Com- I : missioner Ward was absent. Also present were City I : Melton. 1 * I Chairman Palmer announced that this meeting was for the! I purpose of meeting with representatives from Daniel, Ma$n, Johnson and Mendenhall. I I * *, \\ .% I I I \' \' \' * Attorney Stuart C. Wilson and City Planner Uhland B. I I I I I 4 I I I I I I I I I f Introduced to the Commissioner were Byron Barnes i Director of Planning; Ken Norwoodl Project Planner; i James Kuebelbeck, Economist; Joe Brown, Chief Engineei. Mr. Barnes stated that they had received authorization on I : May 7 1964, to proceed with the study. He explained the i plans for their study of the area to include all of the land : : within the incorporated city and south to include the Los i i Batiquitos Lagoon and land within the Carlsbad Municipal : f Water District Boundaries and in addition they will prepajre a feasibility study for the Small Craft Harbor, which will : f be done in conjunction with the Master Plan for the City. : I They will have to establish what exists today and what couid : exist in the future, A precise plan for the Small Craft i Harbor will be published in a separate report to the State : Division of Small Craft Harbors. The State will go over i i this in detail to determine whether the fee is commensura!e. : There will be a separate report on the entire City. The : contract period is for one full year and it would be to the i : City's advantage to have study information programs. I I i When asked if the Commission would be able to refer to thbm i for guidance ader the Master Plan is completed, Mr. : Barnes reported that the contract is specific and the entird i fee is arrived at on the man hours required, and contract4al i arrangements would have to be made for continuance of : : their services if the City wished this. : Discussion was given to earlier reports made to the City, I I such as the Gordon Whitnall report, Brown and Caldwell, : : and the Patter son reports. i Mr. Barnes explained that they will review all prior plans! I and reports and then will layout plans for streets and * t general locations for major highways secondary streets, i land uses, changes of zone in general direction of achieve+ I ments, from open l:and to developed land. They will reviek the ordinance in detail and make recommendations for changes t only when they have a plan that they have agreed on. At t i the next meeting, a month from now, they will have complkted : a complete physical analysis within the City. They had a i i crew in doing this land use study prior to the signing of : f the contract, which is an advantage to the City. They will! i have several maps and diagrams to place on the wall at the : next meeting , and the public may attend, observe and listefn I but will not be able to take part in the discussion. There was discussion on the development of the Buena I : Vista Lagoon and which way the City wants to grow. I I ! There was also discussion on what the Commission can b: i doing between now and the next meeting with DMJM, and : : 04 communications . I I ! Mr. Barnes stated that all news releases would be throug4 the City Manager. They will not make any news releases I i to the newspapers themselves. All news will be from the ; ; City. DMJM does not ordinarily prepare a news release i i but they did prepare one this week. I I 1 * I I . .. 1. By common consent i ; it was agreed that any news releases be cleared with I Chairman Palmer and the City Manager before going to th4 ; press. ! Mr. Barnes recommended that one or two liason member& i of the Council be present at these meetings so there will I be direct communications, and reported that Mayor Neis-: wander was pleasedwith the cooperation of the San Diego : Gas and Electric Company that morning in regards to the : i precise plan of the Small Craft Harbor for the lagoon. 1 I It was pointed out that the meeting could be observed by the ; lay public, A,nd they could not exclude the press but: felt : there should be an understanding with the press, I I ;:1;11 @;I:;; I ::,;I; :a I( I @:I I 0 I I I I I I I I I I 1 I I I I I i Mr. Barnes explained that they will have material to : present at each of the study periods, and there will be an I i informational exchange which is not always in the best i :interests to be reported. Seminars are not always appro-! i priate to be reported as an exchange of ideas can be fire. ; They should limit the press on factuals. In other cities : :they have had study periods held informally in restaurants! i with no news releases and then they have regular Commis! ; sion meetings. 1 I i Mr. Norwood stated they will have specific findings and ani ! inventory of the land use at the meeting on June 4, 1964. i : The:.ground workLi8 bade'dmn factual information in which ; i a brief of this material can be incorporated into a news ; : article at the June meeting. He pointed out the need for ad informal study period. I I I t I I 1 I i Mr. Barnes reported that material is on work sheets and I a draft will be left with the Commission with a brief : summary of the essence of the first draft of the report so! :::1:1 i the Commission can digest it further on the entire plannag :area.
