JIM NELSON, 3425 Ann Drive, Carlsbad, stated that it : I has been several years since the County has had a drag i strip and the fellows have had to travel over a hundred i i miles to race. Ramona had the opening of a drag strip ; ; last Sunday with approximately 300 cars and an estimated i i crowd of around 8200 people. He believed the drag strip ; in Carlsbad will have a larger crowd. He reported there : were no problems with the participants or the audience at i t Ramona. The City Planner explained the staff report and the terraih of the land and existing buildings. I I The Chairman explained that all of the property in this : East Carlsbad 2.3 Annexation is unzoned and will be mneb according to requests. I I The Commission discussed the fact that it will be in the flight pattern of Palomar Airport and the uses of the land: are limited; they may have light manufacturing which will! not prevent further development of the land. I I i MIKE FORTUNATI, 325 Elm Avenue, Carlsbad, stated i I that he was speaking in behalf of Beverly Kalicka, who : : did not receive a notice of the classification but had I protesting any development which will affect her land. * I I She felt the drag strip would be undesirable and would be : : detrimental because of the noise and unsavory characters I I I I I I I I I I I I 1 I I I I I I t written a letter dated October 22, 1963, which he read, that it would attract. I I I I I I I i FRED C. LUCHSINGER,Assistant Vice President of the : I United California Bank, stated that he would like to em- I I phasize the objections of Mr. Dickey, regarding the estat& i Cf Leo Carrillo and pointed out the property and stated i ; there was no access to the property that they plan to use I for a drag strip. He stated that he did not object to the : I C-2 zoning but did object to the drag strip. 1 * I I 1 b 8 RUSSELL THIBADO stated that his letter expressed his I i feelings and he objected to the drag strip. He believed : : the flight pattern takes away the residential value of the ; i land in that location. They own approximately 1700 acres: : of land adjacent to this property and expect to develop it i as the Buena Vista Irrigation District plan to annex this : : property. The property is being used for cattle and i agriculture . i The Chairman anneuaced that they would now have an i I opportunity to speak in rebuttal. 1 MR. BELOND stated that he did not feel they had voiced i ; any sound objections as he felt the greatest problem is : : that these people have not been to any professional drag : races. He explained that the fastest ones go a quarter of i I a miles in 8 seconds and the slowest ones do not make mu$h r*"b. sound. The races will be started down in a hollow and he does i not believe the noise will be heard from Palomar Airport i i Road. No jets will be used, and the turbine engines that : are used are quieter than automobile engines. The drag races start from a standing start and go until they pass : : the quarter of a mile mark. Only two dragmaster cars i i are raced at the same time. The auto races can have 5 ; ; cars. The races take place generally once a week on : Saturday afternoons and evenings. As a rule they are a I I I I I I I I I I f I I 1 1 I I I I I * * -4 - 1 year around event. The only time that the track would be! used other than for these races would be for a hctory : test. They cannot practice there. The stock cars will be! driven in and there are different classes of cars and race#. All competition cars are brought in on trailers. He poin$ed out that this was a legal way of racing rather than racing : on streets and roads and lawlessness would be completel2 negative. An ambulance and attendant will be on the I I premises and on stand by for all events and the safety : rules and regulations 'of the National Hot Rod Associati04 will be complied with. This organization has been in bus4ness for over 15 years. The prescriptive easement is a roving easement and will be no problem as they will give a roving easement to Ida Dawson for ingress and egress to her : property. Mr. Belond gave the locations of the existing i drag strips in Calif. The Long Beach Drag strip was : founded by several Lion Clubs and is located about a block from the residential area. He stated that he had : submitted a letter voluntarily giving up the sale of liquor on the drag strip. The only water that would be required: would be for radiators and for sanitation. There is an : 80' roadway coming out from Palomar Airport Road. HA has the assurance from Mr. Adams that land will be dedit cated to the County for a road for ingress and egress and! will be improved and designed by the County specificatioqs. I I I I MR. LUCHSINGER asked for an interpretation of the precise plan of the drag strip and the City Planner ex- : plained this and that the parking area will be paved with i one parking space for each 5 people. JIM NELSON, Manager of the Drag Strip, 3425 Ann Dr. ,: Carlsbad, explained the location of the control tower whiqh c will be 40' high. There will be a exfety fence built betwekn the strip and the spectators. They expect to have a seat{ ing capacity of 2000 to start with, and may have a seating! capacity later on for 5 or 6000, although it could hold ; approximately 40,000 people. He did not feel that the : person who made the remark about lawlessness has been) .... to any of these races in recent years, and that the elemedt who attend the races toay are a higher class of people. i It is a competitive sport that attracts a mechanically interested young man, and he felt there is a definite I I necessity for them to have this type of sport. I I I I 1 I I I I I I I Commissioner Lamb questioned Mr. Fortunati regarding! the letter of Mrs. Kalicka and asked for a specific city ; that is going to the "dogs" because of the drag races. MR. FORTUNATI stated that he believed none of the planners would want this to be next to them and objected to what it would do to their land. The public hearing was declared clgsed at 8:59 P.M. The City Planner stated that he has discussed the drag i strip with other Planners in different cities and had met : with all of the departments in the City of Carlsbad and : then he explained his report. He reported that the Counti Planning Department is in the process of studying Palom4r Airport for a jet landing strip and the National Research : is considering it for one of 5 airports in the County for ! jets. The flight approach will have to be 1engtheneds.for : the use of the jets. Because of the elevation and topograi phy the property to the north of the drag strip will require a danger light for the approach and ground levels are vert close together. He felt that the area to the south of this : strip could be used for residential. Pomona and OceansiFe attach a 20 year period to Conditional Use Permits of thig type because of the investment and explained the reasans; I I I I b I I I I I I I I I I 8 I 1 I The Chairman stated that he would like to point out that : the Conditional Use Permit can be revoked at any time if it is objectionable. Governed by the laws of economics, he I would agree to a ten year period on the permit. Commissioner Sonneman questioned the time limit. She : stated that she believed the topography is not detrimental! to developing an area of C-2 zoning and with machinery i the gullies could be filled so the land could be used for a ; different purpose. She felt this is a wonderful and beautiful piece of property and this back country area should be held for high class development, not excluding i industrial development. She felt the drag strip may bring a little revenue but there are other things that may bring i in more revenue if they wait and the drag strip would be : undesirable to the surrounding properties. She reported i that she was made to believe that the flight pattern of the ; airport will be along the coast. It was the general opinion of the other Commissioners i that the Airport is there to stay and since this is in a : flight pattern that this would be a good place for the drag : races or any other type of sport; that it would not be detrf- mental to surrounding property; that it would be an attracftic to the City and would bring recognition and revenue to the: City; that the fact that this is not permanent, it may not i be there when the other property is developed. I I Upon a motion duly made and seconded, it was agreed i to grant this Conditional Use Permit for a drag strip for I the applied property subject to the following conditions: : 1::1;: I :!!b;l I I I I I I I I I I I I 1. An ambulance shall be on the premises and shall de on stand by for all events with one driver/or atteudant i who has a valid first aid license. I I I I I 2. The drag strip shall be built to the National Hot : Ro:d Association's standard and pompleted before any i events are held, and all events shall be operated accord-: ing to their rules and regulations. I t I I I 3. No alcoholic beverages shall be permitted on the grounds or premises of the dragway and spectator standsf and all above areas will be posted to this effect. I I I I I I I I I 4. There will be no# jet drags. 5. The required off-street parking ordinance shall i be complied with; such as parking for the spectators shalr be one for each five seating, and improved to the City's ; standards. The plans must be submitted to the Engineer+ ing Department for their approval and built to their I I standards. I I 1 I I 6. Before any night meets are held, all parking lots, entrances and pertinences shall be adequately lighted as i' specified by the Engineering Department. I I I b a 7. BELOND inquired whether the Conditional Use Permit i was granted and he was informed that it would be up to the; : City Attorney to give a decision on this matter. I 1 The City Planner announced that any variances or lot split!! i would not be heard as Commissioner Davis had to leave : because of illness and there was not a 2/3 majority of the : Commission present to act on these matters. That the planned development is near an east westi I I I I I I I I I I I I I I I I i The City Planner presented the tentative map of Camino : del Sol Subdivision to be located on property located on the! southeasterly corner of Adams Street and Tamarack Ave-: : nue. Lever and Anker , owners and subdividers, I I I I : The Secretary certified to notification to adjacent propertt i owners of unsubdivided property and then read the recomy I mendations from the various departments and agencies. i : The Secretary presented proposed Resolution No. 319 i i incorporating the recommendations of the departments as ; i conditions for approving the tentative map. : The City Planner stated that he and Gus Kamptner, the : i Engineer for this subdivision, felt it would be better to : move the lot line down to one foot from the existing house : i and recommended moving the lot lines over on Lots 8 and :$+. He reported that the Engineering Department had madk ; a block study and the other property owners did not want i participate in putting in the improvements for a street fod ; ingress and egress. The owners of the subdivision have I i offered to dedicate 8' of property on Tamarack to widen : ; it to a secondary throughfare. I I I I I I GUS KAMPTNER stated that he had talked to the owners i and at first they thought they would remove the house but ; now they want to leave it and it may be necessary to have i I a variance. He felt that adjacent property owners would : : oppose building next to this house. He recommended mov$ng i Lots 6, 7 and 8 up or combining the two lots, 8 and 9. ThQ: : subdividers do not want to grade the lots as they wish to have split level homes. The grading will be up to the i ; individual as the architect will be furnishing a plot plan ; I and grading plan to the Building Department before build-! i ing, and some may want a split level home. I CARL MATTHIESON, 3960 Adams Street stated that he lives in North Carlsbad but owns property at the above i i address and the Engineering Department had tried to put : : a 20' street into this block. I I I * t I 1 I I I I I The Commission discussed combining lots 8 and 9 and i I deleting Item 7 on the grading plan. I i Upon a motion duly made and seconded, it was agreed to i : adopt Resolution 319, amending Item 9 by changing it to i read, "Proposed lots 8 and 9 shall be combined into one : : lot of not less than 15,000 sq.ft. , with frontage of not lesk than 140 ft. , on Camino del Sol Circle; and item 7 should: : remain the same. : Grant i Resolution No. 319. I I %he City Planner stated that the Commission would not i : be able to act on anything else on the agenda, but they i : type development on the Briggs property. ! The Chairman appointed Commissioner Lamb and himselq i to study this with the City Planner and possibly someone : : from the Engineering Department. I i The City Planner asked if Mr. Ball, a realtor and Gregork Losa could be on this committee and the Commission felt : : that they could sit in on the meeting but not as a part of the committee I I i 1 I I I I I I I I needed to have a committee appointed to study condominiurn 8 I I I I I I 1 I b & I I I I I I I I Commissioner Lamb asked that the letter he submitted : i to the Commission be read at one of the future meetings.
