Minutes of: PARKS AND RECREATION COMMISSION

CALL TO ORDER
Chairperson Comstock called the Regular Meeting to order at 5:50 p.m.
ROLL CALL
Present: Chairperson Comstock, Commissioners Craig, Farley, and Proulx
Absent: Commissioners Cooper, Lyons, and Martyns
[Commissioner Farley arrived at 5:50 p.m.]
ANNOUNCEMENTS
None.
APPROVAL OF MINUTES
The minutes of the Parks & Recreation Commission meeting of May 17, 2010 were
not approved due to a lack of a quorum of commissioners present at the
May 17, 2010 meeting.

PRESENTATIONS
None.
PUBLIC OPEN FORUM
Julie Graboi, an Encinitas resident, spoke on an item not on the agenda. Her issue
addressed the proposed Encinitas Trail 84 and a Carlsbad sign indicating that her
property is a trail.
CONSENT CALENDAR
1. AB#0610-1 SUMMARY REPORT -(ACTION)
To accept, approve and file the May 17, 2010 Parks and Recreation
Commission Meeting Summary Report.
ACTION: On motion by Commissioner Farley, AB #0610-1 of the consent
calendar was approved.

DEPARTMENTAL REPORTS
2. AB # 0610-2 DEPARTMENT REPORT - (ACTION)
Sue Spickard, Recreation Services Manager, reported on recent and upcoming
events and project work in the Department which include the following:
• Department personnel changes, Sam Granillo, retired on April 18, 2010
as a Parks Maintenance Worker II, Nick Marquez was promoted to a
Maintenance Worker I, and hired Cody Solomon full-time as a
Maintenance Aide
• Donations: North County Picklers to Opportunity Grants
• Events completed
• Upcoming events
ACTION: On motion by Commissioner Farley, AB #0610-2 to
accept a report from the Recreation Services Manager was
approved.

3. AB # 0610-3 CITYWIDE AND DEPARTMENTAL SPECIAL EVENTS BRIEFING
AND UPDATE- (INFO)
Mick Calarco, Recreation Services Manager, gave an update on the citywide
special events. Kevin Granse, Recreation Area Manager gave an update on the
departmental special events. Rachael Shay, Recreation Supervisor, gave an update
on the Health and Fitness Expo to be held on July 10, 2010 and on the Carlsbad
Triathlon being held on July 11, 2010.
4. AB # 0610-4 UPDATE ON AMENDMENTS TO COUNCIL POLICY NO. 48
NAMING RIGHTS OF PARKS AND MUNICIPAL FACILITIES - (ACTION)
Mick Calarco, Recreation Services Manager, gave an update on changes in the
proposed Naming Rights Policy since its last review. Staff received additional input
from the new Parks and Recreation Director, City Attorney, and City Manager on
Council Policy 48.
ACTION: Commissioner Farley and Craig recommended that the current
Council Policy No. 48 be reviewed more thoroughly by staff,
the City Attorney and then return to Commission

6:58 p.m.
