Chair Simons called the meeting to order at 5:31 p.m.

ANNOUNCEMENTS
None.
APPROVAL OF MINUTES
Postponed the approval of the October 15, 2018 minutes nd January 28, 2019 minutes
until next commission meeting due to a lack of a quorum of commissioners who were
present at the October 15, 2018 and January 28, 2019 meetings.
PRESENTATIONS
None.
CONSENT CALENDAR:
None.
PUBLIC COMMENT
Lance Schulte, a Carlsbad resident, spoke regarding the possibility of the city building a park
in the South Ponto area.
Mike Sebahar, a Carlsbad resident, spoke about the benefits of a city park in the South Ponto
area as well.
1. SR# 0319-1 PARKS & RECREATION COMMISSION WORK PLAN
The commission discussed commencing the creation of a work plan at its next
regularly scheduled meeting. Mike Pacheco will check on the availability of a facilitator
for this agenda item.
2. SR# 0319-2 CARLSBAD PARKS & RECREATION PARKS TOUR
Commissioners discussed their availability for a tour of selective parks. A decision was
made to postpone the tour until after the commission's work plan has been completed.
3. SR# 0319-3 DEPARTMENT REPORT
Recreation Services Manager Mike Pacheco and Parks Services Manager Kyle
Lancaster reported on recently completed, ongoing and upcoming Parks & Recreation
Department programs, events, and park projects.
Commissioners requested some clarification on items reported on by Mike Pacheco and
Kyle Lancaster.

On motion by Vice Chair Martinez second by Commissioner Thorp, the
meeting was adjourned at 6:12 p.m. The next special meeting of the
Parks & Recreation Commission will be April 15, 2019, Council
Chambers at 5:30 p.m.
