Copies of proposed Ordinance 9031 were passed to members by the
City Attorney, who read and explained the Ordinance paragraph by para-
gra$h. Comm. Sutton expressed disappointment that the Ordinance permitted
erection of advertising signs by special use permit in R-zones, stating
that he did not believe it was the intent of the Phnning Commission, in
making its recommendation several months ago which culminated in the
drafting of Ordinance 9031, to permit any advertising signs in R-zones.
It was recalled that the commission had recommended the creation of a
special zone for signs. Other members felt that, although the Ordinance
permits broader use of signs (allowing them in gJ& zones by special use
pernit), the requirement of obtaining special use permit gives closer
control and discretionary power to imnose conditions in individual cases.
