HomeMy WebLinkAbout1978-06-19; Parks & Recreation Commission; MinutesCITY OF CARLSBAD MIJiUTES OF: DATE OF MEETING TIME OF MEETING PLACE OF MEETING: PARKS AND RECREATION COMMISSION MEETING June 19, 1978 7 :30 p.m. City Council Chambers COMMISSIONERS The Parks and Recreation Commission meeting was called to order in the City Council Chambers by acting Chairman Egermayer at 7:31 p.m. ROLL CALL: Betty Wollrich Laurie Nelson Boone Barbara Donovan James Kinghorn Don Egermayer Joe DeDiminicantanio APPROVAL OF MINUTES: Commissioner Wollrich moved the minutes of the May 15, 1978 meeting be approved, L-inmissioner Kinghorn seconded the motion. Ayes Commissioner Kinghorn moved the minutes of the June 12, 1978 meeting be approved. Commissioner Donovan seconded the motion. Ayes OLD BUSINESS A. Status of Projects Joe Eggleston provided the following information: Bids and specifications on Magee Park will go before City Coun- cil on June 20. There is a temporary hold on commencing development of all projects pending Proposition 13 Advisory Committee report. Planning is continuing, however, no construction will be started. Commissioner Wollrich attended a meeting re-garding the — planting at Laguna Riviera. She reported the original plan is being followed with a variety of Eucalyptus. It should be a very pleasant and economical area. » . -• T~-s*'-~~ B. Discussion on Trails Presentation The Commission expressed a desire to work with the San Diego County Trails Council on planning a trails system for Carlsbad. Commissioner Wollrich requested the plans that were formu- lated in approximately 1972 on a trails system. Mr. Eggleston stated he would research the request, as he was not aware of such a plan. ( Carlsbad Youth Athletic Council Meetings Lynda Betts attended the last meeting. The Council is considering disbanding due to lack of participation. D. 1974 State Bond Act Council approved application of grant switching from Hosp Grove to La Costa Canyon Park. X XX X XX X X CITY OF CARLSBAD MIWTES OF: DATE OF MEETING TIME OF MEETING PLACE OF MEETING PARKS AND RECREATION COMMISSION MEETING June 19, 1978 7:30 p.m. City Council Chambers COMMISSIONERS Authorization from the federal government has been received allowing the City to receive the $50,850 Land and Water Conservation Fund grant for Phase I of La Costa Canyon Park when project starts. E. Stage Coach Park Dedication Joe Eggleston represented the City at the dedication of Stage Coach Park by E Clampus Vitus on May 21. A plaque • was presented which will be on display in the Council Chambers until completion of the park. F. Flag Pole in Holiday Park Location and acceptance of the flag pole and flag donated by the North Coast Junior Women's Club will go before — Council on June 20. G. Other The White Bouganvilla has been replaced at the Magee House. The contractor will reimburse the city for the cost-of replacement. The Legislative Report was included in the Commissioner's packets for information. The report on Mr. Eggleston's trip to Sacramento will be presented at the next Commission meeting. NEW BUSINESS A. .Commissioners' Expiration of Terms The terms of Laurie Nelson Boone and Don Egermayer as Commissioners will expire in August, 1978. Commissioner Egermayer expressed a desire not to be re- appointed to the Commission. Commissioner Wollrich moved that Commissioner Boone be reappointed to the Commission by Council if she desires. Commissioner DeDiminicantanio seconded the motion. x*.y c j • • • • • B. Land and Water Conservatiotf""Fund Grants A grant of approximately $90,000 for Phase II of La Costa Canyon Park which is a 50/50 reimbursement grant will be applied for by the department. C. Summer Recreation Program Summer brochuresand flyers were provided to the Commission Programs are currently continuing as scheduled. Commissioner Boone asked how flyers were distributed. ~ Mr. Eggleston.stated primarily from the office, Library, senior citizen's office and the schools. Distribution is limited due to cost of duplication. Commissioner Boone suggested flyer racks be purchased and placed in stores, banks, etc., to increase distribution of materials. It was also suggested that distribution be made part of the contract instructor's contract. Commissioner Boone volunteered to work with the Recreation Superintendent on distribution of materials. D. Other The San Dieguito Little Theatre is requesting a facility on a year round basis in Carlsbad. Commissioner Boone moved the San Dieguito Little Theatre address the Commission at the July meeting. .Commissioner Wollrich seconded the motion. -~ Ayes Jon Hatch stated the department has receive a Hustler mowei to be used on large areas. Money has,been transfered into Park accounts to pay for repairs of storm damage to city property. Commissioner Wollrich asked for the status of Cannon Pond. Joe Eggleston stated it is covered with liability insurance It is contained in the CIP, however, dates were not avail- able at this time. COMMITTEES A. Assignments Joe Eggleston requested more activity from the Committees. There are some committees which need another person involv- ed. Commissioners were asked to consider assignments. B. Reports None _' T COUNCIL REPORT None .->.- COORDINATOR'S REPORT It was recommended by Joe Eggleston that July 17 Commission meeting be a public meeting to allow public input on Magee Park Commissioner Kinghorn moved the July 17, meeting be open and publically announced in the local papers. Commissioner Wollrich seconded the motion. i s Commissioner Donovan requested the San Diego Union be contacted regarding the meeting. CORRESPONDENCE None MOVIE: Carrillo Ranch Joe Skimba from the Library showed the Commissioners a movie prepared by the Library on the Carrillo Ranch. Copies are on file in the Library and are available for check out. ADJOURNMENT ^^mmissioner Kinghorn moved the meeting be adjourned. Commissioner Wollrich seconded the motion.
