CALL TO ORDER
Chairman Simons called the meeting to order at 5:30 p.m.
ROLL CALL
Present: Chairman Simons, Vice Chairman Withall, Commissioners Rudick Stein,
Hansen, and Goyarts
Absent: Commissioners Proulx, Meenes

ANNOUNCEMENTS
None.
APPROVAL OF MINUTES
ACTION: On motion by Commissioner Hansen, second by Commissioner Withall,
the Minutes of the Meeting held on March 16, 2015 were approved
AYES: Chairman Simons, Vice Chairman Withall, Commissioners Rudick Stein,
and Hansen
NOES: None
ABSTAIN: Commissioner Goyarts
ABSENT: Commissioners Proulx, Meenes
PRESENTATIONS
Matt Simons welcomed incoming Commissioner Patrick Goyarts, and asked
about his background.
Chris Hazeltine acknowledged and presented (in absentia) Dr. Leonard
Martyns with a plaque in appreciation of his eight years of service on the
Parks & Recreation Commission.
CONSENT CALENDAR
1. AB # 0915-1 COMMISSION SUMMARY REPORT – (ACTION) TO ACCEPT,
APPROVE AND FILE THE MARCH 16, 2015 PARKS & RECREATION COMMISSION
MEETING SUMMARY REPORT.
ACTION: On motion by Commissioner Stein, second by Vice Chairman
Withall, AB # 0915-1 was approved
AYES: Chairman Simons, Vice Chairman Withall, Commissioners Rudick
Stein, and Hansen
NOES: None
ABSTAIN: Commissioner Goyarts
ABSENT: Commissioner Meenes, Proulx
PUBLIC OPEN FORUM
Kelly Kootman, a Carlsbad resident, expressed a desire for additional shade in the
city’s northwestern quadrant parks, particularly at tot lots. Chairman Simons informed
Ms. Kootman of where shade is readily available at tot lots within the parks inventory.
Director Hazeltine further informed Ms. Kootman of the city’s practice of incorporating
shade at tot lots, and advised her to contact Superintendent Lancaster for further
information.
2. AB # 0915-2 DEPARTMENT REPORT (INFO)
Sue Spickard, Recreation Services Manager reported on completed Parks & Recreation
programs, events and donations for the last fiscal year 2014/2015.
Kyle Lancaster, Parks Superintendent, reported on recently completed, ongoing and
upcoming Parks & Recreation projects.
Director Hazeltine, announced that we are proud as a department that as of Monday,
September 14th we are officially accredited nationally by the Commission of the Accreditation
of Parks and Recreation Agency We are the 4th city in the state of California to achieve this
accreditation.
ACTION: On motion by Commissioner Rudick Stein, second by Commissioner
Hansen, AB #0915-2 was approved

3. AB # 0915-3 ADOPT PARKS & RECREATION COMMISSION MEETING CALENDAR
– (ACTION)
Director Hazeltine, requested the Commission consider and adopt the new Fiscal Year
Calendar for 2015/2016 Parks & Recreation Commission Meetings as proposed.
ACTION: On motion by Commissioner Rudick Stein, second by Commissioner
Hansen, AB #0915-3 was approved

ACTION: On motion by Commissioner Hansen, second by Commissioner
Goyarts, the meeting was adjourned at 7:05 p.m. to the next Parks &
Recreation Commission Meeting scheduled for Monday, October 19,
2015, Council Chambers, 5:30 p.m.
