sent besides the Chairman were Comms. Gronseth, hrcia, Smith, Baumgart-
ner, Ledgerwood, Stringer, Publio Works Director Anthony.
Comm. Gronseth moved that reading of minutes of meeting of August
9th be dispensed with. Corn. Baumgartner seconded. all ayes, motionoar-
ried.
Comm, Baumgartner read correspondence from Mr. L. K. Ramsay, repre-
senting St. Wichaels Church, and Gladys Barnes requesting reconveyance of
the LO ft. running parallel to Carlsbad Blvd., previously taken by the
State Highway Department, back to the property owners in order that inter-
ested property owners can develop sidewalks. Property owners, Paul Wag-
gener, Virgil Hoover, and F. J. Ramsay, were present and the matteF was.
thoroughly discussed. Wr. Waggener stated that it was impossible toverlk
along this strip at night beaause of ruts and bumps in the ground and it
was too dangerous to walk on the highway. He pointed out that the addi-
tion of sidewalks along this strip would be of advantage to the City and
if the City intended to put street lights along the highway, they should
have sidewalks too. It was pointed out, too, that a sidewalk here would
not interfere with the street being the correct width for a major street
and would also allow, if need be, for parallel parking, After discussion,
Comm. Gronseth moved that inasmuch as these requested sidewalks do not re-
duce the road width beyond the width required for a major street, it is a-
greeable with the Planning Commission for the City Counoil to deed the re-
quested 10 feet strip back to property owners with the provision that the
carriers of such deeds should agree to install sidewalks satisfactory to
the Public works Director, and also that this recommendation 'does not es-
tablish a preoldent for future requestps, Stringer seconded. Allayes, @o-

Hr. E. I;. Whatley was present at the meeting and requested of the Com-
mission how he should go about getting a dedicated street abutlng his prop-
erty to enable him to build a house on his lot located between hgnolia and
Tamarack. The Commission reported that they had had similar requests from
property owners in the same area and agreed that it would be to the advan-
W tage of all land owners in the vicinity to have a dedicated street run
through there, Comm. Smith suggested that all thy needed was someone to
do the leg work and get the other land owners behind it. The matter of
whether a dedicated street has to be oiled or improved was decided to be
a legal rnattdr and was referred to City Attorney Smith for a legal opinson.
Hr, Neilsen and Mrs. Jane Sonneman were present and requested re-
zoning of his property at 1045 Grand Avenue from B-2 to C-1 on the east
portion of Tract 117 between Grand and Elm, bordering the freeway, Al-
though a proper application was not made, a discussion was held on the
reaoning. Comm. Gronseth suggested that the whole area, located between
Grand and Elm be reeoned to C-1, since there are one or two businesses
going on at the present time in this residential district already, Mr.
Neilsen stated that he felt that his business would add to the beauty
of the City and should also bring in a.good deal of money to the City.
Mr. Neilsen said that he would turn in his official request at the next
meet ivlg .
The matter of sending postcards notifying property owners in the
area, and within the surrounding 300 feet, of hearlngs for zone changes
and reclassiflcations, was brought up. After discussion it was agreed
by the Commission that it would not be apractical idea, at least at the
present time, due to the cost of going to San Diego each time, to get the
names and addresses of property owners. It was pointed out by Comm. Baum-
gartner that by publishing the legal notices in the Carlsbad newspaper,
they were doing as much as was required by law. Chairman Cockrill said
that he would see Buzz Garland about getting more publicity for these
public hearings. City Clerk Ewald suggested that the agenda for the com-
ing meeting be published in the paper so that people will know what was
coming up for business in that night's meeting.
A newspaper clipping concerning the recent League of Cities meeting,
held in El CaJon, was read by corn. Baumgartner. It concerned a bill of-
fered to the Legislature to transfer the consideration of varianck reports
from planning commissions to judicial agencies. A brief discussion fol-

Comm. Baumgartner read correspondence from Allan 0, Kelly urging
proper zoning for the boat harbor, In his letter, Mr. Kelly asked that
the Commission approve a 40 x 110 foot lot size on all lots that may be
developed on his property facing the water. Streets to be 40 feet curb
to curb, and houses set baek 10 feet from curb on lower floor with upper
floor and roof line to be allowed a 5 foot overhang toward the street.
Side yards 5 feet, That all piers be held to a uniform length and designs,
depending whether such piers are along a dredged channel or faoing the
open harbor, That mooring space for boats within the inner harbor be held
to a minimum and to definite areas @hat will not interfere with sailing or
other boating sports. Letter was referred to Comm. Stringer to be brought
up in the forthooming Harbor meeting.
The Harbor meeting with shoreline property owners, to be held Thurs-
day, August 26, 1954, was brought up for discussion by corn. Stringer.
He urged that as many Planning Commission representatives as possible at-
tend.
City Clerk Ewald read 813 excerpt from a master plan for a Carlsbad
City Plan dated April, 1932, in which many of the same problems that are
being faced now were predicted and exglail;ned, The City Clerk pointed out
that the plan which has been budgeted for and which the Commission is to
d.raw up is already explained in this master plan,
There being no further business to come before the Planning cornis-
sihn, Corn. Smith moved fop adjournment, seconded by Comm, Garcia. A11
ayes, meeting adjourned at 9:20 p. rn.
