James Kinhgorn Joe DeDiminicaritanio ROLL CALL: Raul Tarango Betty Wollrich Don Eg.ermayer Greg Nelson APPROVAL OF MINUTES: The minutes of the September 19, 1977 meeting were approved as mailed. NEW BUSINESS: A. State Legislative Report of Interest to Parks and Recreation Enclosed in the Commissioner's packets were state legislative reports received by the Parks and Recreation Department on monthly basis. These reports are in four sections: environmenta recreational facilities and program, special programming and governmental operations. Mrs. Wollrich asked if Carlsbad could take advan- tage of the innovative recreation program. Mr. Johnson said the Recreation Superintendent will be researching the possibility of utilizing this program. Mrs. Wollrich moved this report be a regular enclosure in the Commissioner's packets. Mr. Nelson seconded the motion. Ayes B. State Purchase of Batiquitos Lagoon Area for State Park « The State of California has appropriated $1 million for the acquisition of Batiquitos Lagoon. Additional information is expected from the County of San Diego. A master plan for a regional park has been prepared. C. Tour of Parks and Recreation Facilities The tour of parks and recreation facilities was scheduled for November 5, 1977 at 9:00 a.m. to leave for the Parks and Recreation office. OLD BUSINESS A. Update Park Projects - Harding Street Community Center Renovation, La Costa Canyon Park, Swimmin; Pool, Magee Park, Chase Little League Field Roy Blackford is the architect for the renovatio: of the Harding Street Community Center. He will have the specifications ready for review at the next commission meeting. X X CIT" OF MINUTES OF:PARKS AND RECREATION '. COMMISSION MEETING *"VTE OF MEETING : October 17, 1977 .ME OF MEETING : 7:30 p.m. PLACE OF MEETING: City Council Chambers MMISSIONERS Dave Kater, architect for La Costa Canyon Park,, should be ready to present preliminary designs to the City Council at their first meeting in November. A cost analysis of the- tennis courts will also be presented to Council.- Swimming Pool - Acquisition of land agreement was on .City Council agenda for October 18, however, it has been removed for further clarification on terminology. The agreement should be ready for presentation to the Council in 2 weeks. Concep- tual drawings are being prepared by the architect. The following items have been completed:- EIR certification, architect's agreement, and approval of preparation of conceptual drawings. A public meeting will be held for all concerned citizens to review conceptual drawings. Mr. DeDiminicantanio said too much time has been wasted, all public recommendations should have be included by now. He expressed a desire to get on with the construction of the pool. Mrs. Wollrich said the swimming pool committee should not be excluded and a public meeting is a necessity. She also asked if school board appro- val was necessary now that pool would be on city property. Mr. Johnson said the agreement between the city and school district stated the preliminary plans would be presented to the school board for approval. Mr-. DeDiminicantanio has-been assigned as school liaison to provide staff with school desires. Magee House - The Carlsbad Historical Society will get the opportunity to review the land- scape plans at their next meeting Mrs. Wollrich suggested the Historical Society be invited to attend a* Parks- and Recreation Commission meeting along with any concerned citizen.* Mr. Johnson said it has appeared on the agenda several times. The Historical Society is being singled out because they will probably be housed there. Mrs. Wollrich maintained it should be a public meeting for everyone because that is what was promise'd before the. architect was appointed. Mr. Egermayer asked when the facility would be used. Mr. Tarango said you could not use the building until a final was issued and you can't get a final without parking. Mr. Nelson moved a public hearing be held at the next Commission meeting. Mr. DeDiminicantanio seconded the motion. Chase Little League Field - Contracts for lightin should be awarded at the first/Council meeting in November. B. .Field Trip to City Properties The field trip to city properties will be Novem- ber 5, 1977 at 9:00 a.m. departing from the Parks and Recreation office. C. Parks and Recreation Element Study Mr. Johnson requested some Commissioners be assigned to work on the study with staff. Chairman Tarango volunteered to serve on the committee. D. County-wide Parks and Recreation Commission Meeting Mr. Johnson has contacted the Cities of Escondido and El Cajon regarding hosting the meeting. To date, confirmation has not been received. Mrs. Wollrich moved the City of Carlsbad host the county-wide commission meeting if no other city desires to. Mr. DeDiminicantanio said the City of Carlsbad has already hosted the meeting and it isn't fair to staff to do it again. There were some cities who were interested in hosting the meeting so let them do it. The motion died from lack of a second. Mr. Kinghorn moved the Carlsbad Parks and Rec- reation Commission Chairman write a letter to other chairmen of commissions asking if they are interested in hosting "the meeting. The. motion died from lack of a second. E. Committee Assignments Committee assignments were enclosed in the Commission packets. Corrections were requested if appropriate. DIRECTOR REPORTS: Mr. DeDiminicantanio asked if there was any way to get the noon time recreation reinstated. Mr. Lewis said the general feeling of the Council was that it is the responsibility of the school to provide teachers or aides to supervise the children during the noon hour. If they can be shown that those school employees are not capable of handling the children, then the Council may rec.onsider their position. It was suggested the Commission write a letter to the School Board requesting the activity be continued Mrs. Wollrich said it was not the responsibility of the Commission to tell the School Board what to do.
