Date of Meeting: March 16, 2015 Place of Meeting: Council Chambers CALL TO ORDER Chairman Simons called the meeting to order at 5:35 p.m. ROLL CALL Present: Chairman Simons, Vice Chairman Withall, Commissioners Proulx, Rudick Stein, Meenes, and Hansen Absent: Commissioner Martyns PLEDGE OF ALLEGIANCE ANNOUNCEMENTS None. APPROVAL OF MINUTES ACTION: On motion by Commissioner Rudick Stein, second by Commissioner Meenes, the Minutes of the Special Meeting held on December 5, 2014 were approved AYES: Chairman Simons, Vice Chairman Withall, Commissioners Proulx, Rudick Stein, and Meenes NOES: None ABSTAIN: Commissioner Hansen ABSENT: Commissioner Martyns PRESENTATIONS None CONSENT CALENDAR 1. AB # 0315-1 COMMISSION SUMMARY REPORT – (ACTION) TO ACCEPT, APPROVE AND FILE THE DECEMBER 5, 2014 SPECIAL PARKS & RECREATION COMMISSION MEETING SUMMARY REPORT. ACTION: On motion by Commissioner Proulx, second by Vice Chairman Withall, AB # 0315-1 was approved AYES: Chairman Simons, Vice Chairman Withall, Commissioners Proulx, Rudick Stein, Meenes NOES: None ABSTAIN: Commissioner Hansen ABSENT: Commissioner Martyns Parks & Recreation Commission March 16, 2015 - 2 - PUBLIC OPEN FORUM None 2. AB # 0315-2 DEPARTMENT REPORT Kyle Lancaster, Parks Superintendent, reported on recently completed and upcoming Parks & Recreation activities and donations. ACTION: On motion by Commissioner Rudick Stein, second by Commissioner Proulx, AB #0315-2 was approved AYES: Chairman Simons, Vice Chairman Withall, Commissioners Proulx, Rudick Stein, Meenes and Hansen NOES: None ABSTAIN: None ABSENT: Commissioner Martyns Commissioner Rudick Stein inquired as to the changes to the Alga Norte concession. Director Chris Hazeltine explained changes are being made to improve the quality of service and maximize revenue generation. Commissioner Meenes asked if the department has seen a decline in participation in other city parks since the opening of Alga Norte. Director Hazeltine responded that Alga Norte is a unique park/facility. He said the operation is still in the learning process, but felt that participation in other parks has not seen significant changes. 3. AB # 0315-3 PURSUIT OF A LONG TERM MAINTENANCE AND OPERATIONS AGREEMENT FOR STATE OF CALIFORNIA-OWNED BEACHES IN CARLSBAD – (INFO) The Commission received a report given by Kyle Lancaster, Parks Superintendent. Commissioner Withall inquired as to what the downside would be and if anyone has asked why the city is pursuing this project. Director Hazeltine responded perhaps cost, but city considers the coastline an asset and it should be used to its full potential. Commissioner Meenes asked if there are any other cities that operate/maintain their coastline. Director Hazeltine said Encinitas and Huntington Beach as examples. Commissioner Meenes added that he is proud of the city and of this amazing change. Commissioner Rudick Stein liked the program and asked if dogs would be allowed on the beach in the future. Director Hazeltine responded by saying that if this policy decision is considered in the future, the Commission would be included in the discussion. Commissioner Hansen asked if there were any plans to change the pedestrian walkway. Director Hazeltine explained there is a vision for the walkway and that more information will be forthcoming in a future meeting. Parks & Recreation Commission March 16, 2015 - 3 - 4. AB #0315-4 RECEIVE A REPORT ON THE COMMISSION FOR ACCREDITATION OF PARKS & RECREATION AGENCIES CERTIFICATION PROCESS, AND RECOMMEND CITY COUNCIL ACCEPTANCE OF MODIFICATIONS TO THE PARKS & RECREATION DEPARTMENT NEEDS ASSESSMENT AND COMPREHENSIVE ACTION PLAN – (ACTION) Mick Calarco, Special Projects Manager, and Kyle Lancaster, Parks Superintendent reported to the Commission regarding accreditation of Parks & Recreation agencies certification process (CAPRA) and recommendation to City Council acceptance of modifications to the Parks & Recreation Department needs assessment and comprehensive action plan. Commissioner Rudick Stein asked if the certification required participation from boards and commissions. Mr. Calarco responded saying yes, and that in the summary that is submitted, the boards and commissions are included. Commissioner Hansen asked why there are only three accredited communities in California. Director Hazeltine answered that the process takes time, resources and an incredible commitment. The organization, National Recreation and Parks Association is nationwide, but not necessarily especially active in California. Commissioner Meenes inquired as to the financial benefits to the city. Director Hazeltine explained that there is not a financial benefit. Mr. Calarco also explained that we would be well-prepared to apply for grants. Commissioner Meenes asked if we would have to reapply. Mr. Calarco said yes, every five years, along with yearly reports. ACTION: On motion by Commissioner Meenes, second by Commissioner Rudick Stein, AB #0315 was approved AYES: Chairman Simons, Vice Chairman Withall, Commissioners Proulx, Rudick Stein, Meenes, and Hansen NOES: None ABSTAIN: None ABSENT: Commissioner Martyns 5. AB #0315-5 PROPOSED PLANS/DRAFT PROJECTS FOR THE CALAVERA HILLS COMMUNITY PARK PICKLEBALL COURTS AND ENTRYWAY – (ACTION) Kyle Lancaster, Parks Superintendent, reported to the Commission the proposed plans/draft projects for the Calavera Hills Community Park pickleball courts and entryway, and refer them to the City Council for further action. Vice Chairman Withall asked if there are other areas of Calavera Hills Community Park that could be developed. Mr. Lancaster answered that with this project, park space would be filled. Chairman Simons asked Mr. Lancaster how long it would take to finish the project. Mr. Lancaster responded that his estimation would be late winter, 2015 or early spring, 2016. Parks & Recreation Commission March 16, 2015 - 4 - Commissioner Proulx congratulated Mr. Lancaster and the department for their efforts and achievements regarding this project. Commissioner Rudick Stein inquired as to whether there has been concern from the tennis players. Director Hazeltine responded by saying that most of the anticipated concern is from users of ball field #3 and the potential for foul balls. He said that home plate and the foul line will be moved and a 12’ fence installed. Commissioner Rudick Stein asked where the nearest outdoor pickleball courts were located. Director Hazeltine named Melba Bishop Park in Oceanside and Bobby Riggs tennis center courts in Encinitas.
