Present besides the Chairman were Commissioners Gronseth, Helton, Sutton, Stringer, Cockrill. Commissioner Baumgartner was present but asked to be excused immediately. First order of business was to adjourn the adjourned meeting of March Zyth, at which no legal quonun was present. Secretary Stringer read the minutes of the meeting of March 22nd, and moved that they be approved, with one minor correction. Seoonded by Comm. Cockrill. All ayes, motion carried. The Secretary read Notice of Public Hearing on the application of the Planning Commission for reclassification from R-2 to R-5 (Beach Lot District) of the area north of Cedar Street, west of Carlsbad Boulevard, and south of Buena Vista lagoon. Comm. Sutton read from the County Ordin- ance the provisions of the proposed R-ji zone in effect In the County, i. e. area, 4000 square feet per building site, no dwelling to be erected closer than 20 feet to the center line of the street upon which the lot faces. Comm, Sutton stated that he had called one of the Clerks of the County Planning Commission, who had found that there had been a blanket variance granted covering about 25 lots in the Granville Park subdivision, &fi which the Vasquez property was apparently included. There waE some discussion but it was decided that the matter merited a great deal more study. Comm. Sutton moved that the matter be uontinued to the next meet- ing on April 26th, to allow for further study. Seconded by Comm. Stringer. Mr. Anthony was asked to make a field study and make recommendations as to requirements of the proposed ordinance. All ayes, motion carried. It was felt that a setback bssed on property line rather: than on center-line of the street would prove more satisfactory in this area. Comm. Gronseth offered to work with Mr. Anthony in making the study and recommendations. The Vasquez case, in which a petition for variance was filed but no hearing set, pending outcome of the reclassification proceedings, was dis- cussed at length. Comm, Stringer reported that Mr. and Wrs. Vasquez had gone ahead with plans on the premise that the blanket variance granted by the County, affecting their property, was in effect since incorporation of the City of Carlsbad, and stated he felt that some action should be taken on their petition so that they could proceed. After discussion, Corn. Sutton moved that if, in the opinion of the City Attorney, a variance granted by the City of Carlsbad is necessary to obtain a 5Op reduction in front and rear yard setbacks on Lots 42 and 43 of Granville Park, Map #1782, that the Secretary of the Planning Commission be instructed to set a hearlng at 7:3O P. M. Monday, April 26th~ but if it is the opinion Of the City Attorney the.t said variance already exists, no hearing shall be set. Seconded by Corn. Helton, Comm. Gronseth stated for the reoord that it is his opinion that variances granted by the County are not a part of the ordinance adopted by the City of Carlsbad, Vote on the motion: four ayes, one nay (Gronseth) ,motion carried, Secretary Stringer read Notice of Public Hearing on the application of Andre.81 Trujillo, 3590 Madison Street, for special use permit to allow construction of a church building on Lots 27 and 28, Block B, Carlsbad Tomsite. There were no written or oral Protests, and Firm and Mrs. Tru- jillo were present in support of their petition, Comm, Gronseth moved that grantlng of the special permit requested by hdres Trujillo be recommended to the City Cornoil. Seconded by Comm. Helton. All ayes, motion oarrled, Reoord of Survey submitted by Plrs, Olive Heisler, 3340 Adam Street, covering 12 lots at the southeast comer of Basswood and Adam Streets. The map was studied, but It was decided to ask the City Attorney to give the Planning Commission an opinion as to its duties and prerogatives under a Record of Survey, with a copy to each member of the Commission, before the next meeting. Comm. Gronseth moved that a copy of the map be referred to the Director of Public Works and one to the Fire Chief, for their recom- mendations, to be returned at the next meeting of the Planning Commission. Seconded by Comm. Helton. All ayes, motion carried. There being no further business to come: befom the Commission, Comm, Cockrill moved for adjournment. Meeting declared adjourned at 9:2O P. M.
