Meeting of: PARKS AND RECREATION COMMISSION

COMMISSIONERS
CALL TO ORDER:
Chairperson Dahlquist called the meeting to order
at 5:03 p.m.
ROLL CALL
Present:Chairperson Dahlquist, Commissioners
Castner, Knox, Strayer, and Welshons.
Commissioners Lawson and Morrison
arrived at 5:07 p.m.
Absent: None.
STAFF PRESENT:
David Bradstreet, Director, Parks and Recreation
Doug Duncanson, Parks Superintendent
Lynn Chase, Recreation Superintendent
Ken Price, Principal Recreation Supervisor
MEETIN6 ADJOURNED FOR TOUR OF FACILITY
Lynn Chase gave a background history and tour of
all the facilities.at Magee Park. Meeting
reconvened at 5:35 p.m. All members present.
APPROVAL OF MINUTES
Motion to approve minutes of the regular meeting
held January 16, 1989, were approved as
presented.
The Scribe report was approved by the same motion.
APPOINT SCRIBE;
Commissioner Knox was appointed Scribe for this
meeting.
PUBLIC OPEN FORUH:
There were no requests to address the Commission.
PRESENTATIONS:
Jill Prlchard made a presentation of a $1,200
donation from Capital Bank to the Parks and
Recreation Department for Its Annual Easter Egg
Hunt. Commission recommends approval by City
Council and directed staff to send a thank you
letter.
APPROVAL OF AGENDA:
Parks and Recreation Commission accepted the
Agenda as presented.

COMMISSIONERS
Commissioner Morrison spoke of the need to go
to every meeting or just occasional meetings,
and about one of their members attending Paries
and Recreation Commission meetings.
Commissioner Welshons clarified that two
functions were needed. One, representation at
Commission meetings and two, a sub-committee
member for Carrillo Ranch.
Parks and Recreation Commission entertained a
motion "not" to appoint a permanent liaison to
the Historic Preservation Commission
Commission discussion followed. At the request
of any Historic Preservation Commissioner, the
Parks and Recreation Commission will send their
representative to the Commission meeting. The
Commission told Mr. Blackburn to call the Parks
and Recreation Director when a Park and
Recreation Commissioner is needed at a Historic
Preservation Committee meeting, and the
Director will do the same when a Historic
Preservation Commission Representative is
needed at Park and Recreation Commission
meetings.
Parks and Recreation Commission approved a
motion to provide a liaison and requested the
Historic Preservation Commission reciprocate on
an as needed basis.
Commissioner Lawson suggested a joint workshop
of both Commission and directed staff to look
at the feasibility of both Commissions meeting
to discuss mutual concerns.
Commissioner Strayer asked to give a Committee
report next (item taken out of order).
:OMH1TTEE REPORT:
Recreational Facility Financing Committee
Committee Commissioner Strayer gave the update
of the Recreational Facility Financing
Committee. He listed the recommendations to be
presented to the City Council at its March 7,
1989 meeting.
DEPARTMENTAL REPORTS:
5. AB 1289-5 FORMATION OF A PARKS AND RECREATION
COMMISSION SUB-COMMITTEE
Special Projects Sub-Committee consisting of
Commissioners Dahlquist, Morrison, and Welshons
was assigned to this issue.
Lynn Chase gave a report on the need of a
public meeting, and a time frame to work with.
Two meeting dates were suggested. Wednesday,
March 8, and Thursday, March 9. The Sub-
Committee will bring a report back to the
Commission at its March 20, meeting. Lynn
