Date of Meeting: October 15, 2018 Place of Meeting: Council Chambers CALL TO ORDER Chair Simons called the meeting to order at 5:30 p.m. ROLL CALL Present: Absent: Chair Simons, Commissioners Withal!, Martinez and Thorp Vice Chair Luna, Commissioner Rudick-Stein, and Commissioner Livingston arrived at 5:37 PLEDGE OF ALLEGIANCE ANNOUNCEMENTS None. APPROVAL OF MINUTES ACTION: AYES: NOES: ABSTAIN: ABSENT: On motion by Commissioner Martinez and a second by Commissioner Thorp, the minutes of the September 17, 2018 Parks & Recreation Commission Meeting were approved. Chair Simons, Commissioners Withal!, Martinez and Thorp. None None Vice Chair Luna, Commissioners Rudick-Stein and Livingston PRESENTATIONS None CONSENT CALENDAR: None PUBLIC OPEN FORUM Patrice Smerdu, a Carlsbad resident spoke in support of the city's community gardens inventory, and staff's coordination of the three sites' operations and maintenance. Dorinda Moore, a Carlsbad resident spoke regarding the Calavera Schoolhouse Community Garden, and staff's coordination of site operations and maintenance. 1. SR# 1018-1 PARK PLANNING UPDATE -BUENA VISTA RESERVOIR SITE - (ACTION) Parks & Recreation Director Chris Hazeltine, Parks Services Manager Kyle Lancaster and Principal with Schmidt Design Group, Inc. J.T. Barr presented a park planning update on the Buena Vista Reservoir site and recommended the Commission request that staff seek City Council direction to continue supporting Lennar Homes' pursuit of this park project. Commissioners requested some clarification on items presented. ACTION: AYES: NOES: ABSTAIN: ABSENT: On motion by Commissioner Thorp and a second by Commissioner Withal!, SR# 1018-1 was approved. Chair Simons, Commissioners Withall, Martinez, Thorp and Livingston. None None Vice Chair Luna and Commissioner Rudick-Stein 2. SR# 1018-2 DEPARTMENT REPORT (INFO) Recreation Services Manager Mike Pacheco and Parks Services Manager Kyle Lancaster reported on recently completed, ongoing and upcoming Parks & Recreation programs, events, and park projects. Commissioners requested some clarification on items reported on by Mike Pacheco and Kyle Lancaster.
