CALL TO ORDER
Chairperson Proulx called the special meeting to order at 4:00 p.m.
ROLL CALL
Present: Chairperson Proulx, Commissioners Craig, Meenes, and Simons
Absent: Commissioners Martyns, Rudick Stein, and Whithall

ANNOUNCEMENTS
None.
APPROVAL OF MINUTES
ACTION: Postponed the approval of the March 18, 2013 minutes until next
commission meeting due to a lack of a quorum of commissioners
who were present at the March 18th meeting.
PRESENTATIONS
None.
CONSENT CALENDAR
1. AB # 0413-1 COMMISSION SUMMARY REPORT - (ACTION)
To accept, approve and file the March 18, 2013 Parks and Recreation Commission
Meeting Summary Report.
ACTION: Postponed the approval of the March 18, 2013 Parks and
Recreation Summary Report until next commission meeting due to
a lack of a quorum of commissioners who were present at the
March 18th meeting.

DEPARTMENTAL REPORTS
2. AB # 0413-2 ALGA NORTE PARK OPERATIONS MODEL - (ACTION)
Parks and Recreation Director Chris Hazeltine, and Management Analyst Lolly
Sangster provided a presentation for the Alga Norte Community Park Operations
and requested a formal recommendation to City Council that the City of Carlsbad
Parks and Recreation Department operate Alga Norte Community Park.

ACTION: On motion by Commissioner Jim Craig, AB #0413-2 Alga Norte
Park Operations, to recommend to City Council that the City of
Carlsbad Parks and Recreation Department operate Alga Norte
Community Park.
AYES: Chairperson Proulx, Commissioners Meenes, and Simons
NOES: None
ABSTAIN: None
ABSENT: Commissioners Martyns, Rudick Stein, and Whithall
