CALL TO ORDER
Vice Chairman Craig called the Meeting to order at 5:30 p.m.

Withall
Absent: Chairperson Proulx, Commissioner Simons (arrived at 5:35 p.m.)

APPROVAL OF MINUTES
ACTION: On motion by Commissioner Meenes, second by Commissioner Ruddick
Stein, the Minutes of the Meeting held on December 4, 2013 were
approved.
AYES: Vice Chairman Craig, Commissioners Martyns, Simons, Rudick Stein,
Meenes, and Withall
NOES: None.
ABSTAIN: None.
ABSENT: Chairperson Proulx

CONSENT CALENDAR
1. AB # 0114-1 COMMISSION SUMMARY REPORT - (ACTION) TO ACCEPT,
APPROVE AND FILE THE DECEMBER 4, 2013 PARKS AND RECREATION
COMMISSION MEETING SUMMARY REPORT.
ACTION: On motion by Commissioner Martyns, second by Commissioner
Ruddick Stein AB #0114-1 was approved.
AYES: Vice Chairman Craig, Martyns, Simons, Rudick Stein, Meenes, and
Withall
NOES: None.
ABSTAIN: None.
ABSENT: Chairperson Proulx

PUBLIC OPEN FORUM
Jerry Straw, a Carlsbad resident, spoke to the Commission regarding including Alga
Norte Park in the normal field allocation process.
1. AB # 0114-2 DEPARTMENT REPORT – (ACTION)
Sue Spickard, Recreation Services Manager and Kyle Lancaster, Parks Superintendent,
reported on recently completed and upcoming Parks and Recreation activities and
donations.
ACTION: On motion by Commissioner Martyns, second by Commissioner
Simons, AB #0114-2 was approved.
AYES: Vice Chairman Craig, Commissioners Martyns, Simons, Rudick Stein,
Meenes, and Withall
NOES: None.
ABSTAIN: None.
ABSENT: Chairperson Proulx
2. AB #0114-3 SKATE PARK POLICIES UPDATE – (INFORMATION ONLY)
Mick Calarco, Special Projects Manager, gave a presentation on mixed use of skateboard
parks.
ACTION: None.
AYES: None.
NOES: None.
ABSTAIN: None.
ABSENT: Chairperson Proulx
Adam Watkins, an Escondido resident, addressed the Commission advocating
mixed use skate parks.
Justin Kosman and Gary Yonng, both Carlsbad residents, spoke to the Commission
advocating mixed use skate parks.
3. AB #0114-4 COMMUNITY GARDEN NAMING REQUEST – (ACTION)
Mick Calarco, Special Projects Manager, and Paige DeCino, with the Carlsbad
Community Gardens Collaborative, made a request to the Commission to name the new
community garden, Calavera Schoolhouse Community Garden.
ACTION: On motion by Commissioner Meenes, second by Commissioner
Simons, AB # 0114-4 was approved.
AYES: Commissioners Martyns, Simons, Meenes, Vice Chairperson Craig
NOES: Commissioners Ruddick Stein, Withall
ABSTAIN: None.
ABSENT: Chairperson Proulx.
