Date of Meeting: November 12, 2014 Place of Meeting: Faraday Center CALL TO ORDER Chairperson Proulx called the meeting to order at 5:31 p.m. ROLL CALL Present: Chairperson Proulx, Vice Chairman Simons, Commissioners Martyns, Rudick Stein, Withall, and Hansen Absent: Commissioner Meenes PLEDGE OF ALLEGIANCE ANNOUNCEMENTS None. APPROVAL OF MINUTES ACTION: On motion by Commissioner Rudick Stein, second by Commissioner Martyns, the Minutes of the Meeting held on September 15, 2014 were approved. AYES: Vice Chairman Simons, Commissioners Rudick Stein, Martyns, and Hansen NOES: None. ABSTAIN: Chairperson Proulx, Commissioner Withall ABSENT: Commissioner Meenes PRESENTATIONS None. CONSENT CALENDAR 1. AB # 1114-1 COMMISSION SUMMARY REPORT - (ACTION) TO ACCEPT, APPROVE AND FILE THE SEPTEMBER 15, 2014 PARKS AND RECREATION COMMISSION MEETING SUMMARY REPORT. ACTION: On motion by Vice Chairman Simons, second by Commissioner Martyns, AB # 1114-1 was approved. AYES: Vice Chairman Simons, Commissioners Rudick Stein, Martyns, and Hansen NOES: None. ABSTAIN: Chairperson Proulx, Commissioner Withall ABSENT: Commissioner Meenes PUBLIC OPEN FORUM None. Parks and Recreation Commission November 12, 2014 - 2 - 2. AB # 1114-2 AVIARA, PINE AVENUE, AND POINSETTIA COMMUNITY PARKS MASTER PLAN UPDATES – (ACTION) Chris Hazeltine, Parks and Recreation Director, and Neelay Bhatt explained the Master Plan Updates to the Commission. Mr. Hazeltine emphasized that this update pertains to three parks only: Aviara, Pine Avenue and Poinsettia Park. Mr. Bhatt provided a power point presentation as well as conceptual portrayals of the Master Plan Updates. Commissioner Hansen asked Mr. Hazeltine about what the City is doing to clean up the open space at Aviara Park after the recent fires. Mr. Hazeltine explained that natural materials will grow back. Commissioner Hansen suggested that parking at Poinsettia Park be included in the Feasibility Study and encourages the City and Commission to consider a BMX trail and more pickle ball courts. Doren Curtiss, a Carlsbad resident, expressed his desire to have a tennis pro-shop at Poinsettia Park and concern there would be enough parking. He would also like to see a surface-level championship court with stadium seating at Poinsettia tennis courts. Paige DeCino, a Carlsbad resident and Preserve Calavera member, commended the progress being considered for the three parks and reminded the Commission that Carlsbad’s population is predicted to grow as well as businesses, and would like to see more parks and open space to accommodate this expected growth. Carlsbad resident Chad Hamner, addressed the Commission commenting that he believes more youth would participate in sports if Carlsbad offered more pickle ball courts. Jan Lewis, a Carlsbad resident, inquired about expected converting start and completion dates and funding for the pickle ball courts. Mr. Hazeltine responded that Council will receive this action item at their December 9, 2014 meeting. Mary Anne Viney, a Carlsbad resident via email to Chairperson Proulx, commends the efforts done by Mick Calarco, and team on this project. She expressed her “appreciation for the outreach work involved in engaging the community at large, and the many ways in which public engagement has been achieved. These endeavors will lead to improvements, making the high quality of parks and recreation programs we enjoy here in the City of Carlsbad, even better.” Carlsbad resident, Alex Hamner commented she is happy to hear the City is moving forward toward more pickle ball courts. Commissioner Rudick Stein asked Mr. Hazeltine if parking at Laguna Riviera Park will be adversely affected if pickle ball courts are in place. Mr. Hazeltine responded that he does not anticipate parking being affected as there is plenty of street parking near the park. Parks and Recreation Commission November 12, 2014 - 3 - ACTION: On motion by Vice Chairman Simons, second by Commissioner Rudick Stein, AB #1114-2 was approved. AYES: Chairperson Proulx, Vice Chairman Simons, Commissioners Martyns, Rudick Stein, Withall, and Hansen NOES: None. ABSTAIN: None. ABSENT: Commissioner Meenes 3. AB # 1114-3 DEPARTMENT REPORT – (ACTION) Sue Spickard, Recreation Services Manager and Kyle Lancaster, Parks Superintendent reported on recently completed and upcoming Parks and Recreation activities, donations and grants, as well as other topics of local interest. ACTION: On motion by Commissioner Martyns, second by Commissioner Withall, AB #1114-3 was approved. AYES: Chairperson Proulx, Vice Chairman Simons, Commissioners Martyns, Rudick Stein, Withall, and Hansen NOES: None. ABSTAIN: None. ABSENT: Commissioner Meenes COMMITTEE/CITY COUNCIL REPORTS None. AGENDA ITEMS FOR FUTURE COMMISSION MEETING None. ADJOURNMENT ACTION: On motion by Commissioner Martyns, second by Commissioner Hansen, the meeting was adjourned at 7:00 p.m. to the Special Parks and Recreation Commission Meeting on Friday, December 5, 2014, Leo Carrillo Ranch and Historic Park, 5:30 p.m. AYES: Chairperson Proulx, Vice Chairman Simons, Commissioners Martyns, Rudick Stein, Withall, and Hansen NOES: None.
