Date of Meeting: JANUARY 20, 1992 Place of Meeting: CITY HALL COUNCIL CHAMBERS CALL TO ORDER: Chairperson Welshons-ealled the Regular Meeting to order at 5:07 p.m. ROLL CALL- Present: Chairperson Welshons, Commissioners Castner, Finnila, Knox, Lawson, and Ward. Absent: Commissioner Strayer Staff Members Present: David Bradstreet, Director, Parks and Recreation Keith Beverly, Senior Management Analyst Ken Price, Recreation Superintendent Jill Prichard, Recreation Supervisor APPROVAL OF MINUTES: ACTION: On motion by Commissioner Knox, the Minutes of the Regular Meeting held December 16, 1992, were approved as amended. AYES: Chairperson Welshons, Commissioners Castner, Finnila, Knox, Lawson, Ward NOES: None ABSENT: Commissioner Strayer PUBLIC OPEN FORUM: There were no requests to address the Commission. PRESENTATIONS: Commissioner Knox Chairperson Welshons announced that now was the time for the recognition of outgoing Commissioner Anna Knox. Chairperson Welshons gave an historical overview of the many boards and commissions Commissioner Knox had previously served with the City of Carlsbad. Each Commissioner then spoke in honor of Commissioner Knox. Chairperson Welshons presented Commissioner Knox with a framed portrait of the entire Parks and Recreation Commission including Dave Bradstreet, Director, Parks and Recreation Department. Dave Bfeastreet presented to Commissioner Knox, on behalf of the Parks and Recreation Department, a framed activity and enrichment serigraph. Dave Bradstreet Co-Chairman Castner, on behalf of the Parks and Recreation Commission, presented a framed portrait of the Parks and Recreation Commission to Dave Bradstreet in recognition of his outstanding contribution to the Commission. 004 January 20, 1992 Page 2 APPROVAL OF AGENDA: ACTION: On motion by Commissioner Castner, the Agenda for January 20, 1992 was approved as printed. AYES: Chairperson Welshons, Castner, Finnila, Knox, Lawson, Ward NOES: "" None ABSENT: Commissioner Strayer CONSENT CALENDAR: Commissioner Finnila requested Item #AB 192-1. Director's Report, be removed from the Consent Calendar. Commissioner Castner requested Item #AB 192-3. Letter from Friends of Carrillo Ranch, be removed from the Consent Calendar. WAIVER OF ORDINANCE TEXT READING: 1. AB #192-2 DIRECTOR'S REPORT (INFO) To accept and file Director's Report for December-January 1991-1992. 3. AB #192-4 ANNUAL C.P.R.S. DISTRICT XII AWARDS & INSTALLATION PROGRAM (INFO) ACTION: On motion by Commissioner Lawson, Item AB #192-2 and Item AB #192-4 were approved as submitted. AYES: Chairperson Welshons, Castner, Finnila, Knox, Lawson, Ward NOES: None ABSENT: Commissioner Strayer ITEMS REMOVED FROM THE CONSENT CALENDAR: Commissioner Finnila spoke regarding mitigation banking relating to Item AB #192-1. Director's Report for December-January 1991-92. Commissioner Castner referred to Item AB #192-3 and suggested that the entire Commission view the Friends of Carrillo Ranch video. It was the general consensus of the Commission to schedule the 20 minute presentation of the Friends of Carrillo Ranch video to a future meeting. ACTION: On motion by Commissioner Knox, Item AB #192-1 and Item AB #192-3. of the Consent Calendar for January 20, 1992, were approved as submitted. AYES: Chairperson Welshons, Castner, Finnila, Knox, Lawson, Ward NOES: None ABSENT: Commissioner Strayer PUBLIC HEARINGS: There were no public hearings. DEPARTMENTAL REPORTS; 5. AB #192-5 CARLSBAD LIONS CLUB BEACH CLEAN-UP (Action) Jill Prichard, Recreation Supervisor, stated that the Lions Club was asking for the Commission to support the beach clean-up and to supply trash bags for that purpose. 005 There was no public comment. Commissioner Finnila inquired as to whether the lagoons were to be included in the clean-up. Ms. Prichard responded that the lagoons are cleaned up in September. ACTION: -— On motion by Commissioner Castner, AB #192-5 was approved and that the Commission commend and support the Lions Club's efforts to clean the Carlsbad beaches and that this support include providing the requested trash bags. AYES: Chairperson Welshons, Castner, Finnila, Knox, Lawson, Ward NOES: None ABSENT: Commissioner Strayer 6. AB #192-6 ANNUAL PARKS & RECREATION COMMISSION WORKSHOP (ACTION) Dave Bradstreet suggested that the Commission wait until there is a full Commission before a date is scheduled for the workshop. He stated that staff would take care of contacting each member "of this Commission to set up a date for placement on the agenda with suggested itinerary. There was no public comment. Chairperson Welshons suggested that Commission members submit items for discussion. ACTION: On motion by Chairperson Welshons, staff was directed to take directives from the Commission to establish the workshop date and protocol that was outlined on this agenda. AYES: Chairperson Welshons, Castner, Finnila, Knox, Lawson, Ward NOES: None ABSENT: Commissioner Strayer 7. AB #192-7 SISTER CITY ART WORK (INFO) Commissioner Lawson informed the Commission of the recent ad hoc committee recommendations and that other cities were working on this same subject. Commissioner Knox cautioned the Commission to be actively Involved with the selection and placement of art work on city park land. There was no public comment. Commissioner Finnila suggested that there should be a process to increase public input before a piece is selected as well as what site the art work is to be placed. Commissioner Lawson stated he would continue to attend the ad hoc committee meetings and will convey the information from those meetings to this Commission. COMMITTEE REPORTS; 1. Chairperson Welshons gave an update of the recent Open Space Advisory Committee meeting. She stated that there would be a four-day workshop regarding the Open Space Conservation Resource Management Plan. 2. Chairperson Welshons clarified that plans regarding Carrillo Ranch would be channeled through the public as well as various boards, committees, and commissions. Until the final Environmental Impact Report (EIR) is completed, only suggestions can be made. There are various concerns relating to a multi-family dwelling unit, residential units too close to the Dede House, property lines, pedestrial trail, vandals and safety of historical property. 006 3. Commissioner Lawson previously reviewed the Cultural Arts/Sister City Art Work during this meeting. AGENDA ITEMS FOR FEBRUARY 24. 1992 COMMISSION MEETING (4TH MONDAY OF MONTH) - CARLSBAD SENIOR CENTER: • Maintenance and Operation Budget FY 92-93 • Committee Assignments • Open Space Update ADJOURNMENT: ACTION: On motion by Chairperson Welshons, to adjourn the Regular Meeting to Dooley McCluskey's Olde Ale House & Restaurant for a farewell party for outgoing Commissioner Anna Knox, and to the Adjourned Regular Meeting on February 7, 1992, at the Annual California Parks and Recreation Society (C.P.R.S.) District XII Awards and Installation Program.
