Absent: Commissioner strayer. Staff Members Present: David Bradstreet, Director, Parks and Recreation Keith Beverly, Senior Management Analyst Lynn Chase, Recreation Superintendent Ken Price, Principal Recreation Superintendent Doug Duncanson, Park Superintendent Mark Steyaert , Park Development Coordinator John Cahill, Municipal Projects Manager Gary Wayne, Assistant Planning Director APPROVAL OF MINUTES! The Minutes of the Meeting held December 17, 1990, were approved as amended. APPROVAL OF SCRIBE REPORT: The Scribe Report for the Meeting of December 17, 1990, was approved as presented. APPOINT SCRIBE! Commissioner Finnila was appointed Scribe for this Meeting. PUBLIC OPEN FORUM! There were no requests to address the Commission on a non- agenda item . PRESENTATION: None. APPROVAL OF AOENDA! The Parks and Recreation Commission waived the reading of Agenda Items at this meeting. 1. AB *191-1 DIRECTOR'S REPORT (INFO) The Parks and Recreation Commission accepted and filed the Director's Report for December-January 1990-91. 2. AB *191-2 CALIFORNIA PARKS AND RECREATION SOCIETY ANNUAL AWARDS AND INSTALLATION BANQUET (INFO) The Commissioners were informed of the Annual C.P.R.S. Banquet and reservations were requested. 3. AB *191-3 FEBRUARY PARKS AND RECREATION COMMISSION The Commissioners were informed of a change in the date for the February Commission Meeting to February 25, 1991. PUBLIC HEARINGS; None. DEPARTMENTAL REPORTS; David Bradstreet requested Items ft and 5 be trailed until later in the meeting. (See pages 3 and 4) 6. AB *191-6 LARWIN COMMUNITY PARK DEVELOPMENT UPDATE (INFO) John Cahill, Municipal Projects Manager, and Tom VanDyke, of VanDyke fi Associates, the consultant, gave a status report regarding the future development of the park site. Chairperson Welshons opened the meeting for public comment at 5:46 p.m. Mario Monroy, 3610 Carlsbad Boulevard, addressed the Commission, stating he wanted to speak in relation to the power lines and building a park where transmission lines exist. He eaid the California Legislature passed Bill #2919 in 1988 that put the responsibility of electric magnetic field effects on health on the Public Utilities Commission and the Health Department to find any linkage between the power facilities and the effect on leukemia, cancer, various reproductive disorders, tumors, etc. More than 40 studies show a definite relationship, with the proof not quite developed. He said there would be no protection for the users of the park and in the City, that is a very important issue. Mr. Monroy said he had a problem with the issue of transmission lines as a State responsibility and not a City responsibility. He said the City is responsible for zoning, etc. 05 Helshons Castner Finnila Knox Lawson Ward MINUTES January 21, 1991 PARKS AND RECREATION COMMISSION Page 3 COMMISSIONERS Mr. Monroy suggested that because of the importance to the City and the Commission, that before proceeding with the park, the requirements of the State should be determined. He said once they tell the City that, they will assume the liability. If that is not done, the City may be assuming unnecessary liability. Mr. Monroy gave the distances necessary for facilities to avoid being under the transmission lines and added this could affect the site tremendously. He said that no school facilities can be built any closer than the figures for other facilities. Chairperson Welshons closed the public comment at 5:53 p.m. Comments from the Commission included concern with the transmission lines, and the request to have the consultants set the facilities farther back from the lines. Also, the pedestrian access on Vancouver was felt to be absolutely necessary. Another concern was the need for traffic control at the entrance to the park, other concerns were for lighted fields and parking closer to the fields. The idea was expressed to not even have trails under the power lines, if that were possible. Mr. Cahill stated they would return with a refined plan to include public input. 7. AB *191-7 PARK BARREL POLITICS (ACTION) Commissioner Finnila summarized the newspaper article "Park-Barrel Politics" and distributed copies of a proposed letter she had written regarding this. The Parks and Recreation Commission recommended that a letter, based on the concept of the draft submitted this evening, to the National Park Service Director, with copies to the U. S. and California Legislators. This is in support of the re-instatement of a Parks Panel within the National Park Service. This letter is to be reviewed by the Commisatoners and be sent through the proper City channels. 8. AB *191-8 PUBLIC ART FOR LARWIN PARK (ACTION) Commissioner Finnila was elected to serve as an informational liaison for the public artwork at Larwin Community Park. 5. AB /191-5 RECLAIMED WATER PLAN (INFO) Bob Greaney, General Manager/District Engineer, of the Carlsbad Municipal Water District, gave a presentation regarding the current and future plans for use of reclaimed water. Mark Steyaert, Park Development Coordinator, discussed the landscape plan for the use of reclaimed water for current and future landscape and park projects. Chairperson Welshons declared a Recess at 6:50 p.m., and the Commission re-convened at 6:58 p.m., with six Members present and Commissioner Strayer absent. 4. AB *191-4 SCENIC PRESERVATION INFORMATION (INFO) Gary Wayne, Assistant Planning Director, gave the report on scenic preservation. 9. AB J191-9 YOUTH RECREATION DIRECTORY (INFO) Lynn Chase explained the Youth Recreation Directory which was issued in December under her direction. 10. AB *191-10 FY 1991-92 PARKS AND RECREATION (INFO) Keith Beverly gave the report on the 1991-92 Parks and Recreation Budget. 11. AB /191-11 TRANSPLANTING OF OAK TREES (INFO) Commissioner Ward explained that certain trees will be destroyed at the Aviara site, and she would like to see them on a park site. David Bradstreet explained that the park site would not be developed until 1993 or 1994 and the cost would be prohibitive for the City. Commissioner Ward is to work with staff for an agenda bill to require the developer to be responsible for the cost. COMMITTEE REPORTS; Open Space Advisory Committee Chairperson Welshons reported the committee was re-working definitions and had reacted to a misunderstanding that there were to be no trails in the park. Cultural Facilities Citizen Committee Chairperson Welshons reported on a meeting last week and a presentation by Planning Director Mike Holzmiller. The Committee is planning a tour of the City. ADJOURNMENT; By proper motion, the Meeting of January 21, 1991, was adjourned at 8:16 p.m., to 8:00 a.m., January 26, 1991, for a Commission Workshop; and adjourned to February 8, 1991, for the Annual C.P.R.S.
