D. McClellan, Arnie Stringer, Robert M. Smith, J. B. Bond, I. H. Gronseth, H. H. Barter and Tom Acuna. Minutes of the meeting of September 18th were read and ap proved . Secretary Smith reviewed the petition of Marvin S. Humphries of 14J.O Buena Vista for variance in side yard setback from 10 feet to 7 feet on both north and south sides, on property located on the east side of Harding Street between Magnolia and Palm Avenues, described as a portion of Lots 4 and 5, Block B, Resubdivision of Alles Avocado Acres, There being no protests, Col. Smith moved that a recommendation be made to the City Council that the peti- tion of' Marvin S. Humphries for variance in side yard setback be granted. Seconded by Mr, Bond. All ayes, motion passed, Secretary Smith reviewed the petition of A. L. Nevarbs, of 3147 Roosevelt Street for variance in side yard setback from 'j feet to 38 feet on the north side, and front yard setback from 50 feet to 30 feet on property described as Lot 24, Block 32, Town of Carlsbad, Mr. Barter stated that applicant had agreed to bring his building up to minimum space requirements of 360 square feet. Cole Gronseth moved that the request of A. Le Nevares be approved and a recommendation made to the City Council that a variance be granted. Seconded by Mr. Barter. All ayes, motion carried. Secretary Smith reviewed the petitibn of Margaret W. Coats of 3229:Valley Street for reclassification of property described as a portion of Tract 123, Carlsbad Lands, as per Map 1661, from Zone E-2 to Zone R-2. TVK) letters protesting the rezoning were ' also reviewed, one written by E. C. Pedley, 3679 Valley Street, and the other by Frank B. Smith, 1042 Chestnut Avenue. The matter of rezoning a larger area was discussed, but Miss Coats stated she did not wish to initiate any action which might result in dissatisfac- tion or hardship of other residents of the area, and therefore -1- would withdraw her petition. Mr. Stringer moved that the Planning Commission accept Miss Coats' withdrawal of her petition and drop the case, and recommend to the City Council that her deposit be returned, Col. Smith seconded, and the motion was unanimously carried, A, W, Pahl, Jr., introduced Mr. Andrews, an engineer from the 0 ,! 9 . off ices of 4QJ&&JY l& , who presented for the consideration of the Planning Commission a ten$ative map covering Terramar Unit #4, a proposed subdivision described as a portion of' Lot nH", Rancho Agua Redionda, Map 823, laid out in two parcels, one on either side of California State Highway XX-SD-2B, as follows: we.& of highway, 30 business lots, 151 residential lots, and a parking site; east of highway, 148 residential lots plus five -res for a school site, The map was thoroughly examined ad discussed at length, and certain changes suggested which the Commission felt would benefit prospective purchasers and also facilitate develop- ment of future subdivisions on adjacent property. The extreme length of $he blocks was considered awkward from future residents' standpoint and a hazard in case of fire or other emergency, and it was recommended that blocks be held to a maximum of 900 feet by tihe laying out of additional cross streets, with figures of 700 and 750 feet being urged by some members. Other recommendations included the dedication of an access road, and assurance of protection from percolation from the water in the dam; that it be indicated by arrows on the map the direction of the drainage flow; that alleys be provided for in the rear of. the business section; that desired zoning be shown on the map; that provision be made for a street throu@p to the east boundary of the subdivision; an3 that in general, the standards set by the County shodd be used as a guib, Mr, W. D, Cannon, owner of the property, was 'present and indicated he would be agreeable to most of the changes but would not consider providing a cross street through to the property on the east. Chairman Sutton announced that in view of the length of the discussion developing on the Terraumr project, he felt that persons - 2- having other matters to present to the Commission should be heard without further delay, Joe Apodaca asked and was given information as to zoning and minimum lot requirements on property owned by him at Madison and Laguna Streets Claud Fennel asked that the Commission consider as soon as possible the opening of lams through. some of the larger blocks, before buildings are erected which would obstruct the laying out of lanes. After further discussion on the Terramr matter, Col. Gronseth moved that the Planning Commission recommend to the City Council that they approve the tentative map of Terramar Unit #4 for sub- division, with the proviso that the owner provide two connecting roads between WAW and nBn streets, an3 one betBeen WE" and "HW streets, and that Cannon Road be dedicated between Terramar Unit #3 and the Santa Fe Railway tracks; and subject to provision of drain- age satisfactory to the Director of Public Works. Seconded by Col, Smith, Ayes, members Gronseth and Smith. Nays, members McClellan, Barter, Bond, Stringer, and Sutton, Mr. Acuna having been excused earlier, Motion failed to carry. It was agreed that members ahould meat at Ted Pahl's office on Saturday at 10 a. m, to further consider the matter and personally view the property, Chairman Sutton declared the meeting adjourhed until 6:15 p. m, Tuesday, September 30th, at the Oilers' Room, Respeotfully subnittad,
