Council Chambers COMMISSIONERS CALL TO ORDER The meeting was called to order at 5:26 P.M. by Chairman Dahlquist, following a tour of the Swim Complex at 4:00 P.M. ROLL CALL Present - Chairman Dahlquist, Commissioners Donovan, McFadden, and Wright. Commissioner Boone arrived at 5:34 P.M. Absent - Commissioners Murk and Tarango. OLD BUSINESS Renaming of Recreation Building, Magee Park Chairman Dahlquist referred to the letter from the Carlsbad Historical Society of May 8, 1981, in which they specifically explain their request for naming the building "Heritage Hall." David Bradstreet, Director of Parks and Recreation, explained that the recommendation was brought up at the City Council meeting of May 5, 1981, and Council expressed their appreciation to the Commission for their input on same. However, Council expressed concern that the name included "Heritage," as they felt it was used too frequently throughout the City. Council suggested naming the building "Magee Recreation Center," "Magee Park Recreation Hall," or "Magee House". Council then requested that the Commission submit alternatives for the naming of the building. Discussion indicated that the concensus of the Commission was that "Magee" be eliminated from the name entirely, and that the Commission still desired the name of "Heritage Hall." With regard to Levante, Director Bradstreet indicated that Council has not looked at this yet. The concensus of the Commission suggested the name of "Levante Community Center." Following brief discussion, the Commission recommended that the major building be named "Levante Community Center." COMMITTEE REPORTS Commissioner McFadden reported that the Buena Vista Lagoon Management Committee is holding a public meeting on Saturday, June 13, 1981, 9:30 A.M., at the Harding Street Community Center; and she circulated a flier announcing same, titled "Is the Buena Vista Lagoon dying?" Director Bradstreet stated he is working with Mr. A. J. Skotnicki, who is a member of the Committee, on the program for the June 13, 1981 meeting; and briefly explained the events of the day. He also indicated that the purpose of the meeting was public awareness _of: the_:lag_oons. Donovan McFadden Boone Wright X X X X X MINUTES PARKS AND RECREATION COMMISSION May 18, 1981 Page 2 COMMISSIONERS DIRECTOR'S REPORT Director Bradstreet reported on the letter from the Golden Age Club of Carlsbad, which was not received in time for the packet. He continued they are requesting use of one of the classrooms at the Harding Community Center at no charge, as they are a social club. Lynn Chase, Recreation Superintendent, indicated that the group has been using the facility once a month, at no charge. She also added that there are several other groups using the facilities at no charge. Mrs. Chase stated that when the Center first opened, the direction was not to charge these groups for the use of same. Commissioner Donovan expressed concern that the rental of the Center is rather selective, and suggested that same be uniform to all who use the Center. Commissioner McFadden requested that the Commission be notified when direction comes down from higher management on policy changes. The Commission concurred, Director Bradstreet then distributed copies of the Parks and Recreation report to the Commission, and indicated that it was again published in the Council agenda packet. He pointed out that the major complaints are with trees. Director Bradstreet reported that the new Park Planner is Bob Wilkinson, and he begins work on May 19, 1981. Budget Director Bradstreet reported that he submitted the department budget to the City Manager, and indicated that there may be several cuts to the various cost centers. He stated the total City budget is $11.8 million, and the City Manager is requesting that the City Council put back on a priority basis, as there is extra funding; however, the City Manager's office has set up a prioritized add back list. He referred to his memo of May 15, 1981 to the City Manager regarding revisions to the 1981-82 Parks and Recreation budget, and stated the City Manager was in agreement with same. Director Bradstreet indicated there would be budget hearings held on Wednesday, May 20, 1981, 7:00 P.M., at the Harding Street Community Center; and Thursday, May 21, 1981, 7:00 P.M., at St. Elizabeth Seton Catholic Church.
