HomeMy WebLinkAbout1959-10-27; Planning Commission; MinutesMINUTES OF REGULAR MEETING OF CARLSF,.F.-CITY PLANNING COMMI' SION October 27, 1959 1- The meeting was called to order at 7:31 P,M, by Chairman Stringer, Present besides the Chairman were Commissioners Zahler, C\izb, Thomas and Ward., Absent Commlssioners Jarvie and Netka, 20 Minutes of October 13, 1959, It was moved by C~nm, Cliobe and seconded by Corn, Thomas that the minutes of October 13, 19SS,, be approved as submitted, 5 ayesR motion carriedo ~. Cornc Cltzbe referred to Item 7 of the minutes and stated he would like to know just whnc authority and control the Planning Commission has over conditional use permits; that the statenent had been made that che City had to have prior approval by the County Health DeFartment before issuing 2 building permit; that this statement had then been contradicted; th2; the "laming Commission had then decided that ft was up to the Building Desrrtnmit to see that the builders con- formed to the Health Department regulaticxs end had granted the conditional use permit with no stipulations as to the matter:. After some discussion of this mat- ter, the Chairman stated that the reason for conditional use permits was to look ahead and stop irregularities; that the PLanning Comnission could have stipulated the proceEure to be followed by the Buila tT's Dzpartment and the applicant in ob- taining permits, but that the Planning Cc.m:Psston has no control over the type of structureo 3- 4- ORAL COMMUNICATIONS: (a) MRS, OLIVE HEIS= stated that sk.tl had with her the map of the proposed subdivision that she had presented pl;'evBo :E..; ar;d which had been approved, and that she and Mr, Bfller had some question] La ask about developing a portion Of the land at this time, Corn, Jarvie was present at 7:40 P,M, Mrs, Heirler presented the map to the Cormision for their review, and she and Mr, Bliler pointed out the portion which they wxe interested in developing at this time, discussing their plans and asking tne Commission about certain rules and regulations concerning subdlvisions, Aftcr S?~E discussion by the Comnfssion, Mrs, Heisler and Mr, Bliler were informed that they would have to submit a tenta- tive subdivision map for approval of the Somission and the City Council, and that the Engineering Department could help %hem with some of the details, WR ITTEN COPiUN KAT IONS : (a) The Secretary read a letter dated October 15, 1959, from Dr, William H, Daniel regarding his property which adjoin? ?445 Ocean Street, and asking if he could attend the next meeting of che Plenning Cmmission, The Secretary then stated that he had answered tne UZcxtor's >.cr.tr?+ informing him of the time of the meeting, bur. apparently the doctar vas unable to actend as his business is in Lor Angelos and he is in Carlsbad mostly toward the end of the week, The Chair- man stated that it would be up to the Building Inspector and City Attorney to work out the answers to the doctor's questions, after which the Commission would be interested in knowing what some of the decisions were regarding the heighth of the building, etco 5- STUDY SESSION : (a) The Secretary read the report submitted by Corn, Ward, dated October ISs 1959, covering the October 1959'meeting held at Oceanside, California, by the California Highway Department for the public regarding the proposed improvements to Highway 78,) (b) The Comnission held a general discussion of the over-all plans and policies relative to the planning program of the CityL, There was considerable discussfon given to the status of the reconmended zone change on the .Marron property, at which time the Secretary made a brief verbal report as to the status of the property under consideration, The Sec:retary was instructed to write Mr, Dinius and Mr, Koyl asking for their reactions to a zone change to M Zone of certain property lying south of Magnolia, on the east side of- the Santa Fe Railway, and north of Tamrack Avenue 60 ADJOURNMENT.
