Commissioner Boone moved to approve the minutes of the regular meeting, August 21, 1980. Commissioner McFadden seconded to motion. AYES....... Chairman Hinds, after reviewing Robert's Rules;of Order, stated he wished -not to vote except.during those instances when the Chairman makes' up a quarum. OLD ."BUSINESS ... '. • Capital Improvement Program The- Commission discussed reprioritizing the Parks and Recreation Capital Improvement Projects and'made•the following recommenda- tions : • Park-In-Lieu 1'. X X CITY OF CARLSBAD MINUTES OF: DA OF MEETING : TIME OF MEETING : PLACE OF MEETING: PARKS AND RECREATION COMMISSION MEETING September 15," 1980 6:30 p.m. City Council Chambers - 2 - COMMISSIONERS It was recommended by the Commission that land acquisition for Macario Park will be more than likely a high priority, however, any development should be done in areas with a high population den.sity first. Lease Agreement for Agua Hedionda Middle Lagoon The Commission asked staff to find out who has the agreement with the railroad for right-of-way and who owns the land where the YMCA is located. ' '* Commissioner McFadden requested a legible copy of the -le-ase be submitted and evaluated at a later meeting when the lease "expires NEW BUSINESS ' .-, ' %J. Master Plan Element Committee t 'Di"*—ctor Bradstreet told the Commission that requests for pr jsals were sent out to 44 firms for the revision of the Master Plan and Macario Park. Director 'Bradstreet stated that the City Council is requesting that the Commissioners act as a liaison committee to review the proposals and make recommendations to Council rather than have an appointed citizens committee. The Commissioners stated they would be delighted to serve as the liaison committee. * DIRECTOR'S REPORT Swimming Pool1 ' " "" "•• -— "" " » Director Bradstreet stated the plans are in for final review. Superintendent Chase will be Working with a professional in aquatics in reviewing 'the pool plans. The 'plans will then go back to the Engineering Department for any final changes and finally to Council for approval. Magee Dedication Director Bradstreet made commendations to not only the present but_ to previous commissions, staff, and Councils for their fine we in making these parks a reality. • He, made special commendations t.o Superintendent Chase and her staff- for one of the finest dedications he has ever attended. Also to Superintendent Duncan.son for the well maintained parks and-his staff's willingness in working with the Recreation Division during the dedications. Commissioner Dah'lquist moved to send a letter of commendation to Parks and Recreation staff for a job well done. Commissioner Donovan seconded to motion. City Council Chambers - 3 - COMMISSIONERS Relocation ofvShapell Sales Office Director Bradstreet stated that -there are still some obstacles to .overcome in the architectual design to ensure the building meets earthquake standards. There.were volunteers from the Encinitas Optimist Coub who were willing to build the foundation five weeks ago but.now they might not be able to do so. • . • .Council has allocated $20,000 to build the foundation.; Avco Builders will be moving the building. Council has accepted the building and has directed staff to proceed full speed ahead. -• , . County Government Day . ;'- Friday, September 26th will be Meet Your Government Day at the Pla_za Camino Real from 10 ka.m. to 5 p.m. There will be county of ^ials and representatives from city departments in attendance to Answer-questions from the public. This program is spear headed by Supervisor Eckert. COUNCIL LIAISON REPORT Councilmember Lewis spoke with the City Council regarding establishing a policy for Lake Calavera. Council stated they are aware of this need. Director Bradstreet stated that he had received notification from John Freistedt of the Planning Commission that a consultant of Mr. Barnes 'of Recreation Enterprises contacted him and said that this company has funds and is willing to go with private development for Lake Calavera if the city is serious about doing something. • Councilmember Lewis stated he would check with Council regarding this matter. ADDITIONAL BUSINESS ' . ' . Betty Woh'lrich, a former Commissioner, expressed her concern with the landscaping at the southwest quadrant at Magee Park around the house. He nain concern was that the landscaping was not planted as was originally agreed upon and should have been designed in keeping with the time table of Magee (1800 - 1900 turn-of-the-century). Mrs. Wohlrich stated that a shrubbery windbreak at the parking lot south to Jefferson along Garfied opposite the shuffleboard court should have been.installed. Pathway-size bark was to be used for ground-cover, geraniums were to be planted, there was to be no olive trees in the picnic area, and Juno' s ..tombstone was to be placed at the north side of the house at the west end of the camelias. She suggested that a member of the Parks staff watchdog any plating in future parks. Director Bradstreet stated there must have been a .loss of communication between the landscape architects and the Public Works Department in designing the final plans. Director Bradstreet stated he would see what could be done to rectify any problems in-house,and in the future would see that the Commission reviews any changes made by the Public Works Department before they are submitted for approval. ADJOURNMENT . ' Chairman George Hifids adjourned the meeting at 8:1.0 p.m.
