Date of Meeting: November 17, 1997 Place of Meeting: City Council Chambers CALL TO ORDER Chairperson Baker called the Regular Meeting to order at 5:30 p.m. ROLL CALL Present: Chairperson Baker, Commissioners Davidson, Cunningham, and Richards Absent: Commissioners Davidson, Cox and Pieratt Staff Members Present: Keith Beverly, Senior Management Analyst Ken Price, Acting Community Services Director Mark Steyeart, Park Development Coordinator Robin Bettin, Acting Recreation Superintendent Doug Duncanson, Park Superintendent Gail Watts, Recreation Supervisor II Jim Bradshaw, Recreation Supervisor I Marc Beasley, Recreation Assistant ANNOUNCEMENTS None. Commissioner Pieratt arrived at 5:32 p.m. APPROVAL OF MINUTES ACTION: On motion by Commissioner Richards, the Minutes of the Regular Meeting held on October 20,1997, were approved as printed. AYES: Chairperson Baker, Commissioners Cunningham, Richards, and Pieratt NOES: None ABSTAIN: Commissioner Davidson ABSENT: Commissioners Schulberg, and Cox PRESENTATIONS Presentations were made to volunteers and sponsors of Carlsbad programs. This included Recognition Awards and Achievement Awards to individuals, Service Awards to organizations, and Media awards to the media. A complete listing of the recipients is attached to these minutes. Commissioner Schulberg arrived at 5:35 p.m. Commissioner Cox arrived at 5:37 p.m.. 04 Parks and Recreation Commission 2 November 17, 1997 PUBLIC OPEN FORUM None. APPROVAL OF AGENDA ACTION: On motion by Commissioner Schulberg, the Agenda for November 17, 1997 was approved as corrected. AYES: Chairperson Baker, Commissioners Davidson, Cunningham, Schulberg, Richards, Cox and Pieratt NOES: None ABSTAIN: None ABSENT: None CONSENT CALENDAR 1. AB #1197-1 DIRECTOR'S REPORT To accept and file the Director's Report for November1997. 2. AB #1197-2 SUMMARY REPORT To approve, accept and file the Summary Report of the October 20,1997 Parks and Recreation Commission Meeting. ACTION: On motion by Commissioner Schulberg, Items AB #1197-1, and AB #1197-2, of the Consent Calendar for November 17,1997 were approved. AYES: Chairperson Baker, Commissioners Davidson, Cunningham, Schulberg, Richards, Cox and Pieratt NOES: None ABSTAIN: None ABSENT: None PUBLIC HEARINGS None. DEPARTMENTAL REPORTS 3. AB #1197-3 CARRILLO RANCH MASTER PLAN Mark Steyeart, Park Development Coordinator, gave the staff presentation on this item. He described the history of the Carrillo Ranch project and added that the Carrillo Ranch Master Plan is a blueprint for development of the Carrillo Ranch in the future. He added that Michael Theilacker and Kurt Carlson of KTU&A were in attendance, as well as Joan Kindle, Volunteer Curator of the Carrillo Ranch. Mr. Steyeart showed slides of the Carrillo Ranch Master Plan and described the Master Plan in detail, as included in the Commissioners' packets for the evening. 05 Parks and Recreation Commission 3 November 17, 1997 Wayne Donaldson presented the interpretive concepts of the Carrillo Ranch Master Plan. He gave an overview of Leo Carrillo and explained that the focus of the ranch would be that people would get the feeling that the Carrillo family was still living at the ranch. Kurt Carlson described the historic period for the Carrillo Ranch. He outlined what an individual would encounter and the options that the individual could taken when walking around the site. Mr. Steyeart discussed the choices available to operate Carrillo Ranch. He stated that staff recommended that the City of Carlsbad run Carrillo Ranch for the first few years and then a foundation could be established later on. He explained the schedule for development of the Carrillo Ranch. Mr. Steyeart stated that the next steps were to bring the Carrillo Ranch Master Plan before the Historical Preservation Commission, the Arts Commission, and finally the City Council. Questions and discussion included the following issues: • Proximity of houses to the Carrillo Ranch and size of their lots • Location of the adobe wall around the Carrillo Ranch • Security issues • Parking concerns, including contingency plans • Grading of the entrance area • Mitigation and maintenance of riparian areas • Status of Melrose • Equestrian events and parking ramifications • Animals on the Carrillo Ranch property ACTION: On motion by Commissioner Schulberg, to approve AB #1197-3, the Carrillo Ranch Park Master Plan and direct staff to proceed with the document to City Council AYES: Chairperson Baker, Commissioners Davidson, Cunningham, Schulberg, Richards, Cox and Pieratt NOES: None ABSTAIN: None ABSENT: None COMMITTEE REPORTS Chairperson Baker updated the Parks and Recreation Commission on the Skateboard Committee.
