April IS, 1991 City Council Chambers COMMISSIONERS ORDER; Chairperson Welshons called the Meeting to order at 5:04 p.m. Present: Chairperson Welshons, Commissioners Castner, Knox, Lawson and Strayer. Absent: Commissioners Finnila and Ward. Staff Members Present: David Bradstreet, Director, Parks and Recreation Keith Beverly, Senior Management Analyst Ken Price, Principal Recreation Superintendent APPROVAL OF MINUTES; The Minutea of the Meeting held March 18, 1991, were approved as presented. APPROVAL OF SCRIBE REPORT: The Commission had a discussion about the Scribe Report and the format for it, stating that the final draft does not represent the notes as taken by the Commissioner who wrote the report for that month. The Commissioners agreed that Keith Beverly does a great job with the report, but felt that it should either be their report as written by them or Keith's report and written by him. Keith Beverly stated the notes the Commissioners take help him to write a good report. The consensus of the Commission was to place this item on the next agenda with some options as follows: The Commission would do the summary report without detail and let staff polish the report in the format used by all Commissions; staff would do the summary report on their own; the report would be written as it is being done at this time; or any other options staff may want to include. The Scribe Report for the Meeting of March 18, approved as presented. 1991, was APPOINT SCRIBE; Commissioner Castner was appointed Scribe for this Meeting. PU1>T-IC OPEN FORUM; There were no requests to address the Commission on a non- agenda item. PRESENTATION: Employee Recognition - John Tenger and Tobias Gannaway. David Bradstreet requested this item be continued to the next meeting. CONSENT OT-f!MDARs The Parka and Recreation Commission affirmed the action of the Consent Calendar, as follows: HAIVBR OF ORDINANCE TEXT READING: The Parks and Recreation Commission waived the reading of Agenda Items at this meeting. 1. AB *491-1 DIRECTOR'S REPORT (INFO) The Parks and Recreation Commission accepted and filed the Director's Report for March-April 1991. 2. AB <491-2 ACCEPTANCE OF DONATION (ACTION) The Parka and Recreation Commission accepted a donation of $25.00 for the Carrillo Ranch Trust. 3. AB *491-3 ACCEPTANCE OF DONATION (ACTION) The Parks and Recreation Commission accepted a donation of $100.00 for the Recreation for Youth Sports account. PUBLIC HEARINGS! None. it. 4. AB *491-4 GEOGRAPHIC INFORMATION SYSTEM UPDATE (INFO) David Bradstreet introduced Bobbie Hoder and Gordon Peterson, who gave a brief overview on the G. I. S. Program. 5. AB 0491-5 PARKS AND RECREATION COMMISSION AGENDA ITEM WORKSHEET (ACTION) Chairperson Welshons gave a brief summary of this item and asked for Commission discussion. The Commissioners agreed this would help eliminate placing unnecessary items on the agenda. The Parks and Recreation Commission adopted the worksheet as presented, with the addition of a third column entitled "Unknown". Staff was requested to place one of the worksheets in each Commissioner's packet next month for their perusal. AB *491-6 PARK INVENTORY MATRIX UPDATE (ACTION) David Bradstreet gave the update on the park inventory, explaining the changes that were made. The Parks and Recreation Commission approved the revised Park Inventory Matrix and directed staff to forward the revised matrices to the Planning Department to be incorporated within the Parks and Recreation Element currently under review. COMMITTEE REPORTS; Open Space Advisory Committee Chairperson Welshons reported on the function of the Open Space Advisory Committee and the recent activities. Cultural Facilities Citizen Committee Chairperson Welshons reported this committee is writing a report for Council, with a staff member re-writing the report. Larwin Park Art Work Chairperson Welshons stated that Commissioner Finnila had submitted a report, which she Dead. The Committee had viewed samples of the artists'* works and want to incorporate the artwork into the beijch^s to be placed in the park. This park will be both active anS^passive for children and families. AGENDA ITEMS FOR MAY 1991 COMMISSION MEETING Chairperson Welshons announced that the deadline for agenda items is Friday, May 10. The Meeting will be on May 20. SCRIBE REPORT: Commissioner Castner gave the Scribe Report. By proper motion, the Meeting of April 15, 1991, was adjourned at 6:25 p.m. Respectfully submitted.
