Date of Meeting: July 19, 2010 Place of Meeting: Council Chambers CALL TO ORDER Chairperson Comstock called the Regular Meeting to order at 5:34 p.m. ROLL CALL Present: Chairperson Comstock, Commissioners Cooper, Craig, Farley, Lyons, and Proulx Absent: Commissioner Martyns [Commissioner Proulx arrived at 5:35 p.m.] ANNOUNCEMENTS None. APPROVAL OF MINUTES ACTION: On motion by Commissioner Craig, the Minutes of the regular meeting held on May 17, 2010 were approved. AYES: Chairperson Comstock, Commissioners Cooper, Craig, and Lyons NOES: None ABSTAIN: Commissioners Farley and Proulx ABSENT: Commissioner Martyns ACTION: On motion by Commissioner Craig, the Minutes of the regular meeting held on June 21, 2010 were approved. AYES: Chairperson Comstock, Commissioners Craig, Farley, and Proulx NOES: None ABSTAIN: Commissioners Cooper and Lyons ABSENT: Commissioner Martyns INTRODUCTIONS None. PRESENTATIONS None. PUBLIC OPEN FORUM None. Parks and Recreation Commission -2- July 19,2010 CONSENT CALENDAR 1. AB#0710-1 SUMMARY REPORT -(ACTION) To accept, approve and file the June 21, 2010 Parks and Recreation Commission Meeting Summary Report. ACTION: On motion by Commissioner Farley, AB #0710-1 of the consent calendar was approved. AYES: Chairperson Comstock, Commissioners Cooper, Craig, Farley, Lyons, and Proulx NOES: None ABSTAIN: None ABSENT: Commissioner Martyns DEPARTMENTAL REPORTS 2. AB # 0710-2 DEPARTMENT REPORT - (ACTION) Sue Spickard, Recreation Services Manager, reported on recent and upcoming events and project work in the Department which include the following: • July is Parks & Recreation month • Leo Carrillo Barn restoration update • Monroe Street Pool parking update • Magee Park and Leo Carrillo Ranch Historic Park recognized in an article in the San Diego Union Tribune • Recreation program highlights • Donations: Scout Troops donated to Rancho Carrillo and to Carlsbad Business Park North Open Space an information kiosk • Opportunity Grants • Sponsors in support of the Health & Wellness Expo • Events completed • Upcoming events ACTION: On motion by Commissioner Farley, AB #0710-2 to accept a report from the Recreation Services Manager was approved. AYES: Chairperson Comstock, Commissioners Cooper, Craig, Farley, Lyons, and Proulx NOES: None ABSTAIN: None ABSENT: Commissioner Martyns 3. AB # 0710-3 OPPORTUNITY GRANTS - (INFO) Bonnie Elliott, Management Analyst, made a presentation on the Parks & Recreation Opportunity Grants scholarship program. She explained that 65 families were approved last fiscal year. Ms. Elliott reported that there are two eligibility criterias: Parks and Recreation Commission -3- July 19,2010 1. A Carlsbad resident 2. Income must fall within the U.S. Housing and Standard low income level. 4. AB # 0710-4 HEALTH AND WELLNESS WEEKEND - TRIATHLON - (INFO) Kevin Granse, Recreation Area Manager, and Rachael Shay, Recreation Supervisor, made a presentation on the Health and Wellness Expo and the 29th Annual Triathlon that was held on July 10, 2010 and July 11, 2010. Mr. Granse explained that there were 1,150 participants and 4,000 spectators. Rachael Shay stated that the revenue from the event had increased from last year and she would give the Commissioners a financial report once it was complete. She also explained that she has received positive feedback from participants. Mr. Granse reported that a meeting will be held with the Police, Fire, and Storm Water departments to get feedback on the event. Commissioner Comstock asked for an update after the meeting with Police, Fire, and Storm Water Departments. Questions and discussions: • Are surveys done by athletes who participated? • What happens to the net income from the event? 5. AB # 0710-5 PARKS AND RECREATION COMMISSION MEETING SCHEDULE - (ACTION) Sue Spickard, Recreation Services Manager, asked the Commission to consider the option of taking a summer recess in August, therefore the next regularly scheduled commission meeting will be held on September 20, 2010. She stated that historically the Parks & Recreation Commission takes a recess cancelling one of the summer meetings. ACTION: On motion by Commissioner Farley, AB #0710-5 to take a summer recess in August and to have the next meeting on September 20, 2010 was approved. AYES: Chairperson Comstock, Commissioners Cooper, Craig, Farley, Lyons, and Proulx NOES: None ABSTAIN: None ABSENT: Commissioner Martyns COMMITTEE/CITY COUNCIL REPORTS None. AGENDA ITEMS FOR FUTURE COMMISSION MEETING 1. Finance to give a presentation on funding 2. Policy update: Naming Rights Parks and Recreation Commission ADJOURNMENT -4-July19, 2010 ACTION: On motion by Commissioner Farley to adjourn the Regular Meeting at 6:15 p.m. The next Regular Meeting to be held on September 20, 2010 at the Council Chambers.
