Date of Meeting: April 18, 2011 Place of Meeting: Council Chambers CALL TO ORDER Vice Chairperson Proulx called the Regular Meeting to order at 5:30 p.m. ROLL CALL Present: Vice Chairperson Proulx, Commissioners Craig, Lyons, Martyns, and Simons Absent: Commissioner Farley Chairperson Cooper arrived at 5:44 p.m. ANNOUNCEMENTS None. APPROVAL OF MINUTES ACTION: On motion by Commissioner Lyons, the Minutes of the regular meeting held on March 21, 2011 were approved. AYES: Vice Chairperson Proulx, Commissioners Craig, Lyons, Martyns, and Simons NOES: None ABSTAIN: None ABSENT: Commissioners Cooper and Farley PRESENTATIONS Steve Herrera, Recreation Supervisor and Brandon Hills, Senior Recreation Leader from the Youth Sports Division presented the Department's Teaching Respect, Unity, Sportsmanship and Teamwork (T.R.U.S.T.) Award to the following individuals: Coaches: Angelo Soto and Brian Gallagher Players: Austin Casto and Grant Yasukochi CONSENT CALENDAR 1. AB # 0411-1 COMMISSION SUMMARY REPORT - (ACTION) To accept, approve and file the March 21, 2011 Parks and Recreation Commission Meeting Summary Report. ACTION: On motion by Commissioner Martyns AB #0411-1 of the consent calendar was approved. AYES: Chairperson Cooper, Commissioners Craig, Lyons, Martyns, Proulx, and Simons NOES: None ABSTAIN: None ABSENT: Commissioner Farley Parks and Recreation Commission - 2 - April 18, 2011 PUBLIC OPEN FORUM Glenn Bernard, a Carlsbad resident, spoke on an item not on the agenda. He addressed the following: city Section (IV D.3-1.2-3) of the city's Landscape Manual and asked the city to enforce it. Street trees are prohibited within 5 feet of paving. He referred to an article in the Gardening Magazine and also was in the San Diego Union on May 8, 2008 on "Gallery Pear Invasion". He also stated his support for soccer golf at the Crossings and to have an annual tournament which would help bring in revenue to the golf course. DEPARTMENTAL REPORTS 2. AB # 0411-2 DEPARTMENT REPORT - (ACTION) Sue Spickard, Recreation Services Manager, reported on recently completed and upcoming Parks and Recreation activities, and donations. Commissioner Martyns asked if the City Council decides to have a partnership with a third party to operate Alga Norte Park would a Request for Proposal be required. Chris Hazeltine, Parks & Recreation Director answered yes that a Request for Proposal would be required. ACTION: On motion by Commissioner Lyons AB #0411-2 to accept a report from Recreation Services Manager was approved. AYES: Chairperson Cooper, Commissioners Craig, Lyons, Martyns, Proulx, and Simons NOES: None ABSTAIN: None ABSENT: Commissioner Farley 3. AB # 0411-3 ACCEPTANCE OF DONATION - OPPORTUNITY GRANTS - (ACTION) Kevin Granse, Recreation Area Manager, gave a report and made a recom- mendation that the City Council accept a donation from Lightning Soccer in support of Opportunity Grants. ACTION: On motion by Commissioner Craig AB #0411-3 to recommend acceptance by City Council a donation for Opportunity Grants from Lightning Soccer was approved. AYES: Chairperson Cooper, Commissioners Craig, Lyons, Martyns, Proulx, and Simons NOES: None ABSTAIN: None ABSENT: Commissioner Farley COMMITTEE/CITY COUNCIL REPORTS None. AGENDA ITEMS FOR FUTURE COMMISSION MEETING None.
