October 16,2000 City Council Chambers CALL TO ORDER Chairman Davidson called the Regular Meeting to order at 530 p.m. - ROLL CALL Present: Chairman Davidson, Commissioners Schulberg, Cox, and Pacheco Absent: Commissioners Cunningham, Ramirez, and Pieratt Staff Members Present: Ken Price, Recreation Director Doug Duncanson, General Services Manager Mark Steyaert, Park Development Coordinator ANNOUNCEMENTS Chairman Davidson announced that Julio Ramirez was scheduled to be introduced, but since I he was not present, Commission Ramirez will be introduced at the next meeting. APPROVAL OF MINUTES Since there was not a quorum, the approval of minutes was rescheduled for later in the meeting. PRESENTATIONS None. PUBLIC OPEN FORUM None. APPROVAL OF AGENDA ACTION: On motion by Commissioner Schulberg, the Agenda for October 16,2000 AYES: Chairman Davidson, Commissioners Schulberg, Cox, and Pacheco NOES: None ABSTAIN: None ABSENT: Commissioners Cunningham, Ramirez, and Pieratt was approved. Parks and Recreation Commission -2- CONSENT CALENDAR 1. AB #1000-1 COMMISSIONER'S REPORT To accept and file the Commissioner's report for October 2000. October 16,2000 2. AB #1000-2 SUMMARY REPORT To approve, accept and file the Summary Report of the August 21,2000 Parks and Recreation Commission Meeting. 3. AB #1000-3 ACCEPTANCE OF DONATION To receive a donation to the Carrillo Ranch Archive Collection. 4. AB #lo004 TRIATHLON DONATION To acknowledge the donations made to the 2000 Carlsbad Triathlon. ACTION: On motion by Commissioner Cox, AB #1000-1, AB #1000-2, AB #1000-3, and AB #lo004 of the Consent Calendar for October 16,2000 were approved. AYES: Chairman Davidson, Commissioners Schulberg, Cox, and Pacheco NOES: None ABSTAIN: None ABSENT: Commissioners Cunningham, Ramirez, and Pieratt DEPARTMENTAL REPORTS Ken Price, Recreation Director, introduced Alan Kindle. Mr. Kindle presented the Commission with a presentation shown to fourth grade children in the City schools. He introduced Joan Kindle, Volunteer Curator for the Carrillo Ranch, who described the artifacts donated to the Carrillo Ranch Archive Collection. 5. AB #1000-5 AN AUDIO VISUAL INTRODUCTION TO THE CARRILLO RANCH (Commissioner Cunningham arrived at 545 p.m.) Mr. Kindle then explained that the presentation would be in two parts, each taking about 12 minutes. He added that the purpose of the first portion of the presentation was to tell the youngsters about the life of Leo Carrillo, and that the purpose of the second portion of the presentation was to provide the history of the Carrillo Ranch. After the presentation, Mr. Kindle explained that the presentation will be offered to 14 campuses in the City of Carlsbad. He added that once the children saw the presentation, an art instructor conducts a 2% hour workshop with the children, and that winning pictures are posted on the Internet for public viewing. APPROVAL OF MINUTES' ACTION: On motion by Commissioner Pacheco, the Minutes of the Regular Meeting held on August 21, 2000 were approved. AYES: Commissioners Schulberg, Cunningham, and Pacheco NOES: None ABSTAIN: Chairman Davidson and Commissioner Cox ABSENT: Commissioners Ramirez and Pieratt Parks and Recreation Commission -3- October 16,2000 DEPARTMENTAL REPORTS (continued) - 6. AB #1000-6 CARRILLO RANCH PHASE II DEVELOPMENT UPDATE Mark Steyaert, Park Development Coordinator, presented the update on the status of the Phase II development of Carrillo Ranch. He explained that a general master plan was produced several years ago. He showed slides to the Commission while summarizing some of the issues that have been encountered with Phase II including the future trail connection to the elementary school, ADA access issues on the property, buckling of flagstone paving at the rear patio, renovation challenges with Deedieā€™s house, construction constraints at the barn area, lighting issues on the site. and drainage issues. Mr. Steyaert displayed a tentative schedule for the completion of the park, and briefly described the schedule for Phase 111. - Mr. Price thanked Mr. and Mrs. Kindle for their presentation and dedication to the Carrillo Ranch. ACTION: On motion by Commissioner Cunningham, AB #1000-6, to accept and file AYES: Chairman Davidson, Commissioners Schulberg, Cunningham, Pacheco, NOES: None ABSTAIN: None ABSENT: Commissioners Ramirez and Pieratt the staff report. and Cox Chairman Davidson announced a break at 6:30 p.m. The Commission re-convened at 6:35 p.m. 7. AB #1000-7 DOG PARK DEVELOPMENT UPDATE Ken Price gave the Commission an update on the Dog Park. He mentioned that the City Council approved the Ordinance change required for the dog park, and that the Planning Department has begun the CUP process. Mr. Steyaert indicated that middle 2001 was the estimated date for completion of the dog park. ACTION: On motion by Commissioner Schulberg, AB #lOOO-7, to accept and file AYES: Chairman Davidson, Commissioners Schulberg, Cunningham, Pacheco, NOES: None ABSTAIN: None ABSENT: Commissioners Ramirez and Pieratt the staff report. and Cox COMMITTEE REPORTS Commissioner Pacheco updated the Commission on the Ledgerwood Memorial Tribute.
