Betty Wollrich ROLL CALL: Joe DeDiminicanatnio Raul Tarango James Kinghorn Shirley Dahlquist APPROVAL OF MINUTES; Commissioner Wollrich requested paragraph 4 on page 3 indicate the only cuts in the budget were for intersession program and special supplies for a total of $1,000, Recreational services provided at no charge are open play, beach volleyball tourna? ""~nts, teen programs, and summer playgrounds. Commissioner Kinghorn moved the minutes of September 18, 1978 be approved as corrected. Commissioner Dahlquist seconded the motion, . £\ I J—i O 9 • • f • OLD BUSINESS: Sound. Amplification in Holiday Park Commissioners Donovan and Dahlquist presented recommendations to the Commission on methods of controlling noise at Holiday Park which included the purchase of a digital sound meterj when amplification is used, speakers be positioned away from homes. These recommendations were based on data received when they surveyed the residents of the area (door-to-door)« Residents prefer, if amplification is allowed, that music not start before 10:00 a.m. and end at approximately 9:00 p.m. From the survey taken, it would appear residents do not view amplification as a big problem. „ Mr, Bill Chaddock of 3334 Eureka #1, addressed the Commission,, -He expressed concern on guidelines for controlling sound in the irk. Closing windows does not affect the level of sound, but turning the speakers away from the residences might help. Commissioner Wollrich responded that the control device would be installed in the electrical wiring at the park, set at a pre-determined level. When the volume reaches that level, the electricity to the amplifiers would be cut, Mr. Eggleston contacted the County of San Diego Health Department which has the responsibility of noise abatement, whose standards are 60 decibels at 50 ft maximum. The City of San Diego's standards are 75 decibels at park boundaries. Standard'noise level for residential areas is 50 decibels during the day, 45 ^decibels in the evening and 40 decibels at night. Acceptable 'evels for a park such as Holiday would 62.5 decibels during the day, 60,0 in the evening and 57,5 at night. Commissioner Dahlquist seconded the motion, AYES Use and Cost of CUSP Facilities School facilities are being rented for recreational instruction^ al classes. Currently the District wants a check sent to each school in which classes are held and the City wants to issue one check to the District, Payment procedures should be solved by the next Commission meeting. Ballfields Use Lyjin Chase made the following presentation- Due to the increas- demand for ballfields, it has become necessary to establish a policy for use. It was recommended a priority system be established giving Pony League 1st .priority at Pine Field? Little League 1st priority at Chase Fields, with Parks and Recreation Department leagues, community youth groups, schools other than Carlsbad Unified School District, resident groups and non-- resident groups to follow. The recommended fee schedule indicated no fee for day time usej night time use, two hour minimum, lights only $10. for residents and $12 for non residents; night time use, two hour minimum, lights, field preparation, and bases $15 for residents and $17 for non residents; and tournament fee of $25 which does not include field preparation, lights or bases. The Commission made the following changes to staff recommendation Schools be given priority #4 during school hours, Little League be given 1st priority on Chase Fields #1 and #2 with Bobby Sox receiving 1st priority on Chase Field #3; non-resident fee for night time use, lights only and nighttime use with lights, field preparation and bases be increased to $15 and $20 respectively. Commissioner Kinghorn moved the recommendations be approved as changed and become effective immediately. Commissioner Donovan seconded the motion.. AYES Ken Cox Memorial Fund Recommended Expenditures Examples of play equipment (wooden) were given to the Commission by Jon Hatch. Priority locations for the equipment were Holiday Park, Laguna Riviera Park and Cannon Park The Commission requested some thought be given to some other types of equipment that could be constructed with voluntary help. Other .missioner Dahlquist has acquired the name and address of a vendor who will give the city a unlimited number of trees, free of charge. The information was given to the Parks Superintendent. The projects that will be presented are Chase Field lighting, Pine Field fixtures (hook up of outfield lights), El Camino Real landscaping from Chestnut to Marron Road, Holiday Park land^ scaping along Pio Pico, Laguna Riviera landscaping and irrigat- ing banks, installation of lights at tennis courts at high school, Magee House barn renovation, moving and renovating activity building at community center, Magee Privy, and many others. Chairman DeDiminicantanio suggested a letter be sent to other civic organizations request volunteer help on some of the pro- ^-ts listed. Other Commissioner Wollrich moved that any building or material thing placed upon a city park, the design thereof should come before the Parks and Recreation Commission for a recommendation to Council. Commissioner Donovan seconded the motion. AYES Commissioner Tarango suggested the closing of Chestnut between Chase and Pine Fields for the extension of parking, soccer fielc etc., to utilize that area. Commissioner Tarango moved that the Traffic Engineer prepare a feasibility study on closing Chestnut between Pine and Chase Fields. Commissioner Kinghorn seconded the motion. AYES COORDINATOR'S REPORT ". screening of applications for Parks and Recreation Director has been contracted to a professional firm in Orange County because all of the local professional who would ordinarily screen the applications have applied for the position. Job announcements for the Recreation Leader III, Day Tripper Guide have been published. A request has been made to Personnel to announce the positions for 2 Park Caretakers, Bid openings for Harding Street Community Center is October 18, Holiday Park Comfort Station is November 8, La Costa Canyon Park Phase I is October 23 at 3:00 in the City Clerk's office. Th.e Parks and Recreation Commission's appeal of the Planning f mission's denial for use of the Magee House will be heard October 17 by City Council, City Council approved the Magee Park plans and specifications on October 3 for planting. Commission will meet with the architect on October 18 at 3:15 p.m. to discuss the plans. Next Commission meeting will be with public for their input.
