He pointed out that this was necessary in order to have the improvement plans . ! signed. Se pointed out that there would be a small amo&i of traffic to this subdivision as the street wcbuld only be ; serving 6 or 7 houses and there wmld only be parking on one side of the street .... The Secretary then read the application. i There was no correspondence on this variance. !The Chairman announced the Commission would now hear :from the applicant and any others desiring to speak in fav& ;of this request. I I iABEL GAACLA stated that the buildings are already in i existence and they have been trying to remodel them and : :make them as nice as possible. The building they are I Iremodeling now will be a bar and the business will be at i :night. He pointed out that there would be ample parking !in front plus the parking in back. He stated that they :plan to tear down the old building North of the Barber shop! !and build a commercial building with two apartments abovej :one apartment will be rented and they plan to occupy the : jother one themselves. Garcia did not meet the requirements of the i ; City. The Engineering Department made a study of the : area and tnis plan does meet all of the requirements. I I I I I I I i MrZ. ROY BOYEd stated that he owns the Personal Servic4 ! Laundry on Elm Avenue on the U esterly side of the alley : and the property on the Easterly side of the alley and calli i ed attention to the traffic going out of this alley and the : : kct that 3 cars had hit his building at 560 Elm. He state4 that he was not objecting to this variance and only wanted i : th.e traffic congestion reduced. I I ! I.!I!I 1 I I I I 8 I I I I I I I I I I I I I I I I The Building Inspector explained that the existing build- i ings on Mr. Garcia' s property were built $0 the property line but it is necessary to comply with the building regula-: tions for setbacks on any new structures. He pointed out i that the cars coming out of Mr. Garcia' s property would : only have one opening to the alley. Mi<. VEhNON CUitELY, representing Coleman Construc-i tion Co., also represented Mr. Garcia, stated that he had: made a survey of the block and explained the parking re- quirements of the existing buildings and the proposed I I building and stated that he felt the parking would be ade- quate for Mr. Garcia's property. I I I I I I I ! I i Mri. JOHNSTON stated that although the number of park- i ; ing spaces shown on the attached plot plan does not con- I form to the City Clrdinance for off-street parkiqg, the : : design of the parking stalls does meet the requirements of! I the City Engineering Department for ingress and egress : : and minimum turning radii. The Euilding Department wilt require that an adequate wheel stop be constructed 2 feet i i from the alley for stalls facing the alley. I i The public hearing was closed at 8: 11 P. M. i There was discussion on upgrading the property and the i ; nature of businesses going in. ! Commissioner Lamb stated that he felt the proper€y own- i ers should acquire additional property for parking if need4 : ed. 8 : The Building Inspector called attention to the fact that there was a party desiring to improve State Street several! I years before, but they did not go through with their plans : : because of the need for additional parking, I desolution No. 383, granting the variance as requested fo$ i the following reasons: I 1. That the reduction of parking spaces from 32 to i I 2. That the improvements to the property represent! The Chairman reported t&t Dr. Harrmylor had made colored slides of the Schema{ : tic General Map of the Carlsbad Study Area made by DMJM i and asked the etaff to have copies of it made so the differ-! i ent committees could use it. The Chairman suggested that ; the Chairmen of the various committees be present at the i next Planning Commission meeting.
