FY 1978-79 missioners Operating Budget Recommendations from Com- Mr. Eggleston, Administrative Assistant, requested the Commissioners submit any projects or items they feel should be included in the budget. Commissioner Egermayer suggested a live-in caretaker be included in the budget for the Carrillo Ranch. Commissioner Wollrich asked if staff attended the monthly CPRS meetings and suggested there be some allocations for Commissioners to attend also. Mr. Johnson stated at least one staff member attends the CPRS meetings. Those are the types of suggestions staff is requesting. Commi ssioners items. requested a listing from staff on suggested Archeologists Organization to Dedicate Stagecoach Park Mr. Charles Van Rickley, Fred Wright and Herb Adams of the Squibob Chapter of E Clampus Vitus expressed the desire of their organization to dedicate a plaque at the Adobe Ruins of Stagecoach Park denoting an historical site. In addition, the organization writes a history of the area and has an weekend encampment at the site. Commissioner Kinghorn seconded the motion. Ayes OLD BUSINESS; A. Status of Development Projects Magee Park Landscaping, Buildings and Street Improvements Target date is still February to go to Council with Master Plan; however, still having problems with allocations for _ street improvements. Chase Little League Field Due to rains, installation of lights have been delayed. Commissioner DeDiminicantanio asked for cost of land. Mr. Johnson stated he has requested that information from the property control person and has not received it. La Costa Canyon Park Specifications and plans are to go to Council for approval and authority to go to bid in February. City has received $50,800 Land and Water Conservation Fund grant for project Holiday Park Comfort Station Location of comfort station was selected by reation Commission Committee which is north or 30 feet from the Girls' Club. Parks and Rec- of the Oak, 20 Commissioner Wollrich moved the location of the comfort station be approved. Commissioner Kinghorn seconded the motion. Ayes Laguna Riviera Park Banks A consultant has been selected and should present concepts to Commission in approximately 2 months. Pony League Field Lighting Consultant has been selected; however, presentation of concepts. no estimated date for X X X Coastal Bike Route Kent Whitson of the Public Works Department gave background information on the coastal bike route which included a $187,000 grant from the State plus some city funds which total $192,000. Additional funding is being requested from Cal Tran. Funds can be used for design and/or construction. Bike lanes are proposed for either side of Carlsbad Blvd. Commission concerns were barrier to prevent parking, the use of berms, total cost of project, completion date, and if bike route could connect with trails system. Mr. Whitson responded that no parking signs would be erected, MIJiUTES OF: DATE OF MEETING ; TIME OF MEETING PLACE OF MEETING CITY OF CARLSBAD PARKS AND RECREATION COMMISSION MEETING January 16, 1978 7:30 p.m. City Council Chambers COMMISSIONERS white lines would be painted to designate bike lane, rains have delayed completion of study and city has been given .a two month extension, $236,000 was the estimated amount of the project and new roads are being proposed to connect with the bike lanes. Mrs. Thelma Hall asked if there were any provisions for walkers, not si dewal ks , but a lane for hikers. Mr. Egermayer stated pedestrains could use the bike lanes. Mr. Whitson also stated there would be wheelchair ramps and some provision for the blind would be made. __ LeVante Park Mrs. Chase stated 'activities had been slowed down by the rain and will resume when weather permits. Carrillo Ranch Park A consultant will be hired to provide guidance on the use of the land and what grants to apply for. Commissioner wollrich requested she be in attendance when that consultant is met. •Mr. Johnson stated the first meeting with the consultant will include the Commission. Commissioner DeDimi ni cantanio asked why the swimming pool wasn ' t on the agenda. Mr. Johnson stated concepts were not ready for presentation. Commission Kinghorn expressed a desire to have pressure applied to architect to get the concepts ready, and to hold a public meeting for community input. Commissioner Wollrich stated all Commission meetings are open to the public. ^Commissioner DeDimini cantan io suggested the city consider not lighting the two tennis courts given to the city by the school district and lighting the nine new courts to be constructed. Commissioner Wollrich said if any courts are to be lighted they should be city owned. Mr. Johnson stated it is being recommended the nine courts be stubbed for lighting. DIRECTOR REPORTS: February 20 is a holiday and the city will be. closed. — Mr. Johnson asked for an alternative date for the Commission to meet. Commissioner DeDimi ni cantanio moved the Commission meet on February 27. Commissioner Kinghorn seconded the motion. Commissioner Wollrich moved that two Commissioners be sent to the conference. Commissioner Kinghorn seconded the motion.
