(I insist that this be in the minutes of this meet: ing) for there was no vote where a poll vote is taken on i Resolution 321, As I see it it was irregular, out of I I order and said Resolbtion 321 has never been acted on." : WRITTEN COMMUNICATIONS: Letter from Carlsbad Investment Corporation, dated December 6, 1963, stating they are ready to grant the additional 10 feet of property for street right of way on i Laguna Drive. I I The City Planner pointed out their property and stated i that the Cantarinis had also expressed their willingness i to dedicate property for street right of way on Laguna : Drive. I I (b) Report of City Planner on Council action on Plan- I I ning matters . The City Planner reported that at the last meeting of the : Council on December 3, 1963, the Council approved the i reclassification for Moye, Walton and Spencer from R -1 - i 7.5 to R-3 on Oak Avenue; the reclassification from R-1-; 7.5 to R-3L for Oakley G. Parker on Chestnut and Monro$; and granted the Planning Staff permission to go to DMJM : with the proposed Precise Plan Development Policy. He : reported meeting with Mr. Bachman and Mr. Cromwell, Vice-presidents of the Union Title and Trust Co. , in San i Diego, and Mr. Cerini, Vice-president of the Union Title; and Trust Go. of San Francisco I and they like the report i so well that they may use this as a pilot ordinance. The City Planner reported receiving a letter from the Sa6 Diego County Highway Department regarding the revised Master Plan of Major Streets and Highways in the City anti County and they are having a meeting in Escondido to reviiw the entire Master Plan before it is submitted to the Board: of Supervisors. I I The City Engineer stated that they are discussing technic41 points and are working up a select system as required under the new gas tax fund allocation. I I The City Planner stated that the City population has increksed to 11 500, and the 13.5% increase means about $9,000. : additional revenue from the State Gas Tax Fund. " # VARIANCE - Lot Split - To consider a reduction in i required frontage from 60' to 50' for parcel 2 of 4 lot ; ; splits, on a large through lot fronting on both Hemlock anq ; Juniper, between A.T. & S. F.R.R. and Garfield Street, ; being Lot 3, Block R # Palisades No. 2 Map 1803, in the i ; City of Carlsbad. Applicant: Maud C. Wahl. * I ; Notice of hearing was read. Secretary Grant certified to notice of hearing being sent to 34 property owners in the i i area and then re ad the application. # I Letter from Donald H. Hotly, Licensed Surveyor I 2499 i ; State Street, stating that they were acting as agents for i i Mrs. Wahl and mere submitting a lot split on Lot 3, and ; ; they were requesting a variance for reduction in lot width i i on one parcel because of the existing buildings on the reat; I of the property and reported that there are 6 fifty foot wid+ lots and five 46 foot wide lots already existing in this I # : Block R, and other substandard size lots in the area. i Chairman Palmer announced the Gommission would now htar i from the applicant and any other persons who wished to speak ; in favor of this reclassification. : DON HOLLY stated that he represented Mrs. Wahl and i had no further comments to make at this time but was : willing to answer any questions. ; The Chairman announced the Commission would now hear i from all persons desiring to speak in opposition. M. i The City Planner explained the location and proposed splitk : of the property and stated that he felt the Commission : I shouLd consider this on its own merit because of the steep! : topography of the land. He felt that it would be much wisek I to grant two variances from 60' to 55', 56' or 57. The : existing house would have a 13' setback on a 55' lot, I I I I I I I I # 1 1 # I MR. HOLLY stated thqt Mrs. Wahl did not want the Lot ; i Line any closer to her house and if she cannot get this I # : variance, she wished to withdraw the application. Mrs, ; i Wahl's original purpose in splitting the property was to : give a portion of it to her sister and to sell a portion. : After due consideration, it was agreed that the request i i for said variance be granted for the following reasons: ; I I I e $ I I I I I I I I # # 1 # 1. That the granting of such variance will not be 0 ; materially detrimental to the public welfare or injurious i to the property or improvements in such vicinity and zone: I in which the property is located. I Commissioner Jarvie stated that he had brought up the I : subject of improvements and landscaping at the meeting oe i November 12 1963, as it has been several years since this I permit was granted and they had promised to landscape i ; this property, and wanted to know what progress was : being made. : The City Planner stated that he had talked to Mr. Streute? / and he is going to bring the proposed plans in for the land+ scaping and they are prepared to put in about $3000. ; improvements after the first of the year. He explained : they had a flash flood at this location and had to put in I i money for repairs. I i The City Planner stated that he had received a request for! i reclassification and the gentlemean had consented to have i : the hearing on January 14, 1964. I I i It was the unanimous decision of the Commission that the : meeting of December 24, 1963, be adjourned to January 18, i 1964. I I i (b) Reclassification of property fronting on Jefferson I : Street and a portion of Laguna Drive from R-1 to R-3. : The City Planner explained the location of the property I that was recently rezoned to R-3 and the property that the$ ; propose to zone to R-3, giving his opinions of the topograqhy i of the property and the property owners who he felt would : I I I I I I I I I I I I I I I I I I I I I I I I I I I i It was also felt that both newspapers , Carlsbad Journal i and Blade-Tribune , should be notified of this proposed : I zoning.
