STAFF PRESENT: David Bradstreet, Director of Parks and Recreation Keith Beverly, Senior Management Analyst Lynn Chase, Recreation Superintendent Ken Price, Principal Recreation Superintendent Doug Duncanson, Park Superintendent APPROVAL OF THE MINUTES: The Minutes of the June 18, 1990 Minutes were corrected as follows: CONSENT CALENDAR: AB #690-1 Director's Reoort The Motion to accept and file Director's Report for June 1990 was unanimously accepted. PUBLIC HEARINGS: Dalquist AB #690-2 Aaua Hedionda Laaoon Although no vote was taken, a consensus of the Commission was to postpone any action on this item as S.D.G.&E. has not had sufficient time to respond to the agenda bill as presented in the Commission packet for June, 1990. DEPARTMENTAL REPORTS: AB #690-3 Zone 12 - Arrovo La Costa Plannina Commission Aooroval of Condition of Development The Motion was made by Anna Knox and approval was given 5-0-2 with Commissioner Lawson abstaining. Commissioner Strayer abstained, because he was not in Dalgu attendance during the entire issue discussion. AB #690-4 Ooen Space Issues/Trails Feasibility Study The vote on tnis issue is accurately reflected accordingly. Commissioner Dahlquist-Bursvold partially abstained from the approval on the Minutes for the items that she was not in attendance. APPROVAL OF SCRIBE REPORT: Commissioner Knox made a motion to accept the June Scribe report. The motion was passed unanimously. APPOINT SCRIBE: Commissioner Knox was appointed Scribe for the July Dalqu 23, 1990 meeting. PUBLIC OPEN FORUM: None. PRESENTATIONS: None. APPROVAL OF AGENDA: Agenda was unanimously approved. Dalqui CONSENT CALENDAR: 1. AB #790-1 Director's Reoort (INFO) To accept and file Director's Report for July 1990 was unanimously accepted. Dalqui 2. AB #790-2 Parkway Nursery/Acceptance of Donation (ACTION) To accept donation of six (6) palm trees, Howea forsterana (Kent i a Palm) from Parkway Nursery, Inc. Dalqui 3. AB #790-3 Southern California Tennis Association/Acceptance of Donation (ACTION) To accept donation of nine hundred dollars ($900) from Southern California Tennis Association Junior Development Program. 4. AB #790-4 Carlsbad Senior Center Liqhtino. Dalqu Design Award (INFO) The Illuminating Engineering Society of North America has selected the Carlsbad Senior Center as a recipient of a 1990 Award of Merit for the new Senior Center. AB #790-5 Northwest Quadrant Reoort (ACTION) To review and accept Subcommittee report, and direct staff to present the report for City Council consideration. Chairperson Welshons introduced the item and the Subcommittee members, Commissioner Ward, and Welshons gave the presentation for Commission consideration. After the report presentation was given, Randi Fjaeran, P. 0. Box 4281, Carlsbad, representing the Agua Hedionda Lagoon Foundation, addressed the Commission and requested that favorable consideration be given towards the acquisition of property as identified under the Zone 8 section within the Northwest Quadrant Report. Ramona Finilla, 4615 Trieste, Carlsbad, speaking on behalf of herself, also spoke in favor of acquisition of property as outlined under the Zone 3 section of the Northwest Quadrant Report she requested favorable consideration to the acquisition of the property adjacent to Valley Jr. High School and was generally opposed to the development as outlined in the report for Hosp Grove and was in opposition to the recommendation regarding the Community Garden. Mario Monroy, 3610 Carlsbad Boulevard, Carlsbad, addressed the Commission with several questions regarding the Northwest Quadrant Report. He queried the Commission regarding the acreage size of community parks, and questioned what competing uses there would be for 405 Oak Street, and whether the use of the Community Garden is temporary or not. In addition, Mr. Monroy spoke in favor of acquiring the property adjacent to Agua Hedionda Lagoon as outlined in the report under Zone 8. After considerable Commission review and discussion regarding the Northwest Quadrant Park Enhancement Issues Report, the following motion was made to accept the Subcommittees report on Northwest Quadrant Park Enhancement Issues, with further direction for staff to continue investigation relating to the potential Dalq purchase of land adjacent to Agua Hedionda Lagoon (Zone 8), for park purposes. 07 Welshons Castner Knox Lawson Ward list-Bursvold X • X X X X X X MINUTES PARKS AND RECREATION COMMISSION July 23, 1990 Page 4 COMMISSIONERS SCRIBE REPORT: Commissioner Knox gave the Scribe Report.
