HomeMy WebLinkAbout1953-09-28; Planning Commission; Minutes. Meeting called to order at 7~00 p. 1. by Chairman Bond. Present besides the chairman were Comms, Stringer, Bamgartuer, Sutton, Gronseth’. Absent, Comas. Helton and Cockrill, Buildlng Inspector Ewald, and Publlo Works Direotor Barter. Guest, Prof, James Taylor, Comm, Sutton moved that the reading of the minutes of meting of September 14th be dispensed with’, Seconded by Comm. Baumgartner. All ayes, motion c8rrled. Secretary Stringer read the application of Hen Ebrfght for variance In side-yard setback from 10 feet to 5 feet on property described 8s a portion of Lot 18, Patterson’s Addi$ion, loated on,the west side of Highland Drive between Pine and Basswood; said petition explaining that the variance is neoessary on account of the topography and in order to attach the garage to the house. Comm, Sutton moved that a hearbg be set at 8:OO P. M, on Ootober 12th on the Ebright application for varianoe’. Seconded by Comm, Qronseth, Conun. Stringer oommented that Nr. Ebright will be in Colorado at the time the hearing takes place. All ayes, motion oarried. Comm, Sutton moved that the hearing on the Galllnger Corporation application for 10 variances in side-yard setback be re-set for Ootober 12th at 8:30 P, M. Seoonded by Comm, Qronseth, All ayes, motion oarried, Tha matter of the planning study to be undertaken by Professor Taglorre Political Science class at Sa Diego State College, wa8 thorough- ly discussed In an effort to deoide what phases of City planning and de- velopment should be covered in the study, Various suggestions were =de, and it was decided that a starting point would be a study of the proposed master street plan prepared by Comm, Oronseth, from which oould be worked out the ideal street plan, and from there work out land use and a reore- atlonal plan for the City of Carlsbad. Corn. Gronseth agree6 to meet with Prof, Taylor and his class at the City Hall at 9:OO A, M. Saturday, October 3rd. Prof. Taylor stated he would like to have contour maps and possibly aerial photographs of the area, and it was suggested that Mr., Noble of the San Diego Gas & Electric Company be contacted for the latter’, Chairman Bmd read a letter of oonselit signed by ten property owners -1- of adjacent property to that of Melvin and Jeannette Lull on Magnolia and Valley, on which they have requested rezoning from E-2 to B-1. After disoussion, Comm, Sutton moved that a'hearjllg be set to oonsider rezoning from E-2 to B=l of the entire area east of the present B-1 and B-IA, be- tween Basswood and Magnolia, and from Valley to Monroe between Chestnut and Magnolia. Comm. Gronseth opposed the motion on the grounds that the blook between Basswopd and Chestnut had previously been set for hearing on this date upon application of Dan and Elizabeth Perkins et al, Comm. Sutton then moved that the hear- set for this date on the Perkins ap- plication be tabled to 9 P. M, on Ootober 12th for the mason that neither proponents or opponents were present. Corn'. Gronseth stated he oould see no reason for postponement since the baring was duly advertised and there were no objections, oral or writteni. Corm. Sutton stated he was opposed to making a reoonunendation to the Council under the circumstanoes, as he felt it was the duty of the Planning Comxnission to get details on these matters ironed out before they get to the Councril, so that the bur- den of the protests ls not on the Council. Motion secon8ed by Corn. Baum- gartnet, Ayes Ba-rtner , Sutton, Stringer', Nays, Gronseth and Bond. Notion oarrled. Comi, Sutton moved that a hearing be set on the petition of Nelvin and Jeannette Lull for reclassification from E02 to R=l of a portion of Tract 250, Thum Lands, on October 12th at 9rOO P, prl. Comm, Sutton moved that at ths request of Dan and Elizabeth Perkins, et al, andflelvin and Jsqnnette Lull et al, and at the Initiation of the Planning Commlssion, a hear- be set on Ootobes 12th at 9:OO P, to consiaer reclassification from E-2 to B-1 of the property east of the and the application of present R-1, south of Basswood to Magnolia, west of Valley; and south of Chestnut, east to Monroe Street. Seconded by Comm. Stringer. Ayes, klns application m their absence, Comm", Gronseth stated fie had advised them it was not necessary for them to be present at the hearing-. Comm:. Sutton stated that he would not have so moved, had he knawn the applicants had been so advised'. , , Corn, Gronseth moved that the previous motion pertaining to Dm a Elizabeth Perkins -property be stricken from the rceoordd. corn0 Sutton asked whether the two=week Belay would hurt or inconvenience the Perkins, and Corn'. Gronseth stated that he understood that they want to sell some of the land. There was considerable disoussion over the ad- visability of tying the two applications together, Bome members feeling that sinae the Perkins' applioation had been duly advertised and had dram no protests, and the Lull application was fairly certain to be more oontroversial, joining them at one hearing would be prejudicial to the Perkins' interests, Chairmon Bond vacated the chair and seconded Corn. Gronsetb' a motion, Secretary Stringer presiding temporaril$. Ayes, Corms'. Bond, Gronseth$ Nays, Sutton, Strwer;, Abstalning, Corn, Baum- garwee. Chairman Bond again took the chair, Comm. Granseth moved that the Commission recommend to the City Council the approval of the application of Dan Euzd Elizabeth Perkins et al, and the request of the Carlsbad Planning Commission, for reolassifi- oation from E-2 to R-La of the area described in the Notice of Hearlng, Seconded by Comm. Baumgartner, Ayes, Corns. Gronseth, Bond, Baumgartner. Nays, Corns. Striager and Suttoni Corn. Sutton moved that his previous motion pertaining to the Lull appliczaticdn be stri&en from the reoord. Seoonded by Corn'. Baumgart;nsr. All ayea, motion oarried, Corn'. Qronseth moved that a heariag be set at 9:OO P, M'. on October 12th, to oonsider the application of Melvin and Jeannette Lull for re- zoning of a portion of Tract 250, Thum Lands, and at the initiation of the Planning Commisslon to inolude the territory between l5O feet east of the east line of Highland Drive on the west, Monroe Street on the east, Chestnut on the north, and Magnolia on the southl. Seoretary Stringer read Notice of Public Hearing to consider re- classification from B=2 to E-3 of a portion of Tract 201 and Tract 202, Th- hds, and all of Block A, Palisades, except Lots 1, 2, 3, and 4, at the request of Thos. L. Crom et al, and at the initiation of the Carlrs- bad Planning Commission$ There were no protests, oral or written', Corn. Gronseth moved thqt the Commission recommend to ths Cfty Council the -3 - approval of' the reolassification from #-2 to R-3 of the property de- scribed in the Notice of Public Hearing. Seoonded by Corn.. Stringer'. Ayes, Corns. Bond, Stringer, Gronseth, Baumgartner. Nays, Corn, Sutton, Motion oarried;. Corn', Baumgartser was asked to attend the City Council meet- on Tuesday, Ootober 6th. There be- no further business to come before the Commission, the meeting was declared adjourned at 9:00 P.
