Date of Meeting: May 17, 2010 Place of Meeting: Council Chambers CALL TO ORDER Chairperson Comstock called the Regular Meeting to order at 5:30 p.m. ROLL CALL Present: Chairperson Comstock, Commissioners Cooper, Craig, Lyons Absent: Commissioners Farley, Martyns, and Proulx ANNOUNCEMENTS None. APPROVAL OF MINUTES ACTION: On motion by Commissioner Craig, the Minutes of the regular meeting held on April 19, 2010 were approved. AYES: Chairperson Comstock, Commissioners Cooper, Craig, Lyons NOES: None ABSTAIN: None ABSENT: Commissioners Farley, Martyns, and Proulx INTRODUCTIONS None. PRESENTATIONS None. PUBLIC OPEN FORUM None. CONSENT CALENDAR 1. AB#0510-1 SUMMARY REPORT -(ACTION) To accept, approve and file the April 19, 2010 Parks and Recreation Commission Meeting Summary Report. ACTION: On motion by Commissioner Lyons, AB #0510-1 of the consent calendar was approved. AYES: Chairperson Comstock, Commissioners Cooper, Craig, Lyons NOES: None ABSTAIN: None ABSENT: Commissioners Farley, Martyns, and Proulx [Commissioner Martyns arrived at 5:35 p.m.] Parks and Recreation Commission -2- May 17,2010 DEPARTMENTAL REPORTS 2- AB # 0510-2 DEPARTMENT REPORT - (ACTION) John Coates, Parks and Recreation Director, reported on recent and upcoming events and project work in the Department which include the following: • Pickleball Clinic at Poinsettia Park co-hosted by Parks & Recreation Department • Capital Improvement Project - Alga Norte Community Park grading • Recreation Programs - Aquatics operated the pool for 362 days with a 60% cost recovery Adult Sports Summary - 104 softball teams, 30 soccer teams, and 32 basketball teams • Donations - Lake Calavera preserve and Twin Inns Gazebo relocation to Magee Park • Events completed • Upcoming events ACTION: On motion by Commissioner Craig, AB #0510-2 to accept a report from the Parks and Recreation Director was approved. AYES: Chairperson Comstock, Commissioners Cooper, Craig, Lyons, and Martyns NOES: None ABSTAIN: None ABSENT: Commissioners Farley and Proulx 3. AB # 0510-3 CITY OPEN SPACE. ACQUISITION. USE & MANAGEMENT UPDATE - (INFO) Mike Grim, Senior Planner with Environmental Management Division, made a presentation on the definition/history of open space within the city, mechanisms to secure open space, and the status of open space acquisition activities. Liz Ketabian, Parks Planner, made a presentation on the planning of parks and trails as both city-owned or controlled open space, implementation of the citywide trails system, the trails volunteer program, and adopt a trail program. Kyle Lancaster, Parks Superintendent, made a presentation on the general maintenance of city-owned or controlled open space, the monitoring and protection of city-owned preserves, and the stewardship present with beaches and lagoons. Questions and discussions: • Batiquitos Lagoon trail will extend to El Camino Real • Build out and what is planned with remaining acreage Parks and Recreation Commission -3- May 17,2010 4. AB # 0510-4 STATUS OF COMMUNITY GARDENS WITHIN THE CITY - (INFO) Kyle Lancaster, Parks Superintendent, made a presentation on this item. He explained the operation and current expansion of the City's Harold E. Smerdu Community Garden. The city is researching additional educational opportunities including potential horticultural class instruction and composting demonstrations at the existing community garden. He stated that the future consideration of increasing community garden sites within the city will take place after the completion of the Parks & Recreation Element of the General Plan and the new Parks & Recreation Strategic Plan. Mr. Lancaster reported that improvements to the current Community Garden will include the following: • 4 new plots • 23 parking stalls to be delineated • Frontage planting • Green waste/recycling/compost area to be enhanced Questions and discussions: • A community garden at Pine Park • Is a Conditional Use Permit required • How does the city manage irrigation at the garden • Will fees be raised to cover water cost 5. AB # 0510-5 JOINT FIRST RESPONDER TRAINING FACILITY AND SKATE PARK UPDATE - (INFO) Mark Steyaert, Park Development Manager, made a presentation on the Joint First Responder Training Facility and its potential impact on the existing skate park. He explained that the Training Facility is anticipated to be completed by January 2012. Questions and discussions: • If Joint First Responder Training Facility will be a regional facility COMMITTEE/CITY COUNCIL REPORTS None. AGENDA ITEMS FOR FUTURE COMMISSION MEETING 1. Finance to give a presentation on funding 2. Parks & Recreation Element - periodical updates on 2 >2 year process 3.
