HomeMy WebLinkAbout1959-06-09; Planning Commission; Minutes1- The meeting was callel to order at 7:45 P,M, by Secretary Price, Present besides the Secretary weye Comissioners Netka, Zahler, Fennel, Clizbe, and Jarvie, Absent Chairman Swirsky and Vice-chairman Stringer, The Secretary stated that Chzirman Swirsky ,and Vice-Chairman Stringer were unzble to attend the meeting, so it would be neeessary to elect a Chairnan pro tern, It was moved by Comao Jarvie and seconded by Corn, Clizbe that Coram, Fennel be elected as Chairman pro ten for the evening. The notion was unanimously CW- ried, Cum, Fennel assumed the chair as Chiman, 3- HEXUNG - Variance, - jiequest of George IL Schneider for reduction in required ..:rentage from 60 ft. to 56,98 ft, for one lot; from 60 ft,, to 56,96 ft, for two lots; and from 70 ft, to 6.2 ft, for pne corner lot, to allow splits of Lots 11 and 12 of Schell Wd Sites Addition to Carlsbad into four lots., ' " Notice of h&ring was' read? It was moved by Corn, Zahler and seconded by Corn, Clizbe that Resolution No, ,122 be adopted reconunending to the C?ty Council that contractorsa offices be allowed in R-P Zones with the follo-d.ng restrictions: 1, No equipment, supplies or material may be stored on the property, 2. No buildings may 'be used or constructed on the property for storing equipment, supplies or material therein, The Chairman pro tern :~sked for a roll call voteo &solution Noo 122 adopted, b, Clarificatim of zoning as it applies to through lots located on the east side of.sEa del Gro, having a technical frontage on Carkbad 131vd, as wela as Tiema del Oro, "" The Secretary stated that the lots on the east aicie of Tierra del Oro have a technical frontqe on Carlsbad nlvd, as well as Tierra del- Oro, thus making them "through 10%~"~ and, thesefore, requiring a 2Q* set back from the property line on Carlsbad UBvd; .khat me of the property owners wants to build a guest house OR the mar of his 1st whfch would be within the 208 of the Carlsbad Blva, property line; that these bots are peculiar in that the entire subdivision is enclosed 'by a masonry wall of approwima-tehy 5q in height with rather extonsive 5- ornamental shrubbery between the wall and the pavement; that the property on the east side of Carlsbad Xvd, is owned by the San Diego Gas and Llectric Coo and it was very doubtful that it would ever be developed as residential property; and then asked that, .clue to the circumstances surrounding this property, that these lots be interpreted as not being through lots, Considerable discussion was given this matter by the Commission, It was moved by Corn, Netka and sec:ondcd by Corn. Zahler that Resolution No, 1x3 be adopted recommending to the City Council that the lots located on the east side of Tierra del Oro, having a technical frontage on Carlsbad Elvd, as well as Tierra del Or0 are not throu4:h lots, The Chainmn pro tern asked for a roll call vote: AYE3: Chairman pro tern Fennel, Commissioners Netka, Zahler, Clizbe and NOES: None, ABSENT: Chairmart Swirsky and Commissioner Stringer, Jarvie , ORAL CO~CIUNICATIONS : Corn, Jarvie stated that he had attended the last City Council meeting and con- sidered some of the Council membersP remarks unfair to the Plnnning Commission; that the Coxmission's recommendations concerning the Heisler Subdivision were presented to the Council, and he felt many of the remarks made at the public hearing both hurt and belittled the Comission to some extent; that one Council member suggested the City knager study the Heisler Subdivision and come back with a report, and another suggested sending it back to the Commission; the thing was all wrong as far as the Council could see, and Woodland IIeiehts was almost voted down as they said the Commission voted one dorm and not the other; that L'oodland Heights was passed by a 3 to 2 vote, but no action was taken on the Iieisler SuMivision, He stated that the Comnission had spent a great deal of time studying this Heisher subdivision 2 years ago and again when it was sub- mitted recently, and he thought it might be better if the City Council would get together with the Planning Commission and talk these things out rather than criticize the Planning: Comission at a public meeting, and suggested sending a memorandum to the byor from the CommissionD requesting a joint meeting between the City Council and I'lming Commission, Corn, Jarvie then stated that a good example of what happens to recornendations made by the Planning Commission was the cross street matter that the Commission made a study of and recommended to the City Council; the City Council then passed it on to the Public Elrorks Corn- mission, and the Pub1i.c I.Jorks Commission came back with another recommendation which was the same as the Planning Commission%, so it was just time lost, Corn, Netka stated he had attended the last Council meeting also and received an impression that almost paralleled Come Jami.ees; that the Councilos attitude was that they didno t OW wh~ the Planning Conmission took their stand, but it dicln t make any dj.ffwence as they r.~ould go ahead anyway, and slapped the Conunission dom by a t!~~imoua vote on the Uvans variance; that if they are in such &.sagreensrat with this Conmission, maybe it would be justifiable to contact us ad. find aut our masons ; that a house had been built on the lot next to -3- Corn, ZakaLer stated that he had been in favor of the Iieisler Subdivision and still was, but agreed with what, had been said ~llc! felt ,that a joint meeting cnLght help to solve my misunderstandings Cmx, Clizbe stated tkat he had thought the Heioler Subdivision good until he had sat in on a round table discussion and found out how similar matters were handled in other places whare Planing Commissions work for the good of the whole area rather than a small section; but if the Cormnission is going to be critieod 'by the Councicl and the press, it might be 'better to continue to propagute an undesirable situation, Additiondl discussion was given this matter by the Commission, after which it wa~ decided to request a joint meeting with the City Council at their earliest convenience, preferably one hour prior to their next meeting on June 16th, aazd the Secretary IJES requested to make the arrangements.
