CALL TO ORDER
Chairperson Proulx called the Special Meeting to order at 5:34 p.m.

Present: Chairperson Proulx, Commissioners Craig, Martyns, Meenes,

APPROVAL OF MINUTES
ACTION: On motion by Commissioner Simons, the Minutes of the regular
meeting held on October 15, 2012 were approved.
AYES: Chairperson Proulx, Commissioners Craig, Meenes,
Simons, and Withall
NOES: None
ABSTAIN: Commissioners Martyns and Rudick Stein
ABSENT: None
ACTION: On motion by Commissioner Simons, the Minutes of the special
meeting on November 30, 2012 were approved.

CONSENT CALENDAR
1. AB# 0113-1 COMMISSION SUMMARY REPORT - (ACTION)
To accept, approve and file the October 15, 2012 Parks and Recreation Commission
Meeting Summary Report.
ACTION: On motion by Commissioner Craig AB #0113-1 of the consent
calendar was approved.

Rudick Stein, Simons, and Withall

PUBLIC OPEN FORUM
Patrice Smerdu, a Carlsbad resident, addressed the Commission on the topic ofthe
Smerdu Community Garden on 2012 accomplishments and 2013 goals. She gave the
Commissioners a handout on those accomplishments and goals.
DEPARTMENTAL REPORTS
2. AB # 0113-2 DEPARTMENT REPORT - (ACTION)
Sue Spickard, Recreation Services Manager and Kyle Lancaster, Parks
Superintendent, reported on recently completed and upcoming Parks and Recreation
activities, and donations.
ACTION: On motion by Commissioner Craig AB #0113-2 to accept a report
from Recreation Services Manager and Parks Superintendent was
approved.
AYES: Chairperson Proulx, Commissioners Craig, Martyns, Meenes,
Rudick Stein, and Simons
NOES: None
ABSTAIN: None
ABSENT: Commissioner Withall (left at 6:00 p.m.)
3. AB # 0113-3 OVERVIEW OF CITY'S OPEN SPACE AND LOCAL BEACH
NOURISHMENT PROGRAMS - (INFO)
Steve Jantz, Associate Engineer, gave a presentation on the city's open space and
local beach nourishment programs.
