M. b I i A general discussion followed regarding the status of the i : Master Plan prepared at this time by Daniel, Mann, I * ! Johnson and Mendenhall. I * * I "- I Chairman Sutherland discussed some of the apparent inadi- i'l 1::::: 'I::;; :Il;;; :::t/ I :;::I' 1:::;: .- : quacies which were brought out as a result of his field trig ::i!i; i following the proposed map prepared by DMJM. The I I ::I:;; ; Chairman mentioned that the proposed width of Highland i i Drive would result in the elimination of all the beautiful trkea ; and would quite possibly result in the necessary moving 04 ::'::I i some homes, I *,!I:: I I ! I I Chairman Sutherland also remarked about the suggested riute l;;l '&I1 : for the eastward extension of Elm Avenue. He stated that; ii:: i he recognized that this street should be extended but the i :I ;: : suggested route wculd be very costly in order to span( : ;::i i the deep valley to the vicinity of themsp Eucalyptus forest; ;::; : The Chairman mentioned that these were but two of the : I;'* I::; i inadequacies which pointed up to him that there had been : *I:; :* i insufficient study and ground work by the planning firm on: 1:;: :::; : at least these two items. L :!!I -Y: ;: I I I 1 :::; ! I Commissioner Freistadt raised the question as to the : designations or objectives of the City with regard to its ; i Master Plan. A discussion followed among the Commis- i I sioners. Commissioner Lamb suggested that he felt that : : we should define the nature and character to which our i i City aspired, Commissioner Grant stated that the I I I objectives of the City in his opinion was to be found within! I the results of an ahalysis of the DMJM economic studies. ; i The Chairman presented the Master Plan studies prepared : for other cities and made these available to the Commis- i sioners for their study. The Chairman pointed out that : : Chula Vista had used to very good avail citizens committeis i and that this type of process could possibly be used in Carlsbad. : A discussion followed on the use of citizens committees i and some of the mechanics, administrative procedures, : : organizations and personnel related to such a procedure. i Dr. Harris Taylor, Superintendent of the Carlsbad City I i School District; Mr. Frank DeVore , Governmental Right : : of Way Supervisor for San Diego Gas and Electric Compank; and Mr. John Prewitt, representing the Jr. Chamber of I : Commerce; and Councilman Jack Jardine all spoke in ; regard to the use of committees, public participation and : 1 the benefit to be derived therefrom. Dr. Taylor mentionea I that from his brief study of the proposed planning map sub? : mitted by DMJM, it would appear that a total of 42 public : schools, kindergarten through 12th grade, would be necesL I sary when the planning map was filled out with the populat{on ; designated for the different areas within the whole genera? i planning area. It was noted that DMJM had projected 34 sghools, . I I I s I : K-12. I I I t I Commissioner Grant suggested that 7 citizens committees! : be formed, that each committee be composed of 7 individuals and that they be appointed by the Mayor in individual letter(,s i to each individual appointee. The committees recommendkd ; by Commissioner Grant were: I I I I * I I 1. Residential and agricultural zoning. b I * I 4 I I I 2. Industrial and commercial zoning I 3. Community facilities (including library) , : 4, Transportation and highways. I I 5. Water front and Harbor. I I 6 , Parks city beautification and schools 1 7. Mr. McCoWas i was asked to contact the Chamber of Commerce for people I volunteered to contact Mr. Daugherty, Chamber of Com- .: : merce Manager and oblain a list of all groups and organik ! that members of the Parks and Recreation Commission, : i as well as the Public Mbrks Commission should be asked i : to serve on the committees dealing in these respective ; fields. The Chairman asked that all of the Commissioner$ : be prepared to submit names next Tuesday of individuals : they would like to have serve on the citizens committees. i A discussion followed regarding "a.- "Kick-off" meeting i i with an address by the Mayor and a presentation by DMJM: ; to all of the committee members gathered together for the: i initial orientation.
