CALL TO ORDER
Chairperson Proulx called the Regular Meeting to order at 5:32 p.m.
ROLL CALL
Present: Chairperson Proulx, Commissioners Martyns, Meenes, Rudick Stein,
Simons, and Withal!
Absent: Commissioner Craig
PLEDGE OF ALLEGIANCE
ANNOUNCEMENTS
Diane Proulx, Parks and Recreation Commission Chairperson, introduced the new Parks
& Recreation Commissioner Roy Meenes.
APPROVAL OF MINUTES
ACTION: On motion by Commissioner Simons, the Minutes of the regular
meeting held on June 18, 2012 and the special meeting held on
August 20, 2012 were approved.
AYES: Chairperson Proulx, Commissioners Martyns, Rudick Stein, Simons
and Withall
NOES: None
ABSTAIN: Commissioner Meenes
ABSENT: Commissioner Craig
PRESENTATIONS
Liz Ketabian, Park Planner recognized Eagle Scouts Michael Schnese and
Jordan Andersen for their projects and donations to the trails program.
CONSENT CALENDAR
1. AB# 0912-1 COMMISSION SUMMARY REPORT - (ACTION)
To accept, approve and file the June 18, 2012 regular Parks and Recreation
Commission Meeting Summary Report and August 20, 2012 special Parks and
Recreation Commission Meeting Summary Report.
ACTION: On motion by Commissioner Martyns AB #0912-1 of the consent
calendar was approved.

and Withall

PUBLIC OPEN FORUM
Jason Martel, a Carlsbad resident and San Diego Mountain Bike Association member,
spoke on an item not on the agenda regarding partnering with the city to provide non-
motorized bike specific riding areas in our parks.
DEPARTMENTAL REPORTS
2. AB # 0912-2 DEPARTMENT REPORT - (ACTION)
Sue Spickard, Recreation Services Manager, reported on recently completed and
upcoming Parks and Recreation activities, and donations.
ACTION: On motion by Commissioner Ruddick Stein AB #0912-2 to accept a
report from Recreation Services Manager was approved.

3. AB# 0912-3 PARKS & RECREATION COMMISSION REVISED CALENDAR -
(ACTION)
The Commission will review and consider adopting a revised calendar of Commission
activities through June 2013.
ACTION: On motion by Commissioner Simons AB #0912-3 to accept a report
from Recreation Services Manager was approved.

4. AB # 0912-4 RECEIPT OF DONATION FROM FRIENDS OF CARRILLO RANCH
INC. IN SUPPORT OF LEO CARRILLO RANCH HISTORIC PARK (ACTION)
The Commission will receive a donation from Friends of Carrillo Ranch and
recommend acceptance by the City Council.
ACTION: On motion by Commissioner Simons AB #0912-4 to accept a report
from Recreation Services Manager was approved.

COMMITTEE/CITY COUNCIL REPORTS
None.
Commissioner Martyns expressed his disappointment that the city and the Crossings at
Carlsbad golf course did not pursue a partnership with Pro Kids Golf Academy who
recently opened a facility in Oceanside. A greater concern is the fact that two Carlsbad
based companies Callaway Golf and TaylorMade Golf donated 3 million to the project.
