CALL TO ORDER
Chairperson Proulx called the Special Meeting to order at 5:32 p.m.

Present: Chairperson Proulx, Commissioners Craig, Simons, Rudick Stein, Meenes,
and Withall

APPROVAL OF MINUTES
ACTION: On motion by Commissioner Simons, second by Commissioner
Craig, the Minutes of the Meeting held on July 15, 2013 were
approved.
AYES: Chairperson Proulx, Commissioners Craig, Simons, Rudick Stein,
Meenes, and Whithall
NOES: None.
ABSTAIN: None.
ABSENT: Commissioner Martyns
PRESENTATIONS
None.
CONSENT CALENDAR
1. AB # 0713-1 COMMISSION SUMMARY REPORT - (ACTION)
To accept, approve and file the July 15, 2013 Parks and Recreation Commission
Meeting Summary Report.
ACTION: On motion by Commissioner Craig, second by Commissioner
Simons, AB #0913-1 was approved.
AYES: Chairperson Proulx, Commissioners Craig, Simons, Rudick Stein,
Meenes, and Whithall
NOES: None.
ABSTAIN: None.
ABSENT: Commissioner Martyns

PUBLIC OPEN FORUM
Allie Margis, a Carlsbad resident, addressed the Commission regarding renting the tennis
courts at Poinsettia Park for Special Olympics.
2. AB # 0913-2 NEEDS ASSESSMENT AND COMPREHENSIVE ACTION PLAN –
(ACTION)
Chris Hazeltine, Parks and Recreation Director, and Neelay Bhatt, Vice President,
Pros Consulting, presented to the Commission a report of the Needs Assessment and
Comprehensive Action Plan.
ACTION: On motion by Commissioner Craig, second by Commissioner Simons,
AB #0913-2 was approved.
AYES: Chairperson Proulx, Commissioners Craig, Simons, Rudick Stein,
Meenes, and Whithall
NOES: None
ABSTAIN: None
ABSENT: Commissioner Martyns
Rob Hocking, a Carlsbad resident, addressed the Commission regarding the need for
more areas for BMX bike riding in Carlsbad.
Roger Lakey, a Carlsbad resident, spoke of the need for a mountain bike park.
Jason Martel, a Carlsbad resident, spoke of the need for a bike park for both
mountain and BMX bikes in Carlsbad.
Doren Curtiss, a Carlsbad resident, addressed the Commission regarding the
completion of the tennis courts and community center at Poinsettia Park.
Paige DeCino, a Carlsbad resident, addressed the Commission about having a
Community Garden in each quadrant of Carlsbad.
Joel Tarquin, a Carlsbad resident, spoke of the need for more accessibility to ride
mountain and BMX bikes in Carlsbad.
Alex Hamner, a Carlsbad resident, addressed the Commission regarding using some
of the tennis courts at Poinsettia Park for Pickleball.
Cathy Brendel, a Carlsbad resident, addressed the Commission about adding
Pickleball courts.
Ace and Sharon Hoffman, Carlsbad residents, spoke of the need for mountain bike
skills clinics and having a place for them. They are also in favor of an adventure park.
