Present besides the Chairman were Commissioners Fennel, Jarvie, Swirsky and Ebright; and City Engineer Kubota. Absent Commissioner Stringer, and 2- Comm. Engelmann. wherein the applicant requested a variance on side yard set back in an R-3 HEARING - Variance - Ocean Manor Apts. Notice of hearing was read Zone from 10 feet to 0 feet, and a variance in sign requirements in an B-3 Zone to permit illuminated non-flashing signs not to exceed 300 sq. ft. ,on propcrty located at 2960 Ocean Street, Carlsbad. discussion was given to the location of the signs and the size of the signs. The Commission discussed the variance request first. Considerable Mr. Bierce, Resident Manager of the Ocean Manor Apt#., was present and presented a sketch of the property showing the locations of the proposed signs. Mr, Bierce also presented drawings of signs similar to what they proposed to install. He stated that the signs would be non-flashing and would be controlled by a time clock which would be set for the signs to go off by 11:OO P.M; they proposed to have the large sign a double sign which would be approximately 17 1/2 feet high, and would be placed inside the property line. After considerable discussion, Comm. Fennel moved that Resolution No. 49 be adopted granting Item #1 of said variance request, subject to the following conditions: plan .I 1. Comm. *;br$ht moved that the set back variance be granted as requested subject to the following condition: West side of the site be accepted by the City. said variance being granted for the following reasons: I. That the offer of dedication of property now used for street on the area to the East, which is C-2 zone. 1. That the set back request conforms with other property in the .2. That it will not be detrimental to adjacent property owners, Seconded by Comm. Jarvie. 5 ayes, 2 absent, Comm. Stringer and Engelmann Resolution No. 49 adopted. 2- The possibility of holding a special meeting for the first hearing of the Civic Center Master Plan adoption was discussed. Comm. Swireky moved that the Secsetary be structed to publish a notice of hearing to coneider the adoption of a Mas it r Civic Center Plan, firet hearing to be held on Februar 3, 1958 and the second hearing to be held on 2'cbruary 1 I, I956 at 7:30 P.M.
