ISSIONERS
The Parks and Recreation Commission meeting was
called to order in the Recreation Hall by Chairman
Tarango at 7:30 p.m.

APPROVAL OF MINUTES

The minutes of the October 17, 1977 meeting were
approved as mailed.
NEW BUSINESS:
A.New Parks.and Recreation Commission - Mrs. Laurie
Nelson-Boone
Mrs. Boone was introduced to the Commissioners
as the newly appointed Parks and Recreation
Commissioner.
B. Capital Improvement Program Fiscal Year 78-79
through 82-83
Capital Improvement Program was enclosed in packet
for the Commissioners review. Mr. Johnson asked
for recommendations to be forwarded to Council.
Mrs. Wollrich asked how are people going to get
to the ducks at Buena Vista Lagoon.
Mr. Johnson s-aid when plan is conceived it will
be presented to the Commissioners for approval.
Mr. Kinghorn asked for completion dates for the
projects.
Mr. Johnson said dates were unknown, but could
be 'estimated when contracts were awarded.
Mr. Nelson asked when tennis-courts at high schoo
would be constructed.
Mr. Johnson said plan is to be incorporated with
construction of swimming pool, however, this is
a school project.
Mrs. Wollrich asked if a park was going into the
area at the east end of Chestnut.
Mr. Johnson said Larwin Park would be in that
area.
Mr. Kinghorn moved the Parks and Recreation
Commission endorse the CIP as outlined.
Mrs. Wollrich seconded the motion.

C. Acceptance of School Property - Grant Deed for
Pool Site
City Council and School District have- approved
the pool agreement which transfer 4.9 acres to

the City. Administration of. the pool will be
handled by the City. The architect should have
preliminary concepts for commission review on
December 19. •
OLD BUSINESS:
A. Review of Revised Boundaries of San Marcos Creek
Park
A map was enclosed in the Commissioners' packets
showing revised boundaries of San Marcos Creek
Park which includes 2.79 acres of flat land.
Mr. Kinghorn moved the revision be accepted.
Mrs. Wollrich. seconded the motion.
Ayes ....
B. Committee Assignments
Mr. Tarango invited Mrs. Boone to select any
committee she desires to serve on.
Mrs. Boone selected Senior Citizens, Site Selec-
tion Standards and Recreation Programs.
C. Status Of Development Projects - Magee Park
Mr. Johnson suggested that the Commission and
those interested in the audience study plans for
Magee Park before Mr. Black's presentation.
Mr. Black outlined the location of. buildings, on
property, drinking fountains, picnic facilities,
play equipment and proposed landscaping.
Mr. Johnson asked for estimated cost of renovating
the barn.
Mr. Black said it cost $35,400 to remove §' replace
$36,000 to renovate and $3,900 .to remove the barn.
Mr. Egermayer said that made the replacement cost
$59.33 per squar foot which seemed high.
Mr. Black said figures were based on 900 square
feet.
Mr. Egermayer expressed a desire to have the barn
demolished as renovation is a waste of money.
Mr. Black said if facility is restored it could
be used in the recreation program.
Mrs. Wollrich indicated some civic" organizations
are interested in using the facility. If there
is to be a Heritage Park, all facilities should
be restored as a part of that period. She
suggested staff research possibility of receiving
grant, assistance.

Mr. DeDiminicantanio asked if any money had been
budgeted for restoration of the barn.
Mr. Johnson said no, that would be an additional
cost.
Mr. Egermayer moved the plan be accepted with the
exception of the barn. The barn would be demol-
ished and replaced by a new structure.
The motion died for lack of a second.
Mr. DeDiminicantanio moved it be recommended to
Council plan be accepted with stipulation that no
more money be expended than budgeted amount.
Mr. Kinghorn seconded the motion.
Mr. Tarango asked the cost of landscaping.
Mr. Black said cost is $212,360 excluding build-
ing renovations.
Mr. Kinghorn asked for .total cost of project with
or without the barn.
Mrs. Boone asked if there was any money which
cquld be allocated by Council for completion of
the project.
Mr. Johnson said the city has money, however,
Council may not allocate additional funds.
Mrs. Wollrich asked the cost of street improve-
ments . .
Mr. Johnson said the cost is $48,000.
Mr.'DeDiminicantanio withdrew his motion.
Mr. Nelson moved the plan be approved.
Mrs. Wollrich seconded the motion.«

Mr. Johnson said staff will develop phasing of
the project for Commission approval.
Mr. Egermayer moved it be recommended to Council
that street improvements and parking facilities
be apprqved at an early date so building can be
used.
Mrs. Wollrich seconded the motion.

Chase Little League Field:
A meeting was held November 17, with the con-
tractor regarding lighting the field. Construc-
tion is scheduled to start November 28 and com-
pletion is set for January 1. Ownership of pro-
perty is being transfered to the City.

La Costa Canyon Park:
A staff meeting will be held November 29 with
Dave Kater to discuss the electrical system.
Plans should be presented to Commission in Decem-
ber and to the Council in January.
. Harding Street Community Center:
The architect is'preparing specifications, has
60 days to complete. Civic clubs have requested
a commercial kitchen be installed in the Recreatiojn
Hall. Council decided to leave kitchen as de-
scribed in preliminary plan.
D. Tour of Parks and Recreation Facilities
Mrs. Wollrich commended Mr. Johnson for the tour
of parks and recreation facilities on November 5
Mr. Johnson said another tour was scheduled for
November 23, and any Commissioner interested
in going was invited to go.
E. Purchase of Dump Truck
The truck to be purchased is a stake bed dump
which is three sided. This truck will reduce
trips to dump by crews.
