I I Points discussed by the Commission were the Citizens' { : Committee report on Industrial and Commercial zoning; : I that the property lends itself to this type of zming at the : freeway interchange; the use of the land lends itself to a ; i high-class restaurant, hotel or motel; zoning a larger area : lack or absence of proper zoning ordinances in the City. : : Commissioner Lamb stated that he believed the property i i would all be zoned commercial on the corners at the inter: i change but felt the City should have an ordinance to archi-: : tecturally control the buildings in the commercial zones. I I I I I I 1 8 The Commission disucssed the fact that they did not be- lieve the zone change should be held up until they have : different ordinances as there is a lot of traffic going down the freeway and this proposed business would attract ! money into the City. i I I I ! The Building Inspector pointed out that Mr. Morgan owned; property at the Southeast corner of Tamarack and Jeffer- i : son Street also but did not include it in the application, as : i he did not own it when the application was made. The : commercial property would require a light barrier betweeb I the parking area and the residential property thick enough i : to stop light from showing through it. I : The Chairman stated that the applicant would have certain : requirements to meet since the property would abut re- i i sidential property. : A motion was made to adopt Fiesolution No. 337 rxom- : mending a change of zone from 13-1-6 to C-2 for the fol- I i lowing reasons: I 1. I I * 7 I I I I b I : : 7 I 8 I I The Secretary stated that they also received booklets I containing 6 or 7 pages from the Sport Car Club of ; America. I * The Chairman asked the applicants if they were modifying i : their open request for ail types of racing. * I i MR. J. S. BELOND stated that they did not want to modify i : their request for all types of racing as they felt they have I : done a good job of conducting the races and there are time& i when they may have an opportunity to bring more types of i races to the community, but would miss out on this if 30 : : days are required to obtain this permit. iie inquired if th4 i Commission would like something specific excluded from : ; the races and volunteered to not have jet or jalopy races. i The Raceway Company expects to have some types of : motorcycle races such as the Grand Prix type rather than i the TT races. He called attention to the fact that four i ; members of the San Diego hegional Board of the Sports ; i Car Club of America were present at this meeting. The i ; goal of the Raceway Company is to nave the most modern ; i and complete race track in the country. The race track I : they plan to build will be a good one and acceptable by the : i association. * I I I I I : I I : I I I MR. BELOND introduced the four members from the SCC4 Dr. Thomas M. He : : explained that part of the National and International com- i i petition is for points. I : &Ti%. A.L BRJNGELL stated that the noise might be equiva-i ; lent to the dragsters except that over a 30 minutes race i i it would not be as intense as the dragsters. The fumes ; : and fuel would not be any different than the dragsters. I I : When asked if the races would be expanded to other days, i Mr. Belond replied that Ford Motor Company and Chrys- : ler Company test cars on this tract during the week and i have photographers there to take pictures. He pointed out: ; that the noise is not offensive to any me in Carlsbad or I i aound there. Whether or not they can operate just on Sat- I I urdays or Sundays remains to be seen and they may have ; ; to have racing on Friday nights. GEORGE KENDALL stated they have had several let: i ters from motor companies desiring to test motors on the ; course. They do not put the cars on the track at the same: I time as the dragsters. He reported that they have 123 I ! active members of the SCCA in this area with 50 or 60 : i licensed drivers, some of the members are spodses. : They expect an increase in membership. This area takes ! i DR. TOBIN explained that they raced fop four years at Def : Mar Fair Grounds in the parking lot. They had nationally ; calibered races. This division of the SCCA extends to the: : Canadian Border. He also explained that the sports cars : have improved and the club has strict rules regarding the : safety of the drivers, cars and spectators. The drivers ; are requried to have strict medical examinations and are I i not permitted to drive in large races until they have proved ; their effeciency. They consist antly study the safety fac- i i MR. BELOND stated that the Del Mar course does not I : meet the required standards now for National races, and they are limited to strictly local races. Some allowances : : were granted because Del Mar was the only place to tace i I in this area at that time after they lost their course at : Torrey Pines because of the golf course. I I i DL%. CHAitLES J. WEICKGENANT, 130C Escondido Blvd. i Vista, stated that he is a member of the Sports Car Club ; and drives a Corvette. He explained that there are eny i professional men in the area who belong to this club and ; the City would gain by these races as they expect two I National races to be held here a year. The noise of a : sports car race does not compare to the noise of two drag i sters. I I in San Diego and Imperial Counties, I I I I I 1 tors as their records have proved. I I I I I I I t I I I i DR. DUNCAN MCKELLAR, 432 Second St., Encinitas, stated that there will be approximately 250 cars entered : in the National races, corning from all over California i and Arizona. He pointed out that reservations have to be ; made in advance as the people have to have some place to i stay, This will bring a lot of money into the area when : they have three day races. The caliber of the people is i one of the best, with many professional people attending : the races and would not be a detriment to the area as they i would be a class of people the City would not be ashamed ; to have, I I I I I I : D@N DUNE", 2822 State Street, presented copies of : i Sport Car magazines to the Commission that just came off i : the news stands that morning. He pointed out that one of I i the magazines had a picture of Carlsbad Raceway on the i : cover and pictures of is on two pages inside of the maga- : i zine. He called attention to the world wide publicity that ; is given on the American Broadcasting Company to the I ; races. i There was discussion on granting this request subject to :meeting the requirements of the SCCA and Mr. Bdond ; i asked that this be made to meet the requirements of the : SCCA or some other nationally recognized organization in : i case the name of the club should be changed in the distant i I future. i LARRY GRISSMAN stated that he felt the Commission i should show more confidence in Mr. Belond as he has don4 ;a good job with the raceway. I I I I After considerable discussion, a motion was made to I adopt Resolution No. 391 granting a conditional use per- i : mit to expand the uses allowed under their present con- i : ditional use permit (Planning Commission itesolution No. : i 321) to include not only drag but all other types of racing i events relative thereto, on the following conditions and : ; limitations: I 1 4 I I I I I I 1 1. 'That the race track must be built to Sports' Car i I 2. That all races shall be run according to Sports i I 3. That there shall be no rocket or jet vehicles al- ; I 4. That there shall be no destruction races or ex- i 1 5. That there shall be no jalopy races. i Club of America standards or better.
