu Fee Ordinance Mr. Johnson said a study was made about 1 1/2 years ago which only involved subdivisions only. This study should be donp now to include other types of development, i.e. apartment complexes, industry and commercial. Study On Updating Parks and Recreation Element Mr. Johnson said the purpose of this study is to identify parks acquired since the adoption of the element. Commission Kinghorn moved it be recommended to Council staff update element for Commissioners. Commissioner DeDiminicantanio seconded the motion. Ayes .... G. Comments on Arkansas Trail System Maintenance Commissioner Egermayer gave a brief resume of maintenance of the Arkansas trail system which included: Arkansas Outdoor Culture provides trees for marking trail signs and posting trail signs, gives trail clearance and height in x and y, doesn't provide maximum grade for trails. Mr. Egermayer suggested our trails have steel post for trail signs, fire breaks, sould have maximum grade and be suitable for walking and riding. Commissioner Wollrich asked if the trails were suitable for motorized bikes. Commissioner Egermayer said these trails would not be suitable for motorized bikes and suggested an ordinance prohibiting bikes on trails. Mr. Johnson said all information provided by Mr. Egermayer would be included in the trail study. OLD BUSINESS: A. Open Space Maintenance Specifications Mr. Johnson said there is an open space mainten- ance policy which states specifications will be submitted by the Parks and Recreation Director. A preliminary draft was given to the Commission. Mr. Hatch said the purpose of the policy was to outline the circumstances when the City will agree to-create, or allow annexation to, a public dis- trict for the maintenance of open space, outline procedures for the establishment of open space maintenance districts, and outline landscaping standards for the improvement of open space areas. The specifications submitted cover grading and soil preparation, weed control, irrigation require ments, planting requirements, natural slope re- storation, approval and inspection of work, main- tenance . Commissioner DeDiminicantanio moved the specifica tions be accepted. Commissioner Kinghorn seconded the motion. Ayes X X MINUTES OF: cry OF CARLSE^D PARKS AND RECREATION COMMISSION •MEETING OF MEETING : TIME OF MEETING : PLACE OF MEETING: September 19, 1977 7:30 p.m. City Council Chambers SIGNERS DIRECTOR REPORTS Mr. Johnson said a letter of resignation frojn Juanita Rhodes had been received and forwarded to the City : Manager for Council action. A letter was sent to the City Council supporting the noon time recreation program. Council has decided to discontinue this activity. The preliminary plans for the Community Center have been approved by Council. Construction is to start February 1 and should be finished by April 1. Commissioner Wollrich asked if there would be another county wide commission meeting. Mr. Johnson said if no other city hosted the meeting, Carlsbad would. Commissioner Kinghorn recommended regular Commission meeting be held on some night other than Monday. Mr. Johnson said changing date of meeting would re- quire Council approval. Commissioner Depiminicantanio suggested Commissioners visit new developments to see how close homes are being built. As concerned citizens, this is some- thing that should be investigated.
