RE: MINUTES FOR MARCH 19, 1990 MEETING
On March 6, 1990, my home at 1350 Avenida Azul in San Marcos was
robbed. In addition to stereo equipment, televisions, cameras, and
a VCR, my Macintosh computer was taken. The minutes for the
meeting were kept on the computer. Also stolen was the contents
of the desk in which the tapes and notes for the meeting were.
Attached are the minutes for March 19, 1990. They are in extremely
poor shape. Motions are missing as well as information. Only the
action of each agenda bill and the voting is recorded. With the
use of the scribe report and Keith Beverly's help we were able to
get this much.
I will not be in attendance at the April 16, 1990 meeting. I am
getting married on the April 21, 1990 and will be unavailable until
April 30, 1990. At that time, if the Commission so desires we will
amend the minutes so that they are to your liking.
I am sorry for the inconvenience this has caused.

CONSENT CALENDAR:
The Parks and Recreation Commission approved the Consent
Calendar as follows:
1.AB #390-1 DIRECTOR'S REPORT.
The Commission reviewed, accepted and filed the
Director's Report for February - March, 1990.
PUBLIC HEARINGS:
2.AB #390-2 SPINNAKER HILL RECYCLE BINS.
A motion was made by Commissioner Castner and unanimously
approved by the Commission to conclude the current
recycling program at Spinnaker Hill within the next 30
days.
Commissioner Castner made a motion to establish an
account at Brigg's Nursery with the remaining funds from
the recycling program to be applied to community
beautification efforts at the City owned Spinnaker Hill
landscape area. The funds are to be utilized within a
one year time period.
DEPARTMENTAL REPORTS;
3.AB #390-3 CITIZEN REQUEST TO RENAME PINE FIELD.
Commissioner Knox made a motion to refer the request to
reanme Pine Field to "Dean Harrold Field," to the
Carlsbad Unified School District. The motion passed
unanimously.
4. AB #390-4 INSTALLATION OF SCOREBOARDS AT CHASE
AND PINE FIELDS.
The Parks and Recreation Commission unanimously approved
a request from the Carlsbad Little League to installscoreboards at Chase Field and directed staff to devleop
a program for joint use with other groups or the have
Carlsbad Little League donate the equipment to the City
which would oversee the operation and maintenance of the
scoreboards.
The Commission unanimously recommended to endorse arequest to Install a Scoreboard at Pine Field and
directed staff to inform Carlsbad Little League to
process their request for installation through the
Carlsbad Unified School District.
5.AB #390-5 CANNON ROAD MITIGATION PLAN.
By a unanimous decision the Parks and Recreation
Commission approved in concept pursuit of the Cannon Road
Mitigation Plan, Alternative Three, and requested furtherstudy of the Conceptual Park Plan for Macario Canyon as
it relates to environmental issues.

6. AB #390-6 COMMISSION CONCERNS REGARDING MAYOR'S
TOWN HALL MEETING (YOUTH FIELD ISSUES.
The Parks and Recreation Commission recommended to accept
the Department's report on the Mayor's Town Hall meeting
concerning youth field issues and also directed staff to
refine, improve, and implement communication procedures
regarding scheduling practies and development
philosophies to community user groups.
7. AB #390-7 FORMATION OF SUBCOMMITTEE (CARRILLO
RANCH).
By a unanimous vote, the Parks and Recreation Commission
approved the appointment of Kim Welshons to asubcommittee to review the current planning and
development timeline for the Carrillo Ranch.
