HomeMy WebLinkAbout1978-08-21; Parks & Recreation Commission; MinutesCITY OF CARLSBAD MINUTES OF: DATE OF MEETING TIME OF MEETING PLACE OF MEETING PARKS AND RECREATION COMMISSION MEETING August 21, 1978 7:30 p.m. City Council Chambers COMMISSIONERS The Parks and Recreation Commission meeting was called to order in the City Council Chambers by Chairman Raul Tarango at 7:30 p.m. ROLL CALL: Joe DeDiminicantanio Barbara Donovan Betty Wollrich James Kinghorn Raul Tarango Laurie Nelson Boone Chairman Tarango suggested direct contact with Councilperson attending the Parks and Recreation Commission meetings be re- stricted towards the end of the meeting to minimize time. Any- thing said by the Councilperson is strictly his/her opinion and n that of the City Council. APPROVAL OF MINUTES: Commissioner Wollrich asked that the motion regarding the letter to the Planning Commission be amended to read the Magee House and the not the barn. Commissioner Wollrich stated the Commission had voted on the approval of supporting the girls tennis club. Commissioner Donovan stated she had voted no on the Urban Open Space and Recreation Program (SB 174). Commissioner DeDiminicantanio moved the minutes of the July 17, 1978 Commission meeting and the July 31, 1978 Commission work- shop be approved as amended. Commissioner Kinghorn seconded the motion. AYES OLD BUSINESS A. City Hall Median Landscaping Jon Hatch, provided the following information: The median strip at City Hall (parking lot area) had been planted with ice plant. Landscaping is not complete at this time. Joe Eggleston asked that use of sound amplification at Holi- day Park. NEW BUSINESS A. Use of Holiday Park/Sound Amplification A letter dated July 17, 1978 to the Parks and Recreation Commission from the City Manager requesting guidelines for use of Holiday Park with sound amplification was included in the Commission packet. Captain Rossall of the Carlsbad Police Department addressed the Commission. He reviews the facility use requests. In doing so, he must consider the size of the group, use of alcoholic beverages and sound amplification. The problem to be considered is the use of amplified music. The request that are denied are those dealing with loud music and long hours. The requestor is contacted for clarification prior to a recommendation being made. The requestor is always in- formed they may contact the City Manager or the City Council if they disagree with the Police Department's recommendation CITY OF CARLSBAD MINUTES OF: DATE OF MEETING TIME OF MEETING PLACE OF MEETING PARKS AND RECREATION COMMISSION MEETING August 21, 1978 7:30 p.m. City Council Chambers Page 2 COMMISSIONERS Chairman Tarango asked what the time frame was for use of music in the parks. Captain Rossall said from before noon to 8 or 9 p.m. Commissioner Wollrich asked how far in advance should the requestor apply for use of the facility. Captain Rossall stated the request form has printed on it 2 weeks prior notice Commissioner Donovan asked if rock bands were indiscriminate- ly disapproved. Captain Rossall answered no. Applications are reviewed and recommendations made on an individual basis. If function has little control or the Police Department views an activi- ty as being a nuisance, the applications are recommended for disapproval. Commissioner Wollrich asked' what were the possibilities of n allowing a rock group to use the parks if the sound was aimed away from residences. Captain Rossall said he didn't know if that would help or if prevailing winds would blow the sound back. Mr. Eggleston stated the City Manager's letter to the Com- mission requested a public hearing be held. Commissioner Donovan stated the item is not an issue of large proportion and does not warrant a public hearing. Commissioner' Wollrich suggested if anyone had a complaint re- garding the use of amplification in the parks, they should contact the Commission. Captain Rossall stated at this time there is not a code that regulates amplification in the parks. Commissioner Kinghorn said there should be a code but a publi hearing is not necessary. There should be a regulation on the volume and on a cut off time. Mr. Eggleston said a amplification controller has been re- quested in the budget that would turn the electricity off when the sound reached a certain volume. Commissioner DeDimincantanio moved that a letter be sent to the City Manager stating the Commission feels it is unneces- sary to hold a public hearing on the use of sound amplifica- tion in the parks as it would create a problem that does not exist. Commissioner Wollrich seconded the motion. Stretching the Parks and Recreation Dollar A letter was written to the Commission on August 17, 1978 requesting a revision in the fee schedule for use of the Harding Street Community Center and applicable fees be assessed to the Magee House and the Kruger House. The lettei was not written as a recommendation, it is to provide infor- mation only. Commissioner DeDiminicantanio asked if the fee schedule was for per hour or per use. Mr. Eggleston said the Commission would make the recommenda- tion. ^~ Mrs. Chase pointed out that the instructional classes held in the facilities would be subject to the fee. Commissioner DeDiminicantanio said the City should not have to pay rent on its own facilities. However, groups within the city should be charged to use the facilities. Mr. Eggleston stated a fee schedule study will be presented to the City Council on August 29, 1978. Commissioner Wollrich moved the fee scheduled be as follows: 1 Group 1 - no charge; Group 2 - resident group open to public, ma'ximum 3 hour use; Group 3 - resident or non-resident groups not open to the public. Commissioner Kinghorn seconded the motion. Ayes Mr. Eggleston suggested as a means to cut expenses, the Commissioners pick up their Parks and Recreation Commission packets. This would cut $72.00 a year from the budget. The services of Sharon Franklin as secretary to the Commission are no longer available. Tamarra Dodson is a Clerk Typist and does not take dictation. An appointment of a secretary '•-- from the Commission would save from $214.00 to $266.00 per year. If Commissioners want to attend conferences, they do so at their own expense. Commissioner DeDiminicantanio moved the Parks and Recreation Commissioners pick up their packets and elect a secretary; however, the City should allocate funds for the Commissioners to attend conferences. Commissioner Kinghorn seconded the motion. AYES C. Budget Workshops Report 1. Parks and Recreation Commission No additional information. 2. City Council Jon Hatch presented the following fee schedule for Parks Division services: a charge of $65.00 for installation of XX X CITY OF CARLSBAD MINUTES OF DATE OF MEETING TIME OF MEETING PLACE OF MEETING PARKS AND RECREATION COMMISSION MEETING August 21, 1978 7:30 p.m. City Council Chambers Page 4 COMMISSIONERS a street tree replacement request, bonding for developers on street tree planting be increased from $35.00 to $65.00 per each lot, or $65.00 per 40 ft. of curbing; $10.00 per man hour on request to have Park staff present at a function other than normal working hours, $25.00 deposit for use of City Recreation facilities which require cleaning after use, charge of $85.00 for damage to City tree by a vehicle, $35. OC charge for street tree replacement (larger tree) upon' request $25.00 charge for unscheduled street tree trimming, and $20 per hour for unscheduled weed abatement. Commissioner Kinghorn moved the fee scheduled be adopted. Commissioner DeDiminicantanio seconded the motion. .iV I Hi O • • • * Lynn Chase presented the following on the overhead cost for the adult softball program: Leagues fees for 1977-78 were $120 for a resident team and $145 for a non-resident team. If the 1978-79 season is to" be based on the costs of identical items with the increase in softballs and SCMAF registration fees the cost would be $145 for a resident team and $170 for non-resident teams. If the league is to totally self sustaining with administrative costs added, the league fees would be $228.26 for a resident team and $253.26 for a non-resident team. Mo'st cities in the area will be charging approximately the same fee as Carlsbad's 1977-78 fee with the exception of San Diego and El Cajon whose fees are $30 and $50 respective- ly which do not include the cost of officials and softballs. Commissioner DeDiminicantanio requested it be researched why Carlsbad's fees would be so much higher than the other cities in the area. Commissioner Kinghorn moved the softball fees be $145 for a - resident team and $170 for a non-resident team because rais- ing the fees any higher would eliminate the program. It is recommended Council find other ways to work out the other - financial problems. Commissioner Donovan seconded the motion. AYES D. Other The Parks and Recreation Commission was provided with the 201 budget reduction requested by the City Council. The School Board does not want to be a profit making organization but it does not want to lose money. The large surplus the City has was mentioned and accounts for the low priority Parks and Recrea- tion has with the School District. If Parks and Recreation is to use the school facilities, the District will charge full cost of operating the facilities. Lynn Chase indicated the School Board's attitude is very negative toward the City and they fully intend to charge Parks and Recreation the full fee for operation. The Parks and Recreation Department will not offer some classes due to the exorbitant rental fees. The Jazzercise Class will no longer be sponsored by the Department. • The instruc- tor.will rent school facilities using the percentage of fees collected that the City would have received to cover the rental fee. This means approximately a lose of $1,724 in income to the City for a six month period. Commissioner Kinghorn suggested the public be advised that the recreational activities will be reduced because of the cost of renting facilities and the small amount of income the City receives from the instructional classes will not not cover the cost of renting those facilities. Lynn Chase suggested that before the public is advised of the problem, some guidelines be received from City Council. Commissioner Kinghorn moved a letter be sent to the School Board outling the concerns of the Parks and Recreation Commission regarding the fee schedule. Commissioner DeDiminicantanio seconded the motion. AYES,X At the July 31, 1978 Parks and Recreation Commission work- shop, the Commissioners present requested the percentage of pay for contract instructors be 80% of fees collected.. Mrs. Chase requested consent from the full Commission. Commissioner DeDiminicantanio moved the percented of pay for contract instructors be 80% of fees collected. Commissioner Boone seconded the motion. AYES NEW BUSINESS C. Ken Cox Memorial Fund Miss Beryl E. Cox would like to donate $500 to the children of Carlsbad in memory of her brother, Ken Cox. The Parks and Recreation Department would make recom- mendations on how funds are to be expended. Commissioner Wollrich moved Council accept the donation from Miss Cox and it be put into a trust fund. Commissioner Kinghorn seconded the motion. AYES..... Other The Stuart Scherr Family wishes to donate $50.00 to the Parks and Recreation Department in memory of Rose Giansiracusa. The donation would be used to plant a tree in Magee Park. Commissioner Kinghorn moved Council accept the donation. Commissioner Boone seconded the motion. AYES The Parks and Recreation Department receives numereous requests from citizens for Palm fronds. This is becom- ing a big problem. Commissioners were asked for guide- lines. Commissioner Kinghorn moved the Department no longer provide Palm fronds for anyone. Commissioner DeDiminicantanio seconded the motion. AYES NOES ABSTAIN X X Lynn Chase requested approval of setting up the recrea- tional instructional classes for a 5 month period runnin from September to January. Commissioner Kinghorn moved the program be set up for 5 months. Commissioner Wollrich seconded the motion. AYES,x Lynn Chase requested approval of the hiring of a full time Recreation Leader III to be the Sports Coordinator. Currently there is a part time employee who was given a provisional appointment acting as the Sports Coordinator whose position terminates August 25, 1978. There is an emergency need to fill this position in order to con- tinue with the sports program. The position is approved in the budget. Commissioner DeDiminicantanio moved it be recommended to Council to hire a Recreation Leader III to be the Sports Coordinator Commissioner Boone seconded the motion. AYES X X X X X X X X CITY OF CARLSBAD MINUTES OF: DATE OF MEETING TIME OF MEETING PLACE OF MEETING PARKS AND RECREATION COMMISSION MEETING August 21, 1978 7:30 p.m. City Council Chambers Page 7 COMMISSIONERS Lynn Chase requested approval of hiring 7 Recreation Leaders II for sports program at 20 hours per week, 2 Recreation Leaders II for sports program at 15 hours per week, 1 Recreation Leader II for arts and crafts at 20 hours per week, 1 Recreation Leader II as an instructional class coordinator for 20 hours per week, and 1 Recreation Leader II for the teen program and city-wide special events for 20 hours per week. These positions are allocated in part-time salaries in the budget. The Commissioners stated they supported the program. COMMISSION COMMITTEE REPORTS A. Street Trees Commissioner Wollrich stated the Committee met and revised the Street Ordinance and requests it be present- ed to Council for approval. Commissioner Wollrich moved staff draft the revised ordinance and present it to Council for approval. Commissioner Kinghorn seconded the motion. AYES COORDINATOR'S REPORT Joe Eggleston asked if any Commissioner desired attending the League of California Cities, September 24-26, 1978. Commissioner Boone moved that no Commissioners attend the meeting. Commissioner DeDiminicantanio seconded the motion. AYES Commissioner Boone has been reappointed to the Commission for a term that expires August, 19-82. The La Costa Parks Agreement has be«n signed and received from La Costa Land Company. The deed for Fuerte Park has been received. City Clerk Margaret Adams will retire on August 31, 1978. The Commission request a proclamation from the City Council be presented to Don Egermayer for his service on the Parks and Recreation Commission. COMMISSION ELECTION Commissioner Wollrich moved Joe DeDimincantanio be chairman of the Commission. Commissioner Tarango seconded the motion. AYES Commissioner DeDiminicantanio moved James Kinghorn be secretary of the Commission.
